MUNICIPALITY OF CROWSNEST PASS COUNCIL MEETING MINUTES TUESDAY, DECEMBER 3, 2013 A regular meeting of the Council of the Municipality of Crowsnest Pass was held in Council Chambers on Tuesday, December 3, 2013. ADOPTION OF THE PREVIOUS MINUTES PAGE 2 OF 11 Minutes of the Regular Council Meeting of November 19, 2013 Councillor Ward noted that a motion had been made when Council moved Out of Camera to accept the Chief Administrative Officer's resignation. M#7109-13: Councillor Kovach moved that the minutes of the Regular Council Meeting of November 19, 2013 be adopted as amended. DELEGATIONS Homeowners Wolfstone Subdivision Myron Thompson, Chief Administrative Officer, read a written submission provided by Daniel Gratton, Wolfstone Subdivision lot owner. The written submission addressed the following issues: The benefits of finishing this project in a timely fashion Potable water Sewage Lack of deposit Continued delay by providing extensions Paving, curb and gutters Fire protection Grades and elevation Taxes Wolfgang Wendrich Wolfstone and RV Subdivision Wolfgang Wendrich, Crowsnest Mountain Resort, was in attendance to address the Wolfstone Subdivision and RV Subdivision at Crowsnest Mountain Resort. A consulting engineer for the Crowsnest Mountain Resort was also in attendance. Mr. Wendrich requested a copy of the lot owners' written submission in order to provide a written reply. Discussion took place on water, waste water, the water treatment plant, and water co-ops. M#7110-13: Councillor Ward moved to extend the time period for the Wolfstone and RV Subdivision delegation an additional ten minutes. PAGE 2
PAGE 3 OF 11 Mr. Wendrich provided Mayor Painter with a binder of additional information which will include four requests that Mr. Wendrich is providing for Council's consideration. Mr. Wendrich requested that Council supply him with all of the information that was given to Council in past meetings about Wolfstone and the RV Subdivision by the Chief Administrative Officer, and that he wishes to be present in any further representation that the outgoing Chief Administrative Officer will have with Council about Wolfstone. The following topics were discussed by Mr. Wendrich: Finishing of the RV Subdivision Completion of Wolfstone Amendment of Land Use Bylaw 868, 2013 ADMINISTRATIVE AND AGENCY REPORTS CAO Report of Activities Myron Thompson, Chief Administrative Officer, distributed and reviewed a written report providing an update on activities and initiatives in the Municipal departments. The Chief Administrative Officer and Director of Planning, Engineering and Operations provided answers and clarification to questions from Council. M#7111-13: Councillor Ward moved that Administration provide a breakdown of the total costs and timelines of the branding process. M#7112-13: Councillor Lazzarotto moved to accept the CAO Report of Activities. Municipal Board & Committee Appointments Myron Thompson, Chief Administrative Officer, presented and reviewed a written report in reference to appointments to the Municipal Boards and Committees. M#7116-13: Councillor Kovach moved that Council adopt the 2013 approved operating budget as the 2014 interim operating budget until the 2014 budget is deliberated and approved. Regional Landfill Policy Myron Thompson, Chief Administrative Officer, presented and reviewed a written report in reference to the Regional Landfill Policy. M#7117-13: Councillor Kovach moved that the Municipality of Crowsnest Pass endorses the Landfill Tipping Fee Policy as presented with the exception that in Section 1 of Option 1, the word include be substituted with the word exclude, and the formal adoption of the policy with changes as indicated. BUSINESS ARISING FROM THE MINUTES Human Resource Administrator Position PAGE 6 OF 11 Councillor Anctil requested to be excused due to pecuniary interests at 8:51 pm. Myron Thompson, Chief Administrative Officer, presented and reviewed a written report in reference to the Human Resource Administrator Position. M#7118-13: Councillor Ward moved that Council not make any changes to the organizational structure until a new Chief Administrative Officer is in place at minimum. Councillor Anctil returned to the meeting at 8:55 pm. Consolidation of Public Works Operations Facilities Frank Besinger, Director of Planning, Engineering and Operations, presented and reviewed a written report in reference to consolidation of public works Operations facilities. CORRESPONDENCE Honourable Doug Griffiths, Minister of Municipal Affairs Municipal Inspection Report Recommendations Correspondence was received from Honourable Doug Griffiths, Minister of Municipal Affairs, in reference to the Municipal Inspection report recommendations. Danielle Smith, MLA Highwood, Leader of the Official Opposition Update of Bill 28 - Modernizing Regional Governance Act Correspondence was received from Danielle Smith, MLA Highwood, Leader of the Official Opposition, to update on Bill 28, the Modernizing Regional Governance Act, and a request from the Wildrose Official Opposition for feedback. MEDIA QUESTIONS A copy of the names of members appointed to the Municipal Board and Committee was requested. A copy of the written submission from the Wolfstone landowners was requested. Clarification on the proposed hotel at the former Crowsnest Centre site was requested. An explanation was provided by the Chief Administrative Officer.
