Pursuant to due call and notice thereof the Britton City Council met in regular session at Council Chambers in the Britton Event Center on Monday, February 2019 at 6:30 p.m. Present were Aldermen Satterlee, Beck, Sasker, Freeman, Deutsch and City Foreman Phillips and Attorney Scott. Council President Beck presided. Doug Card, Laken Atkinson and Rhonda Hardina also attended. The Pledge of Allegiance was said recited by all in attendance. COMMUNICATIONS: Railroad Right-Of-Way application was reviewed. 2019 WAGES: The Council tabled approving 2019 wages until employee evaluations are completed. Finance Officer Marlow will do the Assistant Finance Officer s; Foreman Phillips will do the city crew members and the Mayor and/or Council members will do the Finance Officer and City Foreman s. LIBRARY NEW HIRE AND 2019 WAGES: Freeman moved Deutsch seconded to approve the salary for Shelly Kann, Assistant Librarian, at $11.00 per hour and she is eligible for all benefits of full-time employees. All members present voted aye, motion carried. Deutsch moved Sasker seconded the following 2019 wages for library employees: Rhonda Hardina- $17.50 hr., Lori Farber-$12.65 hr., Bonnie Henricks-$15.11 hr., and Cindy Krutsinger-$12.65 hr. All members present voted aye. PUBLIC VOICE and COMMENTS AND CONCERNS: No persons appeared for the Public Voice/Comments or Concerns. MINUTES: Deutsch moved Freeman seconded to approve the minutes of the December 12 regular meeting, December 19 special meeting and December 26 special meeting as printed. All members present voted aye, motion carried. PLAYGROUND EQUIPMENT: Freeman moved Satterlee seconded to accept a quote from Crouch Recreation in the amount of $19,304 for playground equipment and disc golf for the 4 th Street Park, Centennial Park and the Britton Swim Pool. All members present voted aye, motion carried. ANNUAL POLICIES: Reviewing and approving annual policies was tabled to next month. CURB & GUTTER PROJECT FOR 2019: It was decided to wait until spring to get quotes for curb & gutter in the southwest area of Britton. FEE SCHEDULE FOR EVENT CENTER: A fee schedule was discussed for the Britton Event Center. To get a fee for an event, interested parties can contact Laken Atkinson, Event Center Coordinator at 605-448-5015. CEMETERY DATA ENTRY: Sasker moved Freeman seconded to hire Peggy Satrang in a temporary part time position for less than 19 hours per week to do cemetery data entry at $14.00 per hour. All members present voted aye, motion carried. SALE BARN DEMO-The city will get quotes for the demolition of the sale barn. CODE ENFORCMENT: It was decided not to utilize the Code Enforcement staff employed by the South Dakota Municipal League at this time. 1

AUTHORIZE TO ACCEPT AND APPOINT SIGNATORS FOR CONTRACTS AND AGREEMENTS: Deutsch moved, Freeman seconded to authorize the Mayor or Council President to sign an Amendment to the Agreement for Professional Services for the Britton Municipal Airport Hangar Taxi-lane Expansion AIP #3-46-0004-12-2017 A-6586 with Helm s & Associates amending the costs of the agreement to the finalized costs. All members present voted aye, motion carried. Deutsch moved Sasker seconded to accept the Engagement Letter relating to the audit of the City for the year ended December 31, 2019 from Eide Baily and to authorize both the Mayor and Council President as signatories. All members present voted aye, motion carried. Sasker moved Deutsch seconded to authorize the execution of the Agency Agreement between the State of South Dakota Department of Transportation and City of Britton by the Mayor as the authorized representative for the City of Britton. All members present voted aye, motion carried. TREES AND SHRUBS IN ALLEYS: The council stressed that property owners need to keep trees and shrubs in alleys trimmed. Service vehicles such as fuel and garbage trucks are unable to delivery or pick up garbage in the alleys when the trees and shrubs are not trimmed. SPECIAL MALT BEVERAGE AND LIQUOR LICENSE: Sasker moved Deutsch seconded to approve a special on-sale malt beverage and on-sale liquor license for March 19, 2019 at the Britton Event Center. All members present voted aye, motion carried. CABLE TV RATE INCREASE: A letter was received from Venture Communications with a price change (increase) to the digital television lineups. SPECIAL MALT BEVERAGE AND LIQUOR LICENSES FROM OUT OF TOWN VENDORS: Attorney Scott will review state statute concerning special licenses being issued to out of town vendors. COMMITTEE REPORTS: LIBRARY: Shelly Kann was hired as Assistant Librarian and Kirby Stenvold was hired to do snow removal. EVENT CENTER: The Council authorized Event Center Coordinator Atkinson to organize events sponsored by the Britton Event Center up to $1,000.00 without council approval. CLAIMS PAYABLES: Deutsch moved Freeman seconded to approve payment of the claims payables listed. All members present voted aye motion carried. FOREMAN REPORTS: Foreman Phillips reported the crew has been busy with snow removal and the city should look at purchasing another dump truck. The council advised him to get costs on a new truck. ADJOURNMENT: There being no further business, Freeman, Deutsch moved, seconded the meeting adjourns. All members voted aye. Motion carried.
