The General Revenue Fund Disbursement Records for the period May 2 to May 6, 2016 were presented. No. 130 Moved by Councillor Perrault, Seconded by Councillor Friesen: "THAT the General Revenue Fund Disbursement Records for the period May 2 to May 6, 2016 in the amount of $450,878.51 be approved." The General Revenue Fund Disbursement Records for the period May 9 to May 13, 2016 were presented. No. 131 Moved by Councillor Friesen, Seconded by Councillor Bowditch: "THAT the General Revenue Fund Disbursement Records for the period May 9 to May 13, 2016 in the amount of $691,651.92 be approved."

- 3 - IBEW. No. 132 A report from the Manager of Human Resources regarding IBEW Tentative Collective Agreement 2016 2019 was presented by the General Manager of Corporate Services. Moved by Councillor Budd, Seconded by Councillor Toles: THAT Council ratifies the tentative agreement reached by the bargaining committees of the City of Swift Current and IBEW, Local 2067, and authorizes the Mayor and City Clerk to sign a Collective Agreement incorporating the revisions outlined in the Memorandum of Agreement dated May 5 th, 2016. Zoning A report regarding Zoning Bylaw Text Amendment Direct Control District No. 1 (DC1- Bylaw R2) for Cypress Point Community was presented by the Manager of Development Amend- Services. ment DC1-R2 Cypress Point Community. No. 133 Moved by Councillor Toles, Seconded by Councillor Perrault: THAT Notice of Motion be given at this time by advising the public of Council s intention to consider amending Zoning Bylaw No. 24 2014 by amending Section 4.20A and consequential textual amendments throughout. Fire Master Plan. No. 134 A report regarding Fire Master Plan was presented by the Fire Chief. Moved by Councillor Bowditch, Seconded by Councillor Toles: THAT City Council adopts the Fire Master Plan, Version 1, dated May 13, 2016. EMO Bylaw. No. 135 A report regarding Notice of Motion for Emergency Management Operations Bylaw was presented by the Fire Chief. Moved by Councillor Budd, Seconded by Councillor Friesen: THAT Notice of Motion be given at this time by advising the public of Council s intention to introduce a new Emergency Management Operations Bylaw.

- 4 - Fire & A report regarding Notice of Motion for the Swift Current Fire and Emergency Services Emergency Bylaw was presented by the Fire Chief. Services Bylaw. No. 136 Moved by Councillor Friesen, Seconded by Councillor Bowditch: THAT Notice of Motion be given at this time by advising the public of Council s intention to introduce a new Fire and Emergency Services Bylaw. Summer Council Meetings. No. 137 A report regarding Summer Council Meetings was presented by the City Clerk. Moved by Councillor Perrault, Seconded by Councillor Friesen: THAT the Council meetings of July 18 th and August 15 th, 2016 be cancelled. Reports for Information. Bylaws. No. 138 Moved by Councillor Toles, Seconded by Councillor Bowditch: 2 nd Rdg THAT Bill No. 3-2016 be taken as read a second time. No. 139 Final Rdg Moved by Councillor Toles, Seconded by Councillor Bowditch: THAT Bill No. 3-2016 be taken as read a third time and finally passed. THIS BILL IS THEN NUMBERED BYLAW NO. 9-2016. - 5 - No. 141 Final Rdg Moved by Councillor Friesen, Seconded by Councillor Budd: THAT Bill No. 4-2016 be taken as read a third time and finally passed. THIS BILL IS THEN NUMBERED BYLAW NO. 10-2016. Unfinished Business. New Business. Communications. Delegations. Anthony Drake from England (former Hodgeville school teacher), attended to discuss his ideas for designing the Saskatchewan Flag in 1969. Betty McDougall, Executive Director; and Bob Hale; President, Southwest Youth Emergency Shelter Inc., along with Tom Westbury, General Contractor for the SwYES Shelter-Build, attended to make a presentation with respect to the building of the Youth Emergency Shelter in Southwest Saskatchewan. Councillor Toles declared a conflict of interest as he is a voting board member of Southwest Youth Emergency Shelter Inc. and left the meeting at 7:35 p.m. No. 142 Moved by Councillor Budd, Seconded by Councillor Friesen: THAT the City of Swift Current donates the sum of $50,000.00 towards the completion of the Southwest Youth Emergency Shelter project and will help with the servicing work of the lot. Councillor Toles returned to the meeting at 7:50 p.m. En Camera Items.
