PUBLIC PRESENTATIONS Vaibhay Katkade, Interested Citizen, expressed concern regarding gravel in bike lanes, noting it was dangerous to ride a bicycle. Member Goldstein suggested that Mr. Katkade contact the Public Works Department regarding the unsafe bike lane and request that they follow-up on the issue. Mr. Goldstein also recommended mentioning that someone has slipped on the gravel injuring themselves. CONSENT AGENDA 4. (Removed from the Consent Agenda and placed on the Regular Agenda.) FY2016/17 TDA3 Project Priorities M/S/C (Stallman/Simons) to recommend the VTA Board of Directors adopt a resolution approving the project priorities for the FY2016/17 Countywide Transportation Development Act Article 3 program and modify VTA policy regarding the banking of TDA3 funds. Regular Meeting Minutes of March 9, 2016 Member Stallman requested the following corrections to the March 9, 2016, Regular Meeting Minutes: 1) referenced Agenda Item #3: Public Presentations, and the undercrossing Mr. Fong referred to is in Santa Clara not Sunnyvale; and 2) referenced Agenda Item #19: Announcements, and clarified that bike racks will be installed at key neighborhood bus stops. M/S/C (Stallman/Goldstein) to approve the Regular Meeting Minutes of March 9, 2016, as amended. 5. Regular Meeting Minutes of April 13, 2016 Member Stallman requested the following corrections to the April 13, 2016, Regular Meeting Minutes: 1) referenced Agenda Item #4: Regular Minutes of March 9, 2016, and noted the Minutes were deferred to May 11, 2016 not May 12, 2016; and 2) referenced Agenda Item #11: Committee Staff Report, and clarified that his question referred to the light rail pedestrian crossing improvements. M/S/C (Stallman/Goldstein) to approve the Regular Meeting Minutes of April 13, 2016, as amended. 10. 2016 TFCA Program Manager Fund Marcella Rensi, Transportation Planning Manager - Planning and Grants, answered clarifying questions about the staff report. M/S/C (Wadler/Goldstein) to recommend the VTA Board of Directors approve the programming of FY 2016/17 Transportation Fund for Clean Air Program Manager (TFCA 40%) funds to projects. Elect Replacement BPAC Vice Chairperson for Remainder of 2016 Stephen Flynn, Advisory Committee Coordinator, noted the Committee has to elect a replacement for Vice Chairperson position due to the resignation of Jim Wiant. Chairperson Caidoy opened the floor for nominations for the position of 2016 BPAC Vice Chairperson. Members Chaffin and Simons nominated Member Hertan. Potential ½-cent 30-year Sales Tax Measure Lauren Ledbetter, Senior Transportation Planner and BPAC Staff Liaison, provided a presentation titled Envision Silicon Valley, highlighting: 1) VTA Board Workshop; 2) Tax Measure Basics; 3) Funding Allocation - Staff Recommendation; 4) BART Phase II; 5) Bicycle and Pedestrian Program; 6) Caltrain Capacity Improvements; 7) Caltrain Grade Separations; 8) County Expressways; 9) Highway Program; 10) Local Streets and Roads; 11) State Route 85 Corridor; 12) Transit Operations & Amenities; 13) Potential Measure; and 14) Next Steps. Members of the Committee discussed the following: 1) the ballot language using percentages instead of dollar amounts to even out economic changes; 2) BART operation and maintenance costs are paid for by a 1/8-cent sales tax passed in 2010; 3) Complete Streets money allocation and specifications; 4) State Route 85 High Occupancy Toll (HOT) lane revenue; 5) light rail; and 6) Caltrain electrification. Page Mill/I-280 Interim Bike Improvement Project Update (County Item) Dawn Cameron, Deputy Director, Santa Clara County Roads and Airports, provided a presentation titled " Page Mill Road/I-280 Interim Bicycle Improvements," highlighting: 1) Project Background; 2) Interchange Concept; 3) Interchange Concept Bicycle & Pedestrian; 4) Improvement Projects; 5) Phased Improvement Strategy; 6) Interchange Existing Conditions - Bicycles; 7) Interim Bicycle Improvements; 8) Interim Project Requirements; 9) Interim Bicycle Improvement Concepts; 10) Westbound Travel - Concept 1; 11) Westbound Travel - Concept 2; 12) Eastbound Travel - Concept 1; 13) Eastbound Travel - Concept 2; 14) Speed Reduction Strategies - Westbound Travel; and 15) Next Steps. OTHER Members of the Committee discussed the following: 1) slowing the speed of vehicles; and 2) monitoring the area to compare current speeds to speeds when the project is complete. Committee Staff Report Ms. Ledbetter provided a report, highlighting the following: 1) Bike to Work Day on May 12, 2016; 2) Countywide Bicycle Plan Update; 3) Monthly Bicycle-Pedestrian webinar on Aspects of Equity on Wednesday, May 18, 2016 at noon; 4) Transit Ridership Improvement Program; and 5) Caltrans District 4 Bicycle and Pedestrian Advisory Committee. On order of Chairperson Caidoy and there being no objection, the Committee received the Committee Staff Report. 13. Santa Clara County Staff Report There was no Santa Clara County Staff Report. 14. Chairperson's Report Chairperson Caidoy reported that transit in Japan is great. 15. Reports from BPAC subcommittees There were no reports from the BPAC Subcommittees. 16. Citizens Advisory Committee (CAC) and 2000 Measure A Citizens Watchdog Committee (CWC) Report Member Wadler provided the CAC/CWC report, highlighting the 2000 Measure A report. Member Goldstein left the meeting at 8:04 p.m. On order of Chairperson Caidoy and there being no objection, the Committee reviewed the received the Citizens Advisory Committee (CAC) and 2000 Measure A Citizens Watchdog Committee (CWC) report. 17. 18. ANNOUNCEMENTS Member Unangst announced that Bike Day and the Meeting of the BPACs is on Sunday, May 15, 2016. Member Stallman mentioned that May and June are a good time to get rid of goatheads on the side of the road. Member Wadler noted that Almaden Cycling Touring Club (ACTC) will have a booth at Bike Day. Member Seehafer announced that the City of Morgan Hill Parks & Recreation Commission created a sub group called Bicycle Technical Advisory Group (BTAG). Member Brinsfield mentioned the following: 1) May 14, 2016, is the Los Altos pet parade along Foothill Expressway; and 2) Rotary Club's Art in the Park will be held May 14-15, 2016 at Lincoln Park. Mr. Flynn made the following announcements: 1) letters are going out to member Cities about terms being up in June 2016; and 2) recognized Member Brinsfield on behalf of the VTA Board of Directors for chairing BPAC in 2014. 19.
