CARRIED Funding for Oval Park Cenotaph Landscaping and Parks Work Moved and seconded by Councillor Ostafichuk and Director Foisy That it be recommended to the Board of Directors, $2,500 be committed to landscaping and associated parks work as part of the Oval Park Cenotaph upgrade, with the monies to come from the White Valley Parks, Recreation and Culture Parks (070) Sundry Account. CARRIED Oval Park Community Stage Fundraising Account The following discussion ensued around the Oval Park Community Stage fundraising account: - White Valley Parks Recreation and Culture or Regional District receive and hold donations - Tax receipts can be issued for more than $20.00 - Next stage meeting in September or October - Stage committee members not to hire architects/other consultants Funding for Flooring Replacement - Cherryville Community Hall Preschool Room The following discussion ensued in regards to the Cherryville Community Hall flooring replacement: - Childcare Licencing recommended new flooring - Looking at carpet or vinyl Moved and seconded by Councillor Ostafichuk and Director Foisy That it be recommended to the Board of Directors, White Valley Parks, Recreation and Culture fund up to 50% of the cost to replace the flooring in the preschool room of the Cherryville Community Hall, to a maximum of $2,500, with the monies to come from the White Valley Parks, Recreation and Culture (070) reserves. October 15, 2013 - Item E.3 REGIONAL DISTRICT of NORTH OKANAGAN REPORT File No.: 7705 TO: FROM: DATE: SUBJECT: White Valley Parks, Recreation and Culture Advisory Committee Parks, Recreation and Culture October 5 1 h, 2013 Funding Request from Okanagan Regional Library RECOMMENDATION: That it be recommended to the Board of Directors that the funding request from the Okanagan Regional Library for $900 to purchase window covers for the Lumby branch, located within the White Valley Community Centre, be respectfully denied. DISCUSSION: The Regional District has received a request for funding from the Okanagan Regional Library to purchase window covers (Attachment "A"). The Regional District of North Okanagan has a lease agreement with the Okanagan Regional Library for the use of an area within the White Valley Community Centre. Outlined in the lease agreement are specific facility maintenance responsibilities. As the landlord, the Regional District is responsible for the building structure (excluding glass, which is the responsibility of the renter to replace). Any equipment, (including window covers) are the responsibility of the tenant. If the Committee was to recommend that the Regional District pay $900 to the Okanagan Regional Library for window treatment, this would be considered a grant that is not in line with current grant policies. Box430 lumby, BC VOE 2GO Dear Councillor Lori Mindnich: First, let me express my sincere appreciation for past funding provided for the Lumby branch, particularly the most recent contribution of a handicap door to the facility. This door is being well used by our disabled customers, seniors with walkers, moms with strollers, as well as our staff. Although it was an expensive venture, it was a needed one that now provides easy and equitable access. This year we are requesting your consideration of a two year project to install proper window blinds. There are four very large east windows in the branch, and the morning to early afternoon sun creates a bright glare making it difficult to see computer screens. There is also the issue of heat and fading of material in the branch. To ensure the comfort of the public in this busy branch, we are requesting for 2014: Blinds for 2 windows $900.00 This completes half the project, with another request for 2 blinds in 2015. Please feel free to contact Mitzi Fortin or me if you have any questions regarding the request for library furnishings.
