Badby Parish Neighbourhood Plan Notes of a meeting of the Steering Group and Working Groups held on Wednesday 9 August 2017 at 7 30pm at The Windmill, Badby. Present: Karen Alexander Chris Nelson Tom Davies Iori Jones Gillian Nelson Ann Skinner Ken Morris Apologies: Parishioners: Steve Brooks Trish Fox, Katie Griffiths, Catrina Signey, Stephanie Teulon, Denis Wilson, Sue Wilson 1 Declarations of Interest Iori Jones made a Declaration of Interest for Agenda Item 9 Village Confines (See Note 8). There were no further declarations for the items on this agenda. Denis Wilson s point that the signed Declarations of Interest should be lodged with the Parish Clerk and posted on the website is to be actioned. Action: Gill/ Ann 2 Chairman s opening remarks Ken stated that, following Andy s resignation, he will continue as Vice-Chairman and chair meetings in that capacity The Neighbourhood Plan is nearly at the stage of being passed to DDC for SEA and HRA assessments. This screening process will take approximately 6 weeks The Consultation Stage can commence after the above screening 3 Notes of the meeting held on 28 June 2017 These notes were accepted as a true record of the meeting. Proposed by Chris Nelson, seconded by Tom Davies.

3.1 Matters arising from these notes - Local Green Spaces (Note 6.2) A list of these was submitted to the Parish Council for inclusion in the DDC Local Plan. It was confirmed that Pinfold Green and the Neneside verges were submitted as Local Green Spaces by BPC with the other verges, such as outside The Windmill, getting protection since they are part of the Conservation Area. A map was circulated amongst members and parishioners present. 4 Parishioner Participation 1 Denis Wilson said there was an inconsistency in the numbers between 3.2.4 and B2 in the responses to questions asked about the Confines at the 25 September 2016 Open Day. The Chairman said this would be reviewed and resolved. Post meeting note: this has now been resolved by Chris. 5 Feed back from Health Check by NPiers It was reported that all suggestions have been picked up apart from those relating to the Confines since this is an agenda item for debate at this meeting. Amendments will be made in the light of this discussion. Action: Ann/Chris 6 Use of maps It was noted that maps have been amended to include the playing field, cricket pitch, allotments, cemetery, and picnic area. The listed buildings and amenities outside the village are listed as an appendix. Thanks were expressed to Peter Cooper for his work in preparing and revising the maps. 7 Protected views Ann reported that following the Parish Meeting and the results of the on-line survey, some 7/8 views had come out top in the voting. Katie Griffiths s photograph from Newnham Lane will also be included. Steve Brooks has to finalise some shots. Then the map will be amended and these photographs will go forward as protected views. Action: Steve 8 Village Confines 8.1 Timeline Ken gave a brief reminder of the timeline on this item: Open Day on housing issues 25 September 2016; review of Badby Built Confines by DDC team February 2017; BPNP Steering Group vote to adopt DDC draft 3 March 2017; Neneside residents petition to BPC June 2017; BPNP Steering Group agreement to re-visit the matter prior to Consultation at 28 June 2017 meeting; BPC document on Confines posted on website and through Neneside letterbox prior to 7 August 2017 of BPC meeting; version 2 to be posted after discussion at this meeting. 8.2 Correspondence Ken reported the following correspondence received:

Sue and Denis Wilson - letter saying that they cannot support the inclusion of Neneside Close and Bunkers Hill bungalows in the Confines Clive Hudson (Bunkers Brow) - letter pointing out the inconsistency of his garden not being included in the Confines. If they were to be changed, he thinks that his garden should be within the Confines. Roy Coy Partnership (Architects) representing Mrs S Crouch - letter on behalf of the owner of the land behind Neneside Close. This letter was read out in full to the meeting. In summary Mrs Crouch intends to retain the land for the time being for agricultural and equestrian use. This was noted. 8.3 Chairman s proposal The Steering Group should discuss the Confines and then vote on the following: Confines as they are after vote at 3 March 2017 meeting ie including Neneside and Bunkers Hill bungalows Confines as defined in 2003 ie excluding Neneside and Bunkers Hill bungalows Other suggestions on Confines should neither of the above be adopted 8.4 Summary of discussion on the Confines Ken - DDC guidelines offer latitude in defining the Confines. Neneside has made strong representation to be outside. Personally favours both Neneside and Bunkers Hill being outside. Tom - BPNP should act as custodian for the village for the future not just the present. DDC has reached its housing development quota up to 2026. It has plenty of opportunity for such outside Badby. Karen - if the Confines are changed there is a better chance of being able to go ahead with Affordable Housing Ann - looking at DDC s Guidance there is an argument to include both Neneside and Bunkers Hill. Concerned that if the vote resulted in leaving the Confines as 2003 there would be nothing about it in the Plan s documentation. However subsequent discussion agreed that an evidence trail could be included in Chapter 3. Chris - any changes to the Confines agreed at this meeting could still be challenged at the Consultation Stage 8.4 The vote Having confirmed the meeting was quorate the results are as follows:

Confines as they are after 28 June 2017 meeting ie including Neneside and Bunkers Hill bungalows. Proposed by Ann Skinner and seconded by Karen Alexander. 4 against; 2 for Confines as defined in 2003 ie excluding Neneside and Bunkers Hill bungalows. Proposed by Ken Morris and Chris Nelson. 4 for; 1 against; 1 abstention 9 Jane Parry s email in response to process queries submitted by BPNP groupjane Parry has confirmed that it will take 6 weeks for the Plan to be screened through the SEA and HRA report stage. DDC will contribute nothing financially to the Consultation Stage. 10 Finance Iori reported the following: The latest funding application had asked for 3356.00 but it was reported in the notes of 28 June 2017 meeting that 3381.00 had been granted. However BPC has been told that it will receive 3132.00 in its bank account on behalf of BPNP. This needs urgent clarification. The drop-dead date for spending the money is the end of October 2017 although there is a possibility of it being extended to the end of the financial year. There was a suggestion that there could be more money available. Money can be moved from item to item and there is no need to pay for mapping. However cheaper quotes must be negotiated for formatting and printing the final plan to allow for Consultation stage costs. Payment to Andrew Ashcroft, the NPiers reviewer, needs to be progressed. Action: Ken In the light of the above report, the Communications Group will meet on Tuesday 15 August to determine actions. Action: Communications Group 11 Unfilled position of chairperson Ken said that he would chair the Steering Group meetings in the interim in his capacity as Vice- Chairman. He was confident that the work could go forward with the current active members. He will inform Peter Cooper, Chair of BPC. If the latter is not satisfied then he will need to appoint a Chair from the Parish Council. Action: Ken 12 Parishioner Participation 2 Trish Fox asked for clarification of Declarations of Interest. It was explained that if a member of the Steering Group had a personal interest or a close connection with someone interested in development, they had to declare it and could not participate in discussion of such agenda items.

Sue Wilson said that the group should be aware and concerned that the land between Stoneway and the A361 could provide access to any future development around the Bunkers Hill bungalows. On behalf of the Steering Group, Tom welcomed the input and participation of parishioners and encouraged all to continue attending. 13 Dates of the next meeting The next meeting will be held on Wednesday 20 September 2017 at 7 30pm at The Windmill, Badby.
