Chairman Stowers called the meeting to order at 6:00 p.m. The invocation was led by Justice Reed. The pledge of allegiance was led by Justice McMullen. Justice R. Green made a motion to approve the minutes, which was seconded by Justice McCoy. The motion passed by unanimous voice vote. SPECIAL ORDER OF BUSINESS: Board of Equalization Candidates Mr. Tom Brown and Mr. Dwight Harshaw, candidates for the Board of Equalization, introduced themselves to the Quorum Court and shared why they would like to serve on the board. UNFINISHED BUSINESS: 16-I-26 BUDGET, PULASKI COUNTY ARKANSAS) TO ADD A DEPUTY PROSECUTING ATTORNEY POSITION TO THE PROSECUTING ATTORNEY S OFFICE AND TO ADD A DEPUTY PUBLIC DEFENDER POSITION TO THE PUBLIC DEFENDER S OFFICE. Honorable Elliott Justice Elliott made a motion to send the item to the full Quorum Court, which was seconded by Justice Massey. Mr. Larry Jegley, Prosecuting Attorney, and Mr. Bill Simpson, Public Defender, explained the item. Justice Elliott made a motion to table the item for 30 days to allow the Prosecuting Attorney and the Public Defender to try to work with the circuit judges to help resolve the issue. Judge Mary Spencer McGowan, Ninth Division Circuit Court, said the circuit judges have to file an administrative plan with the Arkansas Supreme Court, so the Public Defender and Prosecuting Attorney cannot go back to the judges for two years. She further explained the administrative plan that was sent to the Supreme Court and also spoke in favor of the item. She said the circuit judges do not really consult with any other people when they are dividing their case load. Justice Denton made a motion to remove the item from the table in order to amend it. Justice Blackwood seconded the motion. The motion passed by a roll call vote. Vote to remove the item from the table: 10-3 Ayes: Blackwood, Coney, Denton, J. Green, R. Honorable Massey Justice Massey made a motion to send the item to the full Quorum Court with a do-pass recommendation, which was seconded by Justice R. Green. Quorum Court Travel- National Association of Counties Conference Mr. Justin Blagg, Quorum Court Coordinator, said as they discussed last time, there is enough money for six Quorum Court members to attend the NACo Annual Conference. He said those who would like to attend need to fill out their forms so that he can get them to the Purchasing Department. He said that will leave about $2,000 for Justice Elliott and one other person to attend the Association of Arkansas Counties Conference.
