A regular meeting of the Board of Trustees of the Incorporated Village of Lynbrook was held on Monday, at 7:00 P.M. in the Village Hall. PARKING RESTRICTIONS- VINEYARD CHURCH-DENTON AVE PROMOTIONS- CARVER & RANDAZZO LIFEGUARD SUPERVISORS SUMMER DPW SEASONALS Mayor Hendrick opened a Public Hearing to consider proposed Local Law #8 of 2014 to amend the Official Village Zoning Map pursuant to Chapter 252 of the Village Code, by re-zoning to Commercial that part of a parcel of land located at the parking lot for the building known as and by 733 Sunrise Highway and designated on the Nassau County Land and Tax Map as Section 42, Block M01 and Lot 322 and currently zoned Dwelling C so as to be consistent with the other land comprising the said parking lot, and, as per Public Hearing held on January 13, 2014 to consider such petitioner. Mayor Hendrick read a copy of the proposed local law and asked if anyone wished to comment. After no further comments, it was moved by Trustee Beach, seconded by Trustee Becker to enact proposed Local Law #8 of 2014 to amend the Village Zoning Map. Motion carried, Trustee Atkinson absent, all others voting amend the parking restrictions on Denton Avenue in front of #180, the Vineyard Church, by removing the No Stopping/Parking Signs and install No Standing 7am 6pm Monday to Friday as per the Police Chief s recommendation. Motion carried, Trustee Atkinson absent, all others voting promote Lifeguards Chelsea Carver and Christine Randazzo as Lifeguard Supervisors at a salary of $13.00 per hour. It was moved by Trustee Becker, seconded by Trustee Hawxhurst to retain PDQ Print & Mail Services, Inc., pursuant to the Procurement Policy as it has been deemed that design services are professional services. Motion carried, Trustee Atkinson absent, all others voting EXECUTIVE SESSION It was moved by Trustee Becker, seconded by Trustee Beach to adjourn the meeting to executive session to discuss negotiating strategy to settle the UPSEU & CSEA DPW Contracts, and finalize the wage schedule for the 2014/2015 Budget. Motion carried, Trustee Atkinson absent, all others voting Denise Rogers, President of the Chamber of Commerce advised that the Annual Mayors Golf Outing will be held on May 12, 2014. approve the following Department Reports for the months of February & March 2014: Police Department, Recreation, Department of Public Works, Fire Department, Library and Village Justice Court. Motion carried, Trustee Atkinson absent, all others voting The Board reviewed a copy of proposed Local Law #9 of 2014. It was moved by Trustee Beach, seconded by Trustee Becker to set the date of May 19, 2014 at 7:00 P.M. for a Public Hearing to consider the enactment of proposed Local Law #9 of 2014 to amend Chapter 185, Property Maintenance to require Carbon Monoxide Detectors in all existing places of public assembly. It was moved by Trustee Beach, seconded by Trustee Becker that the Board of Trustees declare themselves as Lead Agency and that a Negative Declaration be issued for this action as it has no significant adverse impact on the environment pursuant to the New York State Environmental Quality Review Act. Motion carried, Trustee Atkinson absent, all others voting It was moved by Trustee Becker, seconded by Trustee Beach to adopt the following (See Exhibit A) Revenue and Expense adjustments in the 2014/2015 Tentative Budget pursuant to Section 5-508.1b of the Village Law. Motion carried, Trustee Atkinson absent, all others voting The Mayor opened a continuation of the Public Hearing from the April 14, 2014 meeting to consider the adoption of the 2014/2015 Budget. Village Budget Officer, John Giordano summarized the 2014/2015 Tentative Budget. The Mayor asked for comments. After no further comments or adjustments, and pursuant to Section 1420.1 of the NYS Real Property Tax Law, it was moved by Trustee Beach, seconded by Trustee Becker, to adopt the 2014/2015 Budget and wage schedule with total expenditures of $37,978,624. and Tax Rate of $18.86 per $100.00 of assessed valuation, and levy taxes on the 2014/2015 Tax Roll in the amount of $29,907,273.as provided by Local Law #1 of 2014. Motion carried, Trustee Atkinson absent, all others voting Mayor Hendrick presented a Deputy Mayor Badge to Trustee Alan Beach. Mayor Hendrick Proclaimed Friday, April 25, 2014 as Arbor Day, and presented a Proclamation to Superintendent of Public Works Phil Healey. Mayor Hendrick proclaimed the week of Sunday, April 27 through Sunday, May 4, 2014 as Days of Remembrance in memory of the victims of the Holocaust and in honor of the survivors as well as the rescuers and liberators, and presented a Proclamation to Rabbi Diamond.
