President Tammy Kneuper opened the General Session at 10:00 a.m. Invocation: R. David Gurrero, Jim Wells County District Clerk. Posting Of Colors: Bexar County Sheriff s Office Color Guard. Welcoming comments were given by the Honorable Donna McKinney, Bexar County District Clerk and by the Honorable Gerry Rickhoff, Bexar County Clerk. President Kneuper recognized the Past Presidents; Retired Clerks; Clerks with 25 years or more of service; 2018 Retirees; 2017 2018 Executive Board; 2017 2018 Board of Directors; 2017 2018 Committee Members and Business Associates. 1. BUSINESS MEETING CALL TO ORDER President Kneuper called the meeting to order at 10:45 a.m. 2. MEMORIAL COMMITTEE REPORT (Attachment A) President Kneuper introduced the Honorable Darlene Herrin, Kendall County Clerk and the Honorable Karen Berry, Milam County District Clerk. CONFERENCE CITY 2020 ANNOUNCEMENT (Attachment B) Two applications were received by the Conference City Committee to host the 125 th Annual Conference in 2020: The City of Amarillo, Potter County and the City of Waco, McLennan County. Honorable Julie Smith, Potter County Clerk, introduced Holly Hawkins of the Amarillo Visitors and Convention Counsel who gave a presentation on behalf of the City of Amarillo. Honorable Jon Gimble, McLennan County District Clerk, introduced Mandy Spikes of the Waco Convention and Visitors Bureau who gave a presentation on behalf of the City of Waco. The conference city was voted on by ballot with the Clerk of the Year. The ballots were counted by the Nominating Committee. The City of Waco was selected as the 2020 Conference City for the County and District Clerks Association of Texas 125 th Annual Conference. 4. CDCAT SECRETARY 2018 2019 Only one application was received for the 2018 2019 CDCAT Secretary. Honorable Lisa Johnson, Hemphill County Combination Clerk, will be sworn in as the Executive Board Secretary at the Annual Banquet which will be held on Wednesday, June 13, 2018. 5. INTRODUCTION OF NOMINEES FOR CLERK OF THE YEAR (Attachment C) President Kneuper introduced the Clerk of the Year Nominees for 2018. The Nominees are as follows: County Clerk of the Year Julie Smith, Potter County Clerk Susan Tipton, Lynn County Clerk Linda Haney, Ector County Clerk Nancy Rister, Williamson County Clerk Jeane Brunson, Parker County Clerk Sherry Dowd, Navarro County Clerk Heather Hawthorne, Chambers County Clerk J.C. Perez III, Jim Wells County Clerk District Clerk of the Year Lisa Johnson, Hemphill County Combination Clerk Cheri Hawkins, Shackelford County Combination Clerk Judy Crawford, Crane County Combination Clerk Lisa David, Williamson County District Clerk Sherri Adelstein, Denton County District Clerk Loretta Cammack, Nacogdoches County District Clerk Chris Daniel, Harris County District Clerk Mary Ellen Flores, Goliad County Combination Clerk Page 2 of 5

6. BYLAW AMENDMENTS (Attachment D) The Honorable Velva Price, Travis County District Clerk and Bylaw Committee Chair, came forward with proposed amendments to the 2018 Bylaws as recommended by the Board of Directors. The recommendations were presented in the following order: Article X Scholarship Committee Honorable Joyce Hudman, Brazoria County Clerk, made a motion to approve the amendment which added at amounts decided by the Board of Directors at the Winter Conference meeting. to section 10.14 of the Scholarship Committee bylaw. The motion was seconded by Honorable Judy Crawford, Crane County Combination Clerk. Mr. Gimble came forward to inform the Clerks of additional recommendations as discussed by the Board of Directors. Honorable John Warren, Dallas County Clerk, made a motion to amend the original motion to include the additional amendments which added the language (only one per region) and change the last sentence to read All scholarships should be awarded to the best applicant of the child or grandchild of an active member. Honorable Barbara Sucsy, Lubbock County District Clerk and Parliamentarian came forward with comments on the vote. Ms. Sucsy stated that there were two motions in effect; the main motion which regards the original submission and a motion to amend the original motion. A vote would be needed on the first motion and then a vote on the second motion. With no further discussion, a vote was taken on the first motion. Motion carried. Mr. Gimble repeated the language for the second motion. Ms. Sucsy objected to the second motion because the amendment was not given a minimum two day advanced notice as required in the bylaws. President Kneuper called the motion null and void, and stated that the item would be brought back for a vote at a future conference. Article VI Meetings Ms. Price made a motion to amend Article VI by adding section 6.02 MANAGER OF CONFERENCES 6.02 The Board of Directors shall approve a certified Professional Event Project Manager for Vendors to be used at CDCAT conferences. ; Ms. Sucsy stated that a second was not needed because this was a recommendation by the Bylaws Committee. A brief discussion followed. After discussion a vote was taken by a show of hands. Motion carried. Page 3 of 5

Article VII Treasurer Ms. Price made a motion to approve an amendment to section 7.09 by changing date to July 1 st ; adding the language Texas Association of Counties [TAC] ; TAC ; receive all monies paid for membership dues and provide a receipt and membership card to each paid member. ; adding TAC will, and adding TAC will disburse monies received for CDCAT membership dues on a monthly basis to the CDCAT Treasurer. The motion was seconded by Honorable Heather Hawthorne, Chambers County Clerk. Motion carried. Article IX Annual Conference Ms. Price made a motion to amend Section 9.01 by changing language to the host and ; adding are to be ; adding A Professional Event Project Manager for vendors shall be used at all CDCAT Conferences. ; adding Conference City Host at least 10 days before the Winter Conference Board Meeting., and changing language to general CDCAT checking account Honorable Pam Beam, Mason County Combination Clerk, questioned using the word shall instead of may in reference to using a Professional Event Project Manager. President Kneuper explained that the Board discussed this at length and decided that using the word shall was necessary to ensure the bylaw was followed. With no further discussion, a vote was taken on the item by a show of hands. Motion carried. Article XIV Compensation Ms. Price made a motion to amend Section 14.01 by amending bullet point C to read Cost of airfare and mileage which shall be paid at rates established by the Texas Comptroller of Public Accounts. With no discussion, a vote was taken by a show of hands. Motion carried. Article V Members Ms. Price made a motion to amend section 5.02 (A) by changing language from Voting may mail to Voting by mail. With no discussion, a vote was taken by a show of hands. Motion carried. 7. HISTORICAL COMMITTEE REPORT (Attachment E) Historical Committee Chair Honorable Beth Rothermel, Washington County Clerk, came forward with the Historical Committee Report. The 2017 2018 report included an overview of the impact of Hurricane Harvey which made landfall near Rockport in Aransas County on August 25, 2017 as a Category 4 storm and affected 58 Texas counties. The report also included various happenings around the state. Page 4 of 5

8. TREASURER S REPORT (Attachment F) Honorable Laura Hinojosa, Hidalgo County District Clerk and 2017 2018 Treasurer, presented the Treasurer s Report for July 1, 2017 through June 30, 2018. Copies were provided to all attendees. 9.
