Roll Call The meeting convened on February 12, 2008, at 8:06 a.m. at the Yolo County Department of Employment and Social Services Community Room, 25 N. Pledge of Allegiance Jose Martinez led all in attendance in the Pledge of Allegiance to the Flag. III. Introduction of Guests Guests introduced themselves to the Board members. IV. Statement from Visitors on Non-Agenda Items Staff asked that members please use the microphones as it is hard to hear at times when someone is speaking. Correction to date stated on agenda for next WIB meeting. It should be March 11, 2008.
Page 2 V. Approval of the Agenda Agenda was not approved due to no quorum present. VI. Chair Comments The Executive Committee met on January 29 th. Jose Martinez will be retiring from the Food Bank as well as a member of the Workforce Investment Board. The Chair presented a plaque to Jose for his service on the WIB. On October 9th, at our Members Appreciation breakfast, we presented members plaques to those in attendance. Absent was Chynna Holland and we would like to recognize her now. VII. Reports A. WIB Executive Director s Report Teri Ruggiero provided a written report on WIB Support Staffing, Meeting Support, Projects, Correspondence, Legislation impacting WIA/WIB, California Workforce Association Activities, and Upcoming Meetings and Events. (Correction to date of One-Stop partners meeting to February 27, 2008.) Teri also informed the members that Senate Bill 293 added a total of 4 labor seats to the WIB; received and circulated the annual report received from the City of Santa Ana workforce board; informed members of 2008 LEED conferences scheduled and inquired if any members wish to attend to please indicate to Teri or Doug. B. One-Stop Partners West Sacramento recruitments: University of Phoenix and Manpower @ Xyratex,. Employment Center attendance: January 1736 visits. Woodland recruitments: Costco, Randstad, Nelson Staffing, Kaplan University, and University if Phoenix. Employment Center attendance: January 1990 visits.
Page 3 C. Yolo Youth Opportunity Council (YYOC) Ronda Adams, YYOC Chair, reported the following: Ron Pina will be taking over as the new Chair of the Yolo Youth Opportunity Council. Retreat is scheduled for March 18 th. WIB members are invited to attend. Ronda Adams was presented a plaque in appreciation of her work as the YYOC Chair. VIII. Consent Items In absence of a quorum, no action was taken. IX. Agenda Items A. Strategic Planning Follow-Up Discussion and Goals Approval Tom Lawson moved, and Wes Ervin seconded the motion that the consensus of those present should adopt and move forward goals 1 (ensure the local One-Stop System provides services to ensure all youth and adults in Yolo County have the necessary education, skills and training to compete in the local economy), 2 (identify economic and workforce development issues and trends in order to actively engage local and regional resources to advocate and improve the workforce system and our region s economy), and 3 (continuously improve and market the One-Stop System as the premier product of the Yolo County Workforce Investment Board). Those present agreed unanimously. X. Member Information Sharing Nancy O Hara: Wes Ervin: April with be Child Abuse Prevention month, per Child Abuse Prevention Council. Sacramento Metro Chamber of Commerce goes to Washington DC to lobby for business issues for the region. 3 representative form Yolo County are Patrea Marchand, Dirk Brazil, and Wes Ervin.

Also will be applying to YYOC. will be going to Washington DC in March/April regarding Housing Community budget. attended a diversity career fair thought the Urban League in Sacramento. Raley s is getting it s name out throughout the counties. relocating vocation training school from Marysville; Citizenship fair where farmworkers to become citizens and be able to vote. working with One-Stop to assist recruiting for part-time positions. Health benefits for those positions within 90 days of employment. train older workers and focus on need from business community. looking forward to retirement. Food Bank is recruiting for Executive Director. March 3-6 there will be a site visit from accreditation committee to approve Woodland Community College separate from Yuba. Hired Ag instructor this semester. April 16 th will be a biotech career awareness event. actively seeking students for tutoring at the K-12 level. Pattie Espinosa: due to Governors request operating hours have changed to 7:00 am 6:00 pm Monday Saturday. File for unemployment by e- file. Ronda Adams: Tom Lawson: attended state of State in January. Layoff notices to begin going out on March 15 th. Maria Shriver getting out the word about earned income tax credit (EITC). This is not being taken advantage of and the public needs to know about it.
Page 5 Teri Ruggiero; currently filled a job opening for Office Support Specialist. Onawa Wyatt will begin February 26 th. as part of her duties she will be taking over assisting the Workforce Investment Board meetings in place of Lorie Martinez.. XI. Information Items Items A - D were submitted for the member s information. XII. Next Meeting The next meeting will be Tuesday, March 11, 2008 in the Galleria Conference Center at the City of West Sacramento, 110 West Capitol Avenue, West Sacramento, CA, from 8:00 to 9:30 a.m. XIII.
