Committee Staff Report Marcella Rensi, Deputy Director of Programming & Congestion Management and Committee Staff Liaison, provided a report, highlighting: 1) summary of actions the VTA Board of Directors (Board) took at their September 6, 2018, meeting, including the appointment of Evelynn Tran as VTA General Counsel; 2) 2016 Measure B hearing date has been rescheduled to October 9, 2018; 3) Transit app; 4) VTA s BART Silicon Valley Berryessa Extension project timeline update; 5) September as California Rail Safety Month; 6) VTA s new electric buses; 7) Viva Calle SJ to be held on September 23, 2018; and 8) announced the September and October 2018 meetings of VTA s Ad Hoc Financial Stability Committee have been cancelled; the next meeting will be held after the November 2018 elections. 5. Chairperson's Report Chairperson Morley welcomed Members Cameron, Star-Lack, and Zenk to the Committee in their new or reappointed roles. 6. Reports from TAC Working Groups Capital Improvement Program (CIP) Celeste Fiore, Transportation Planner, highlighted the following CIP Working Group discussion topics from their August 28, 2018, meeting: 1) the Horizon initiative and Plan Bay Area effort by the Metropolitan Transportation Commission (MTC); 2) 2016 Measure B update; and 3) Bicycle and Pedestrian Capital Projects Competitive Grant Program draft criteria. Ms. Fiore reminded the Committee about project invoicing. She noted the next meeting of the CIP Working Group is scheduled on September 25, 2018. Systems Operations & Management (SOM) Working Group Eugene Maeda, Senior Transportation Planner, provided a brief report of the August 24, 2018, SOM Working Group meeting, highlighting: 1) discussion on the bus stop cycle track design; 2) demonstration of county-level traffic dashboard; and 3) traffic analysis software evaluation, noting the SOM Working Group s preference for Vistro and presentation of staff s recommendation at a future TAC meeting. Mr. Maeda noted the next meeting of the SOM Working Group is scheduled for September 26, 2018. Land Use/Transportation Integration (LUTI) Working Group Melissa Cerezo, Senior Transportation Planner, noted the following discussion topics at the August 20, 2018, meeting: 1) projects requiring regional and countywide coordination; and 2) proposed VTA Development Review Policy, noting staff to provide further information and solicit the Committee s feedback on the draft policy at a future TAC meeting. Ms. Cerezo noted the next meeting of the LUTI Working Group is scheduled on November 19, 2018. the reports from the TAC Working Groups. CONSENT AGENDA Chairperson Morley noted the following: 1) a request from the Committee to pull Consent Agenda Item #8-2000 Measure A Semi-Annual Report Ending June 30, 2018, from the Consent Agenda for discussion; and 2) minor amendment to Consent Agenda Item #9 - VTP Highway Program Semi-Annual Report Ending June 30, 2018, highlighting the correct report ending date of June 30, 2018. 7. Public Comment Roland Lebrun, Interested Citizen, provided comments pertaining to VTA s BART Silicon Valley Berryessa Extension project budget as noted on the 2000 Measure A Semi-Annual Report. the 2000 Measure A Transit Improvement Program Semi-Annual Report Ending June 30, 2018. 11. Vice Chairperson for Remainder of 2018 M/S/C (Morley/Capurso) to close the nominations and elect Member Cameron, City of Mountain View, as Committee Vice Chairperson for the remainder of 2018. 12. FY 2018 SR 237 Express Lanes Operational Report Jane Yu, Senior Transportation Engineer, provided a brief overview of the staff report. the Fiscal Year 2018 State Route (SR) 237 Express Lanes Operational Report. Silicon Valley Express Lanes Toll Ordinance Murali Ramanujam, Transportation Engineering Manager, provided a presentation entitled Silicon Valley Express Lanes Toll Ordinance, highlighting: 1) overview of SR 237 Express Lanes existing operations; 2) what a toll ordinance would do for VTA, noting goal to achieve regional consistency with express lanes; 3) preparation for future operational changes; and 4) overview of next steps. Public Comment Mr. Lebrun asked about toll collection process for non-transponder users. He provided suggestions on how to expend express lane toll revenues. information on the proposed Silicon Valley Express Lanes Toll Ordinance. 14. North First Street Light Rail Improvements Jason Kim, Senior Transportation Planner, provided a presentation entitled North First Street Light Rail Improvements, highlighting: 1) VTA's Business Line #1 is offering fast, frequent, and reliable transit service; 2) overview of average light rail actual speeds; 3) light rail operating inefficiencies; 4) light rail operating delays systemwide and at key intersections; 5) overview of improvements in the North First Street area, focusing on transit signal priority improvements; and 6) overview of other improvements, such as adaptive pedestrian detection and elimination of left turns on First Street and Tasman. Members of the Committee and staff engaged in a brief discussion on the adaptive pedestrian detection technology. Public Comment Mr. Lebrun provided the following comments: 1) noted the light rail could travel at faster speeds along highway corridors such as SR 85 and SR 87; 2) noted a safety incident at the Civic Center light rail station and suggested adding more highly visible warning signs on station platforms in conjunction with the light rail speed improvements. an update on the North First Street Light Rail Improvements. 15. FY 2018 Transportation Systems Monitoring Program Report Mr. Maeda provided a presentation entitled Transportation Systems Monitoring Program FY 2018 Report, highlighting: 1) background and purposes of the report; 2) performance indicators; 3) pavement condition index trends; 4) freeway litter conditions; 5) local roadside assets and traffic signal controllers; 6) collision locations; and 7) current efforts and next steps. Members of the Committee expressed appreciation of staff for the report and noted their support for continuing the program. OTHER 16. Update on Metropolitan Transportation Commission (MTC) Activities and Initiatives There was no update on MTC activities and initiatives. 17. Update on Caltrans Activities and Initiatives Ex-Officio Member Saleh made the following announcements: 1) new Caltrans District 4 Director Tony Tavares; 2) release of updated State Highway Operation and Protection Program, highlighting asset management plan; 3) quarterly Litter Clean Up and Enforcement Day on September 12, 2018; and 4) Senate Bill (SB) 1 allocation to VTA projects approved by the California Transportation Commission (CTC) in August 2018. an update on Caltrans Activities and Initiatives. 18. Update on Santa Clara Valley Water District (SCVWD) Activities and Initiatives Ex-Officio Member Nguyen provided a brief report, highlighting flood protection and stream maintenance activities are underway and noting completion by October 15, 2018. an update on SCVWD Activities and Initiatives. 19. ANNOUNCEMENTS Member Zenk reiterated the Viva CalleSJ event and highlighted the newly installed protected bikeways near the event route. 21.
