Lions Clubs International District 2-S2 OFFICIAL MINUTES OF THE FOURTH CABINET MEETING LY 2013-2014 China Bear Restaurant, I-45 North Monday, June 16, 2014 CALL TO ORDER The meeting was called to order at 7:01 pm by 2 nd VDG Noah Speer (Huntsville). The Invocation was led by Lion Betty Ezell (Houston Spring Branch). PDG Rick Reynolds led the Pledges to the U.S. and Texas Flags (Cut-n-Shoot Family). 2 nd VDG Noah Speer led the Cabinet in a song God Bless America. OPENING REMARKS BY THE DISTRICT GOVERNOR DG Eddie Risha (Conroe Noon) remarked on the accomplishments of the Clubs in the District over the past year. While the District lost five Clubs some through merger and others through surrender of charter the loss in membership was not as significant as expected. As of the Cabinet meeting, the District is down only 32 in members. The real loss, however, as DG Eddie Risha remarked, is the loss of service these Clubs provide in their respective communities. The Governor provided a brief background on the history of LCI, and in particular, on the Founder Clubs. He pulled his remarks from the background he researched for his installation of the officers of the Houston Founder Lions Club last week. DG Eddie Risha reminded the members that there is still time to make up the loss in members. He informed the Cabinet that the Vietnamese Lions Club recently added 19 new Lions to their membership. Soon, the Club is expected to add an additional 25. At the close of his opening remarks, DG Eddie declared that all Lions should be proud of their accomplishments over the past year. Recording Secretary, Lion Mark Roth (Houston Heights) declared that a quorum had been reached. APPROVAL OF MINUTES OF FIRST AND SECOND CABINET MEETING FOR LY 2013-2014 PDG Art Drouin moved to approve the minutes from the March 24, 2013 Cabinet Meeting. Lion Winnie Mae Eads seconded and the motion carried. REPORT OF DISTRICT TREASURER DG Eddie Risha announced that the position of Cabinet Treasurer had become vacant through the resignation of PDG Glen Starr. DG Eddie Risha appointed PDG Paul Eads (Houston Heights). Lion Pat Mann moved to approve the report of the Cabinet Treasurer which was emailed to the Cabinet. PDG Art Drouin seconded and the motion carried. The Parade of Checks One check was received from the Conroe Noon Lions Club. Report of 1 st Vice District Governor Chris Moorman 2 nd VDG Chris Moorman informed the Cabinet that the Council of Governors has completed the purchase of property in Kerrville for the housing of the MD2 State Lions Office. Report of 2 nd Vice District Governor Noah Speer 2 nd Vice District Governor Noah Speer informed the Cabinet that he thoroughly enjoyed his year as Second Vice District Governor. He remarked on his travels around the District, attending local and state conventions, attending Club visits with the District Governor and most importantly, getting to meet Lions around the District and State Minutes of the 4 th Cabinet Meeting, Lions International District 2-S2 Page 2

TEAM CONTACT District Governor Eddie Risha COMMITTEE REPORTS: NORTH REGION - PDG Richard Reynolds (Chairperson) PDG Rick Reynolds Reported that the Walker Lions have now dissolved. Riverside Lions conducted a service project last week. The Sam Houston Campus Lions will be represented with its members serving as Secretary of the Presidents and Secretaries Council. The Cutn-Shoot and Willis Lions Clubs have been building handicapped ramps. Cut-n-Shoot Lions distributed dictionaries to two elementary schools for their third-graders. Conroe Evening Lions will be installing new members this week. The Woodlands Lions will also be installing new members this week, and later will host a Wildflower Festival. The Klein Lions have a very strong presence, and utilizes Facebook in Club promotions. PDG Rick declared the Cut-n-Shoot Family Lions and The Best Little Lions Club in Texas. Zone L-1 Chair, Lion Brian Blalock - No report Zone L-2 chair, Lion Max Martensen - No report Zone L-3 Chair, Lion Karl Johnson No report SOUTH REGION Lion Ron Chene (Chairperson)- No report Zone O-1 Chair, Lion John Peterson No report Zone O-2 Chair, Lion Steve Hand No report Zone N-1 Chair, Lion Syd Waldman - No report EAST REGION - PDG Albert Baker (Chairperson) No report Zone N-2 Chair, Lion George Malone - Lion George reported that he remains in contact with each of the Clubs in his Zone. All Clubs report to be busy performing service activities. Lion George informed the Cabinet that he forwarded the email from PDG Art Drouin concerning the LaPorte Lions Club to President Phillip Ferguson. Zone S-1 Chair, Lion Mike Penry - No report Zone S-2 Chair, Lion Willie Stuckey No report Zone S-3 Chair, 1 st VDG Lion Chris Moorman First VDG Chris reported All clubs are active in their respective communities. Each club has 20+ members. Two zone meetings were held this year, attendance was minimal. For future zone leaders, the possibility of having zone meetings alongside normal club meetings should be looked at as a possible way to increase attendance at zone meetings. Despite the lack of Minutes of the 4 th Cabinet Meeting, Lions International District 2-S2 Page 3

attendance in the zone meetings, the clubs are active in service, fundraising and community involvement. Some examples include flag placement for fundraising, eyeglasses to needy youth, food drives for needy families, active Leo clubs and for this year the MD-2 Peace Poster winner sponsored by the Crosby Lions Club WEST REGION Lion Dr. Talal Kayyal (Chairperson) No report. Zone I-1 Chair, PDG Chuck Martin - No report Zone I-2 Chair, Lion Arlita Pang - Lion Arlita Reported that there are a total of 29 new members in the Zone and 32 drops with a net loss of 3 members. Two Clubs filed no MMRs: the Vietnamese and Memorial Clubs. Two Clubs have outstanding dues: the Vietnamese ($396) and Fil Am ($274) Clubs. Seven new Lions were added between these two Clubs: four from the Vietnamese and 3 from Fil Am Clubs. The Fil Am Lions have a total of 14 new members registered for the current term. Eligible for the International President Together we can Grow program for our District. Lion Arlita Pang informed the Cabinet that this should qualify the District for a $250 award. Houston Fil-Am: Sent 550 boxes of goods to the Philippines for Haiyan victims and delivered to Lions Clubs in the Philippines in 3 provinces for distribution; Bowling tournament sponsored by the Lions Eye Bank of Texas and won best team; male and female champions; fund raising and celebration of White Cane Day; TLC (March) cleaned up and landscaped the areas surrounding the dining building to prepare for the Camp. Houston Millennium: Free flu shots, Habitat for Humanity; health fair, 100 underserved were served with free screening including medical consultation and adult and kids vision screening; donated to $500 and assisted with boxing goods for Haiyan, Golf Tournament and gave extra $1,000 directly to twin Lions in Manila; Collection of 200 glasses; TLC 6/20/14. Houston Midwest: Monthly feeding program with about 500 homeless, washed clothes at Beacon Day Care Center; Donated $2,500 to Haiyan victims; Consular Outreach program. Houston Memorial: No report, however, doing Bingo; door to door Christmas gifts giving to poor families. Houston Vietnamese: Active with fund raising for Haiyan survivors via telethon and walkathon. Met in May and registered 4 new members, members attended/will attend new officer orientation; will have a meeting and election on 6/19/. Has a new dentist who accepted nomination for Presidency and expected to be a strong and committed and expected to bring in more new members to the Club. Zone I-3 Chair, Lion Don Landers - No report. Texas Lions Camp Director Lion Bud Casey - reported that he has enjoyed traveling the District providing presentations on the Texas Lions Camp. Visits have included Club visits, as well as visits to Clinics of the VAMC. Lion Bud participated in the Aeros and Autos fundraiser. He will be riding to the Camp with the bus on July 12, 2014. Lion Bud also reported that we have been urged by Stephen Mabry to increase donations to the Texas Lions Camp license plates and also to obtain more CENTURY Club memberships. He also reported the following: 3/27/2014 - Club Visit Texas Lions Camp Presentation for Houston Sports Lions Club. Set up Display with brochures and CENTURY Club Key. Sold two CENTURY Club Memberships 4/5/2014 - Houston Cy-Fair Lions Club to Kerrville for a work day. They cleaned inside of boat house. 4/12/2014 - Attended event for TLC at Prairie View A&M University, Campus club Trish Wilson set up table. They spoke with many students about the Texas Lions Camp at Kerrville, Texas. 5/3/2014 - District 2 S-2 Texas Convention. Participated in skit for Texas Lions Camp led by Lion Wes Carr of Conroe Noon Lions Club. 5/17/2014 - Aeros and Autos Show at Ellington Field. Trish Wilson set up a table and display with booklets and brochures, lollipops and TLC Stickers. Many contacts were made that day. 6/9/2014 - Harris County Sheriffs Officer C. Smith made crime scene at CENTURY 21 Cy- Fair Properties. After investigation, he made a TLCP to Officer Smith using TLC brochure from District 2 S-2 Texas. 6/13/2014 - Michael E. DeBakey Hospital. Gave TLCP to his Physician s assistant, Connie, using TLC brochure from District 2 S-2 Texas. She posted brochure on her bulletin board. Texas Lions Camp Director Lion Ron Chene No report. Lions Eye Bank of Texas Director Lion Betty Ezell - reported that she still has plenty of Eye Bank cook books to sell. Lions Eye Bank of Texas Director Lion Donald Landers No report. Honorary IPDG Paul Eads No report. ALERT - Lion Wayne Bergeron reported that he is working on a new Pilot Project for a Grant Program that could result in two grants in 2014 and 3 in 2015. The grants will be for pre- and post- implementation of disaster relief programs. The program is set up as a matching-funds program with pre- and post- disaster mitigation as its primary focus with strategic coordination between public and private sources of funding. Information Technology and Webmaster Lion Terry Landers No report Constitution/By Laws & Parliamentarian PDG Ron Landers reported that there were no changes this year. Convention Chair/Co-Chair PDG Rick Reynolds and Lion Marla Reynolds reported on the success of the convention this year. The Lions entertainment, together with the Willis High School Orchestra made for an exciting and enjoyable experience for all who attended. PDG Rick thanked everyone who assisted in the planning of this year s event. As a housekeeping item, by way of formal motion, Convention Chair PDG Rick Reynolds asked the Cabinet to formally approve the payment authorized by the District Governor for the room provided by the District at the Convention for the Lion who worked the event. As clarification following making his motion, PDG Rick requested that since he paid for his and Lion Marla Reynolds room, the complimentary room was provided to another Lion who worked the event. Lion Pat Mann seconded the motion. After a brief discussion, the motion carried. Following the vote, PDG Glen Starr requested that the minutes reflect his Nay vote on the motion presented by PDG Rick Reynolds. After the affirmative vote was declared by the District Governor, PDG Rick Reynolds reimbursed the District $100.00 for the expense of the room. District Directory PDG Ron Landers asked the members to notify 1 st VDG Chris Moorman of any changes or corrections in the next Directory as he will be coordinating the printing this next year. DISTRICT 2-S2CABINET AND COMMITTEES Lions Clubs International Foundation PDG Melba Buado provided a written report to the Cabinet. PDG Melba thanked the District Governor for the privilege of serving as LCIF Ambassador for the District in 2013-2014. She was happy to report that as of May 31 st, the District has 492 Melvin Jones Fellows and 30 Progressive Melvin Jones Fellows that includes one 6-diamond YG Awardee and nine MJF awards this year and counting since the District still has time this month to record any new Fellows in this Lions year. Summary of donations for 2013-2014 from the District: First Quarter - $2,991.00; Second Quarter - $1,809.00; Third Quarter - $17,740.14 and Fourth Quarter - $7,332.00. The total Minutes of the 4 th Cabinet Meeting, Lions International District 2-S2 Page 6

for the District this year is $29,872.14. PDG Melba Buado reported that she spoke twice in the District on behalf of LCIF, but hoped for more opportunities. Trading Pins Lion Judy Ball No report TEAM CONTACT 1 st Vice District Governor Chris Moorman 1 st VDG Chris Moorman thanked the members for the opportunity to serve as Governor next year. He turned the podium over to PDG Rick and Lion Marla Reynolds to offer remarks to our District Governor, DG Eddie Risha. They presented the Governor with a piggy squeaker called Oinker for him to use while serving the District next year as the Official District Tail Twister. 1 st VDG Chris Moorman then asked his committee chairpersons to provide their reports as follows: Campus Clubs 2 nd Vice District Governor Noah Speer reported to the cabinet that the members of our Campus Clubs can be hard to reach at times. He said that they are very positive and full of energy. He is planning to help the members of the Campus Clubs coordinate a project that would involve all the members of the three Clubs Prairie View A&M, University of Houston and Sam Houston Campus Lions Clubs. He is working with Nicole Weyand, 1 st Vice President from the Sam Houston Campus Club. HRF Lion Pat Mann Reported that the HRF Committee approved three requests over the last quarter. HRF Lion Betty Williamson No report. Hearing and Speech Work with the Deaf Lion George Malone reported that the District did not receive and requests for hearing aids during the last quarter. He reported that there has not been any activity on the two requests that were pending from the last Cabinet report he provided in March, 2014. He will follow up on those pending requests and report back to the Cabinet at the July meeting. Leader Dogs for the Blind Lion Marla Reynolds reported that she thoroughly enjoyed serving the District as Chairperson of the Leader Dogs for the Blind program this year. She reported on successful Club visits to Lions Clubs in Tomball, Panorama, Klein, Huntsville, Houston Cy-Fair and Cleveland. Visits need to be rescheduled for Houston Westbury and Houston Heights. As of the Cabinet meeting, a presentation at Katy Lions is pending a date. Lion Marla Reynolds reported that gifts were received this year from individuals and Clubs. The monies were given to the District Treasurer to send to Michigan. Due to the Reynolds family s upcoming move, Lion Marla informed the Cabinet that she will not be continuing in her role as Chairperson next year, but offered to assist her successor any way she can. Lion Susan Soto, incoming GLT District Coordinator, will be leading the training. GMT District Chair PDG Art Drouin reported that it has been seven years since the chartering of the District s first Campus Lions Club. Since that time, three additional Campus Clubs were chartered. Today, only the University of Houston Campus Lions, the Prairie View A&M Campus Lions and the Sam Houston State University Campus Lions Clubs remain active. PDG Art Drouin announced the chartering of a new Lions Club The Houston Lady Lions Club. This club is being chartered, at least initially, as women s-only Lions Club with 25 paid members already signed-up. Charter Night will likely be in September or October and Houston Royal Oaks Lions Club is the sponsoring Club. USA-Canada Lions Leadership Forum & Lions International Convention - PDG Rick Reynolds reported that this year s forum will take place in San Juan, Puerto Rico. At present, Lions Ken and Lynn Harrison will be attending with PDG Art Drouin and 2 nd VDG Noah Speer. Cultural/Community Activities Lion Dr. Josier Nisnisan No report Diabetic Awareness Lion May Alidon No report Environmental Lion Douglas Stedman reported that his term as Chairperson has come to an end. This year, the District started out with the mission to promote leadership, citizenship and awareness of environmental issues through communication, support and projects. With that in mind, the District incorporated the Governor s Theme We Can Do It with the mission. Lions Stedman reported that the mission was a success. In the area of communication, his team created awareness through the monthly newsletter articles. He thanked the Clubs that actively participated in some form of environmental project this year. He thanked the Clubs for involving more children in their projects over the past year. He acknowledged that the District Governor s support was the driving force behind this achievement. Lion Winnie Mae Eads seconded and the motion carried. Old Business: - there was no old business remaining to come before the Cabinet. New Business: - PCC Pat Brennan announced that he had six remaining pins for sale at $20 each to support the PID Mike Butler campaign for 2 nd Vice President of LCI. DG Eddie Risha invited the members to his and Diana s home on June 28 th at 2:00 pm for a BBQ dinner. DG Eddie Risha announced that once again, District 2S2 is a 100% District with the Texas Lions Camp. The chain remains unbroken since the 100% recognition was created in 1987. Governor Paul Eads moved to provide $500.00 to newly chartered Lions Clubs to aide in new club marketing activities and support initial member recruitment. This money would come from the budget line item Promote 2S2 Fund. PDG Rick Reynolds seconded. After some discussion, PDG Margaret Badeaux called for a tabling of the motion until the next Cabinet meeting.
