CALL TO ORDER/FLAG SALUTE PUBLIC COMMENT/OPEN FORUM Members of the public may address the Directors on any item that is within the jurisdiction of the Board; however, no action may be taken on any item not appearing on the agenda unless the action is otherwise authorized by Subdivision (b) of Section 54954.2 of the California Government Code. Comments are limited to 3 minutes per speaker. ITEM 1: CONSENT CALENDAR Upon motion by Director Milhiser seconded by Director Lopez and passed with 3 votes, 1 abstention and 1 not present: M18-03-01 MOVED: Approval of Consent Calendar: A. Meeting minutes of February 14, 2018 (Vice President Erwin abstained) ITEM 2: FINANCIAL REPORTS A. Register of Demands Stephanie Reimer, Controller presented the Register of Demands for January 2018. Upon motion by Director Erwin seconded by Director Lopez and unanimously carried: M18-03-02 MOVED: Approved the Register of Demands for January 2018. B. Financial Summaries Stephanie Reimer, Controller presented the Financial Summaries for January 2018. Upon motion by Director Milhiser seconded by Director Lopez and unanimously carried: M18-03-03 MOVED: Approved the Financial Summaries for January 2018. ITEM 2: DISCUSSION AND/OR ACTION ITEMS A. Notice of Completion: Central Avenue (Part B) Pipeline Replacement Project (EN2017-09) Director of Engineering, Operations, and Maintenance gave a graphical presentation of the Central Avenue (Part B) Pipeline Replacement Project and said that this project consisted of two parts. Part A was completed in October 2017 and Part B was completed this month, March 2018. Mr. Jew stated that Part B replaced about 1,550 feet of old steel pipeline that was at or near end of its useful life and included installation of new service connection for customers, new fire hydrants, new valves, and other appurtenances. Mr. Jew further stated that there were a total of 60 change orders due to additional digging, extra paving, exporting additional soil, traffic control and liquidated damages due to delays. Jew concluded that the work has been completed and majority of the changes orders and assessment of liquidation damages are pending resolution between the contractor and the District. Discussion ensued. Upon Motion by Director Milhiser seconded by Director Martinez and unanimously carried: M18-03-04: MOVED: Approved the following: 1. Accept the work performed by Cedro Construction, Inc. for the Central Avenue (Part B) Pipeline Project, as complete. 2. B. Santa Ana River Conservation and Conjunctive Use Program (SARCCUP) General Manager Kinsey gave a graphical presentation to the Board on the Santa Ana River and Conjunctive Use Program (SARCCUP) and explained that this is an effort within the Santa Ana River Watershed to increase water supply reliability through the development of a 180,000 AF conjunctive use program within the watershed s groundwater basins. He said the initial project was revised based on modeling efforts and overall program reduced from $100M to $85M. Mr. Kinsey gave an overview of the different SARCUUP operational scenarios within the Chino Basin and potential District participation in the program. Discussion ensued and the report was received and filed. ITEM 5: GENERAL MANAGER COMMENTS In addition to his written report, General Manager Kinsey briefed the Board on issues and activities of the past two weeks. ITEM 6: BOARD COMMITTEE REPORTS None. ITEM 7: BOARD COMMENTS (Reports on Conferences/Meetings Attended at District Expense) Director Milhiser commented on his and Director Lopez s attendance at 2018 State of the County of San Bernardino at the Citizens Business Bank Arena. President Rose commented on her meeting with Kati Parker of Inland Empire Utilities Agency. Director Lopez commented on his attendance at the Community Coffee with Assemblymember Freddie Rodriguez along with Director Martinez and Director Milhiser. He also thanked General Manager Kinsey, Finance Manager Harton and Director Milhiser who attended his Father s funeral service and also thanked the District for the floral arrangement. ITEM 8: CLOSED SESSION Legal Counsel Andrew Gagen stated there will be no closed session. The MND is anticipated to be completed by late-spring 2018 and will bring the project closer to project entitlement approval by the City of Montclair. Pipeline Avenue Bridge Pipeline Relocation Project (Pipeline Avenue at the 60-Freeway): Caltrans will be moving forward this year with re-building some its bridges along the 60-freeway, including the one at Pipeline Avenue. The District currently has a waterline installed inside of that bridge and it will have to be re-constructed to accommodate Caltrans work. The District s consultant has begun the work of coordinating a design effort with Caltrans to re-install a water main into the new bridge to be constructed by Caltrans. I-10 Freeway Widening Project (Monte Vista Ave and the San Antonio Wash at the 10-Freeway): Caltrans and the San Bernardino County Transportation Authority are proceeding with a project that will widen 10-freeway by one lane. This work will impact District facilities at both Monte Vista Avenue and at the San Antonio Wash and will result in the relocation of several water pipelines. Staff will be presenting this project with greater detail during an April 2018 Board meeting. March 28, 2018
