PUBLIC COMMENTS Joshua Ferguson spoke about the file size of the Fox Block Development Plan Study staff report. APPOINTMENTS REGULAR BUSINESS ( Items 1 through 2) Received and filed 1. FOX BLOCK DEVELOPMENT PLAN STUDY SESSION Judith Kaluzny, Fullerton, said she was surprised by the proposal to purchase the Angelo and Vinci' s property, noted that the presentation did not mention parking behind Springfield' s and suggested placing a parking structure on the Pomona Avenue lot. Jesse LaTour asked who would receive the financial benefit from these developments, asked about the public benefit of additional development and asked if the City could use the $ 6. 2 million in redevelopment funds to restore the Fox Theater. Sean Paden would like to see all options that involve building office space or apartments or require the purchase of Angelo and Vinci' s taken off the table. Matt Leslie asked if the obligation to provide parking would remain if the City purchased the Angelo and Vinci' s site, suggested purchasing the McDonald' s property instead of Angelo and Vinci' s, had no opposition to parking not immediately adjacent to the theater and asked for good design of any structures. Elizabeth Hansburg encouraged the City Council and Planning Commission to think beyond just the parking structure and consider including low density housing. David Curlee suggested working with the school district to allow monthly parking passes or other parking alternatives. Roy Zartman, Norwalk, spoke in support of building a parking lot and getting the Fox Theater open. Planning Commissioner Pendergraft moved, seconded by Planning Commissioner Gaarder, to receive and file. Motion carried 6 0 1 ( Absent: Dunlap). ADJOURNMENT PLANNING COMMISSION MEETING Planning Commission Chair Gambino adjourned the Planning Commission meeting at 9: 03 p. m. Approved 2. FOX BLOCK DEVELOPMENT PROJECT PHASE 2 EXCLUSIVE NEGOTIATING AGREEMENT WITH PELICAN COMMUNITIES, INC. Chaffee moved, seconded by Sebourn, to authorize Manager, or designee, to execute an Exclusive City Negotiating Agreement, approved as to form by the City Attorney, with Pelican Communities, Inc. for the second phase of the Fox Block Development process.
