1 CUYAHOGA COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES MEETING MINUTES 26 APRIL 2016 The April 26, 2016 meeting of the Cuyahoga County Public Library Board of Trustees was held at the Cuyahoga County Public Library Parma-Snow Branch, 2121 Snow Road, Parma, Ohio. With a quorum of six (6) Board members present, President Blakemore called the meeting to order at 6:03 p.m. Roll-Call: Present: Edward H. Blakemore; Elizabeth M. Hijar; William J. Leonard; Patricia A. Shlonsky; Maria L. Spangler; Robert W. Varley 6. Absent: Susan M. Adams 1. Also present: Deputy Director Strobel; Operations Director and Fiscal Officer Morgan; Human Resources Director Hauenstein; Literary and Learning Division Director Jankowski; Branch Services Directors Bracken and Vicchiarelli; Assistant Marketing Director Rua; Assistant Director of Operations Swetel, Union Representatives, and other interested observers. Approval of Minutes President Blakemore asked for a motion to approve the minutes of the March 29, 2016 Board meeting that were sent to the Board members in advance of this meeting. 01-4/2016 Trustee Spangler moved to approve the minutes, seconded by Trustee Hijar. Seeing no corrections, omissions or additions, the minutes of the March 29, 2016 Board Meeting were approved by unanimous vote as presented. Amendment to the Agenda President Blakemore requested a motion to amend the agenda as follows. Under New Business, add the following resolutions after the Resolution to Amend the One-Week Fines and Fees Amnesty Period for visitors to the Renovated Parma Heights and Brooklyn Branches: resolution to negotiate a design services agreement in connection with the new construction of the Middleburg Heights Branch and renovation of the Berea Branch and a resolution to negotiate a construction management at risk agreement in connection with the new construction of the Middleburg Heights Branch. 02-3/2016 Trustee Varley moved to approve the change to the agenda, seconded by Trustee Spangler. Seeing no objection, the agenda was amended as directed by unanimous vote of the Board members present. Retiree Recognition: Branch Manager Cindy Bereznay read the resolution recognizing Carolyn Thomas into the record. Manager Bereznay stated that Carolyn would be missed at the Brooklyn Branch. Carolyn stated that she used to bring her mother-in-law to the Brooklyn Branch, and one day she happened to notice a job posting for a branch clerk, and she applied. She was very pleased to have received the call with the job offer. She has enjoyed her 25-year career, and her retirement is bittersweet (See pages 127-128)

2 Public Comment: Camille Graley Branch Clerk Bargaining Unit President - SEIU 1199 Ms. Graley congratulated the retirees, and wished them a happy and healthy retirement. Report of the Board President: President Blakemore noted that he attended the State of the County speech offered by County Executive Armond Budish with Deputy Director Tracy Strobel. County Executive Budish mentioned the new Innovation Center at Garfield Heights Branch and shared a video of the space during his presentation. President Blakemore stated that he is proud of the partnership with the County on these Centers, and CCPL s demonstrated commitment to workforce development. He offered his thanks the County Executive and Branch Manager Lane Edwards for his contributions for making it all happen. Report of the Executive Director: Deputy Director Strobel offered a report in light of Executive Director Feldman s absence from the meeting. Executive Director Feldman is traveling as president of the American Library Association. Deputy Director Strobel stated that CCPL was well represented at the 2016 Public Library Association Conference this month and proud of those who presented programs: Wendy Bartlett, Megan Barrett, Rebecca Ranallo and Mary Schreiber. She also offered her thanks to Trustees Leonard and Shlonsky for attending and their commitment to learning more about public library best practices. Deputy Director Strobel as stated that CCPL celebrated Library Workers Day on Tuesday April 12 th by giving each member of our staff a set of Stories Connect Us notecards featuring the art work created in the branches last year. Each member of the Operating Board was also provided a set. The South Euclid-Lyndhurst Branch welcomed Author/Illustrator Aaron Becker who created the magical Journey picture book that is featured in the Branch s Play Learn and Grow space. He delighted all of the 2nd graders in the school district who walked or rode the bus to the special presentation. She also noted that all branches are now selling basic office supplies and stamps. They will also begin selling RTA bus passes soon. She thanked the Operations Division and the branches for quickly implementing and adopting this new service in CCPL s ongoing efforts to offer exceptional customer service and convenience Deputy Director Strobel said that the roof project at the Administration Building has begun. Lastly, she stated that she was recently honored to represent CCPL in Washington D.C. at the Bureau of Consular Affairs Congressional Conference. She was invited to strongly encourage congressional aides to return to their districts and recruit public libraries to participate in the Passport Application Acceptance Program. She concluded by informing the Board that March, 2016 was the busiest month ever earning for passport services, bringing in over $95,000 in revenue. She also noted that CCPL hit the $3,000,000 mark earned since starting to provide the service in 2010.

3 Report of the CCPL Foundation Board Liaison: Foundation Board Liaison, Patricia Shlonsky, informed the Board that the annual golf outing has sold out of foursomes, but that the Foundation is still seeing silent auction items. She also noted that the Foundation Board welcomed several new board members at their meeting the previous week. Lastly, she stated that the final Writers Center Stage author for the season is May 3 rd, Rick Bragg. The next season line-up will be announced at that event. Human Resources Report: Human Resources Directed Hauenstein informed the Board that there are several open positions for which we are posting and interviewing. He welcomed the new bargaining unit staff and congratulated Anna Baaklini and Virginia Taft to their new positions at Bay Village Branch and Chagrin Falls Branch respectively. 03-4/2016 Trustee Shlonsky moved approval, seconded by Trustee Spangler. Seeing no discussion, the Human Resources Report dated April 26, 2016, was approved as presented by unanimous vote of the Board members present. (See pages 129-132) Finance Committee Report: Finance Committee Chair and Trustee Shlonsky noted that the Finance Committee met last week. She asked Operations Director and Fiscal Officer Morgan to provide a report. Director Morgan noted that the report is reflective of March and the conclusion of the first quarter of the year. He stated that revenues have come in as anticipated for this point in the year to include county property tax and the Public Library Fund. Director Morgan also stated that to date, salaries and benefits are tracking on budget. He continued to address the Library s expenditures, and noted that spending on materials is a little high, but that it is typical for us to have heavy ordering in the spring. He stated that all other accounts are where they were expected for this point in the year. Director Morgan noted the new version of the report for Special Revenue Funds. The new report provides a summary of the funds, and stated that should the Board have questions, he could always break out any specifics or answer any questions. He noted that the one item in red for PenUltimate will be addressed through the appropriation change that is on the Board s agenda this evening. Lastly, Director Morgan reviewed the Capital projects. He reminded the Board that the Parma Heights and Brooklyn Branch renovations are active projects, along with the roof and HVAC project at Southeast Branch. He noted that his team is still working to finalize the Orange and South Euclid-Lyndhurst Branch projects. He stated that many of the contractors have had settled on the agreement relative the Orange Branch project. The exceptions are Sona and Eclipse, which are still holding out for their full amount. Director Morgan noted that he is continuing to work with legal counsel in an effort to settle the matter. (See under FINANCE) Investments - March Director Morgan stated that he has invited our investment advisor to attend the June Finance Committee meeting. He will discuss the current investment environment, but Director Morgan said that rates still remain static.

4 04-4/2016 Trustee Leonard moved approval, seconded by Trustee Varley. Seeing no additional discussion, the Investment Report Fiscal 2015 March listing all Money Market Funds, Star Ohio Accounts, U.S. Treasury Investments, Certificates of Deposit and Agency Securities was approved as presented by roll-call vote. (See Under FINANCE) Roll-Call: Yea: Edward H. Blakemore; Elizabeth M. Hijar; William J. Leonard; Patricia A. Shlonsky; Maria L. Spangler; Robert W. Varley 6. Nea: 0. Purchase Approval List Operations Director and Fiscal Officer Morgan noted that there are two additions to the report since the Finance Committee meeting. He stated that this first item is a contract with Roetzel for government consulting services. This contract simply replaced our previous contract with Melamed Communications. The person we worked with there had moved to Roetzel, so this is a replacement contract to follow our consultant. The other item is an addition to pay the temp agency to cover the cost of the person filling-in in the Executive Director s office while Meghann Marnecheck is working in the Development Office. 05-4/2016 Trustee Leonard moved approval of Purchase Approval List, seconded by Trustee Shlonsky. Seeing no additional discussion, the Purchase Approval List dated April 26, 2016, was approved as presented by unanimous vote of the Board members present. (See page 133) Gift Report Operations Director and Fiscal Officer Morgan noted that there were four gifts on the report. Two gifts were from Friends groups. The first was to the Parma Heights Branch in support of their renovation. The other was from the Garfield Heights Friends, for their Branch Trust Fund. The other two gifts included a gift to the Branch Trust Fund at Chagrin Falls Branch, and the other was a memorial gift made at the Bay Village Branch. 06-4/2016 President Spangler moved approval, seconded by Trustee Hijar. Seeing no discussion, the Gift Report April, listing four (4) items was approved as presented by unanimous vote of the Board members present. (See page 134) New Business: Resolution to Amend Official Certificate of Estimated Resources and Amend Appropriations President Blakemore asked for a motion to approve the resolution to amend the official certificate of estimated resources and amend appropriations. Director Morgan stated that the resolution accounts for additional monies received for the PenUltimate program under Special Revenue Funds. He also noted that the Library will be receiving funds as the lead agency for the MyCom program at the Warrensville Heights Branch. Director Morgan also stated that the resolution provides an additional $1 million into the Capital Campaign fund to cover the remaining project costs. The allocation of $3 million into the standard Capital Fund will be used for the additional projects that were approved last month, including the Berea Branch and

5 Strongsville Branch renovations, as well as the new construction for the Middleburg Heights Branch. 07-4/2016 Trustee Varley moved approval, seconded by Trustee Shlonsky. Seeing no additional discussion, the resolution to amend official certificate of estimated resources and amend appropriations was approved as presented by roll-call vote. Resolution to Approve Change Order One for Lakeland Management Systems, Inc. Regarding the Parma Heights and Brooklyn Branch Renovation Projects President Blakemore asked for a motion to approve the resolution to approve change order one for Lakeland Management Systems, Inc. regarding the Parma Heights and Brooklyn Branch renovation projects. Director Morgan stated that this reflects the decision to paint the upper portion of the Brooklyn Branch. 6 Resolution to Approve Change Order Number One for Commerce Plumbing Company Regarding the New Orange Branch Construction Project President Blakemore requested a motion to approve the resolution to approve change order number one for Commerce Plumbing Company regarding the new Orange Branch construction project. Director Morgan stated that this change order reflects a settlement with the project contractor. The agreed amount reflects an increase to the original contract of $8,351.00. Ultimately these funds will be reimbursed to the Library through the reduction in payment to Sona and was included in their settlement offer. 11-4/2016 Trustee Varley moved approval; seconded by Trustee Hijar the resolution to approve change order number one for Commerce Plumbing Company was approved by unanimous vote of the Board members present. (See page 145) Resolution to Negotiate a Construction Management at Risk Agreement in Connection with the New Construction of the Middleburg Heights Branch President Blakemore asked for a motion to approve the resolution to negotiate a construction management at risk agreement in connection with the new construction of the Middleburg Heights Branch. Director Morgan stated that we received several positive responses to the request for qualifications. The respondents were scored, and Director Morgan met with Assistant Operations Director Swetel and Deputy Director Strobel to interview the top three respondents. The CMAR applicants were then ranked based on the interviews. With approval of the Board, CCPL will negotiate with the top respondent. If a negotiated agreement cannot be reached with the top contractor, negotiations will begin with the next company on the list. Director Morgan noted that it is anticipated the final selection will be brought to the Board for approval in May. Director Morgan stated that Higley was very impressive and has extensive experience with CMAR. He also stated that Higley typically doesn t respond to traditional construction management proposals, so that is why they hadn t previously bid on CCPL projects. 13-4/2016 Trustee Varley moved approval; seconded by Trustee Leonard the resolution to negotiate a construction management at risk agreement for the Middleburg Heights Branch project was approved by unanimous vote of the Board members present. 7 Resolution to Negotiate a Design Services Agreement in Connection with the New Construction of the Middleburg Heights Branch and Renovation of the Berea Branch President Blakemore asked for a motion to approve the resolution to negotiate a design services agreement in connection with the new construction of the Middleburg Heights Branch and renovation of the Berea Branch. Director Morgan indicated that CCPL received a very large response to the RFQ. He noted that he along with Assistant Operations Director Swetel and Deputy Director Strobel again scored the responses. Interview were then set up with the top candidates. HBM is the top candidate at Middleburgh Heights, and Matt Ross at Berea. Matt Ross has started his own firm after working with us at Moody Nolan at Chagrin Falls and Maple Heights Renovation. The scoring team felt HBM would work best with the City of Middleburg Heights as a very engaged partnership in the process. President Blakemore asked if any cost savings would be realized if CBLH would be chosen since they are second on both lists. 10 CUYAHOGA COUNTY PUBLIC LIBRARY REPORT OF THE EXECUTIVE DIRECTOR MAY 24, 2016 The Communications and External Relations Division has made Cuyahoga County Public Library s 2015 Annual Report available in print and online. Designed by Graphic Designer Mara Lopez, the theme of the report is Libraries Transform, the American Library Association initiative spearheaded by CCPL Executive Director and current ALA President Sari Feldman. It features the photos and testimonials of nine customers whose lives have been transformed by CCPL in some way, whether through our programs, technology, learning opportunities or services. Copies of the report have been mailed to donors, elected officials and community partners throughout the county; as well as to elected official in Columbus; and peer libraries throughout the nation. The Communications and External Relations Division published the first issue of the Program Guide, a new quarterly 40-page magazine that includes program listings for every CCPL branch. Copies of the Program Guide have been distributed to the branches for customers to pick up and take home free of charge. The magazine marks the first time that CCPL has offered a single publication where customers can get a broad view of all the incredible activity happening in our branches each quarter. An electronic version of the Program Guide is also available on the CCPL website. Reading: Support a Highly Literate Community Viet Thanh Nguyen, winner of the 2016 Pulitzer Prize for Fiction as well as the Carnegie Medal for Excellence in Fiction visited the South Euclid-Lyndhurst Branch on April 12 th. Mr. Nguyen talked about his growing up as a Vietnamese-American and the profound impact that the Vietnam War had on his people. This program was part of the first annual Cleveland Humanities Festival, Remembering War. There were 60 attendees. Novelist, journalist and broadcaster Frank Delaney spoke at the Parma-Snow Branch on April 27 th. He gave a special lecture titled, "Easter 1916 The Poet's Rebellion," commemorating the centennial of Ireland's bloody Easter Rising. One hundred forty people were in attendance. This program was also a part of the first annual Cleveland Humanities Festival, Remembering War. Ohio's first Poet Laureate, Amit Majmudar, gave his first public reading as Poet Laureate at South Euclid-Lyndhurst Branch on Saturday, April 2 nd. Mr. Majmudar grew up in Mayfield. Sixty-six people were in attendance. New York Times Best-Selling author Steve Berry visited Parma-Snow Branch on April 7 th to discuss his latest book, The 11th Cotton Malone thriller, The 14th Colony. There were a 110 customers. On April 13, Middleburg Heights Branch had an author visit from D.M. Pulley, who wrote the "Dead Key". Fifty people attended this program.

11 Talented children's author/illustrator Aaron Becker visited the South Euclid-Lyndhurst Branch this month. Artwork from Becker's 2014 Caldecott Honor book, Journey, is featured in the Branch's interactive play space. Second graders from nearby Rowland Elementary school visited South Euclid-Lyndhurst Branch on Monday, April 18 th, while the 2 nd and 3 rd grade classes from Sacred Heart of Jesus Academy visited the Branch on Tuesday morning, April 19 th. The school groups were treated to a sneak peek of Return, the third book in the Journey series. Becker even shared pictures from a book he created when he was just 8 years old to show the children they can achieve any dream they have. On Tuesday evening, the general public met Author Aaron Becker. Becker talked about Journey and Quest, the second book in his wordless picture book trilogy. Becker s signature style of storytelling through art captivated the audience. The total number of attendees for all four programs were 170. Cleveland author Susan Petrone, led a discussion and presentation surrounding her book, Throw Like a Woman during Women s History Month to 17 Berea residents. Beachwood resident Mimi Schleissner Ormond visited the Beachwood Branch on April 2 nd to discuss her memoir, Kinderstransport: A Rescued Child, to 80 people. Mimi described her escape from the Nazis and her experience growing-up in wartime England. She eventually came to Cleveland when her husband of 68 years began his career with the Cleveland Orchestra. Women in History: Anne Hutchinson: Ruth Pangrace from Women in History portrayed this famous Puritan feminist and trail-blazer for an audience of 78 at Fairview Park Branch. Sponsored by the Friends of the Library. Read + Write: 30 Days of Poetry 2016 Over 1283 subscribers participated in this month long celebration of poetry. Brecksville Branch assisted a total of 19 customers for their two April Drop In and Download sessions. Customers who were new to our downloadable offerings were helped with getting started on CCPL s digital products as well as customers who were already using our products who had problems with downloading. North Olmsted Branch hosted Reader Boost Camp over four weekends in April. This program is designed for parents with children who are struggling with their reading skills. While parents learn tips for working with their children at home from a learning specialist, children participate in fun reading-based activities with a children s librarian, then the families come together to participate in more activities. Each session was a success with parents and children engaged in this fun and cooperative learning process. Through the four sessions, themed manners, fluency, spelling and communication, 90 parents and children participated. On April 6th, the Olmsted Falls Branch kicked off their Sensory Storytimes. Michelle Todd, with help from Kathy Roach from Independence Branch presented seven Sensory Storytimes to the preschool classes at the Olmsted Falls Early Childhood Center, which has various classrooms for special needs students. Total attendance was 72 children and adults. Lifelong Learning: Transform Branches into Centers of Community-Based Education The Independence Branch hosted a series of Encore Entrepreneurs programs every Thursday in April. The following topics were covered in the programs: Concept2Business, Business Plan, Small Business Legalese, and Know Your Customer. Included in the workshop were three individuals from the Cleveland Business Advisors who assisted in brainstorming with participants. The presentation centered on discussion of what it takes to be an entrepreneur and provided examples of people who are successful in business. One hundred thirteen people attended the programs.

12 Living History: Japanese WWII internment: Ed Ezaki lived through World War II in an Arizona internment camp. He freely shared his experiences with 58 interested listeners at the Fairview Park Branch, and answered questions from the audience. In partnership with Baldwin Wallace University, the Berea Branch has hosted a four-week discussion of Go Set a Watchman by Harper Lee. An average of 8 people attended each of the four sessions. On April 11th, forty-four people joined Technology Trainer Mike Niederhausen at the North Royalton Branch for the informative lecture Windows 10. The hour-long morning presentation provided an overview of the newest Windows operating system for PCs, tablets and phones. He also facilitated a pair of instructional computer workshops on April 13th. In the morning, eleven people attended the Excel Essentials workshop, while an additional nine customers attended the afternoon edition of Excel. On April 11 th, 17 customers attended Basic 3D Design at Parma-Snow Branch, where participants learned about the basic principles of 3D Design and the use of the design software TinkerCAD. Kathleen Eiben led this program, as a pilot to offer at other branches around the system. Several staff members from other branches were present to learn how to provide this program at their home branch. Andy Karp conducted the Adult Robotics class on April 21 st at Mayfield Branch. There were 10 attendees. They built a 5minute Bot and each team tried to program their bot to navigate an L shape set of tables. Then on April 26 th Andy conducted Roboteens. There were also 10 attendees. The challenge was to program their robots to navigate an L shaped set of tables. On Friday, April 14 th, 16 fourth graders from Gates Mills Elementary walked over to the Gates Mills Branch to enjoy an exciting program learning about space. Paired up with fifth grade partners, the students learned how far apart our solar system is, how moon craters are formed and even recognized star systems as a review before their test on space The annual Poet-Tree at the Maple Heights Branch drew the attention of customers, 9 of whom added a poem to the tree. Many stopped to read a poem from our basket or make magnetic poetry. The assassination of James A. Garfield was the topic presented by National Park Service Interpretive Ranger Alan Gephardt on April 13 th at the Southeast Branch. The focus was on Charles Giteau, the assassin, and how the politics of the 1870 s Republican Party created and supported a climate where Giteau s thoughts of killing the president became plausible. He spoke to an audience of 23, where he brought the James A. Garfield National Historical Site to life. The Solon Branch regular ESOL Classes received a boost this month with a wave of newly registered students. Tri-C s ABLE program recently held a new student orientation at the Branch, which resulted in the new students entering the two classes. During April, combined attendance for the two ESOL classes was 228 students in 15 sessions. To celebrate Arbor Day, the Holden Arboretum Tree Tale Teller, Kay Wellman educated a group of 23 parents and children about the importance of trees at the Chagrin Falls Branch. She shared stories, songs, facts about trees.

13 WKYC Meteorologist Greg Dees visited the Warrensville Heights Branch on April 1 st. He engaged 25 participants with video clips and a PowerPoint, and answered a lot of audience questions. Civic Engagement Assistant Director of Marketing and Communications Robert Rua, Interim Development Director Meghann Marnecheck and branch managers Stacey Boycik, Lane Edwards, Andrew Harant and Katherine Malmquist represented CCPL at the 2015 Ohio Library Council Legislative Day held in Columbus on Wednesday, April 13. The group met with members of the House and Senate to share information on recent CCPL activity the Innovation Centers initiative, our efforts to support workforce development and youth education. Information & Technology Literacy Manager, Becky Ranallo and Information & Technology Literacy Specialist, Megan Barrett presented during the 2016 Public Library Association Conference on April 7 th. The presentation was entitled Sustainable Connected Learning for Youth and there were about 300 in attendance. As part of the first annual Cleveland Humanities Festival, Remembering War, Parma-Snow Branch hosted a screening of the award-winning documentary film May 4 th Voices: Kent State, 1970, which is based on the play by David Hassler and the Kent State Shootings Oral History project. A panel discussion followed the film. Participants included playwright David Hassler, clinical psychiatrist Dr. Jonathan Shay, and Shannon French of Case Western Reserve University. 140 people attended this engaging and emotional event. April marks the bi-annual Board of Director meeting of the USA Toy Library Association. Sue Kirschner, Youth Literacy and Outreach Manager is proud to serve on this board especially in light of the American Library Association s recognizing play as a vital part of a child s literacy development. Libraries across the country are seeking information on how they might add toys to their collection to aid in this cause. In response to the ALSC report, Media Mentorship in Libraries Serving Youth, The Literacy and Learning Division hosted Digital Media Training at the Parma Branch. This two-day training was attended by librarians from across the state as well as our own Digital Literacy action group who will, in turn, train area library staff serving youth on developmentally appropriate ways to use digital media with children. Sue Kirschner, Youth Literacy and Outreach Manager represented CCPL among fifty-four organizations gathered to enlighten over 200 home school/school building teachers on the educational opportunities in our area as part of Fair on the Square, a fundraiser for the Playhouse Square Community Engagement & Education Department. Kirschner shared the services available at Cuyahoga County Public Library along with the Bookable and Toy Collections and donated prize books. Youth Programming manager Julia Boxler is happy to report that the Brooklyn, Garfield Heights, Maple Heights, North Olmsted, Parma, Parma-Snow, Richmond, South Euclid-Lyndhurst, Southeast and Warrensville Heights Branches were all registered and trained for the Summer Lunch programming. This program has expanded to all branches whose local schools qualify for free and reduced lunch for over fifty percent of their students. Julia also co-presented with Alonzo Vance from the Greater Cleveland Foodbank at the Ohio Library Counsel s North and North East chapter conference on how libraries can partner with their local food banks to serve the needs of their community.

14 Krista Tokarz, Brooklyn Branch, presented at a preconference for the Public Library Association in Denver, Colorado on Wednesday, April 6 th with 70 participants. The topic was Every Child Ready to Read: A Spirit of Collaboration. She was one of 5 panelists to highlight what is happening in their state. Krista represented not only Cuyahoga County Public Library, but the Ohio Library Council and Ohio Ready to Read Task Force. The session was very well received. Krista also participated in a Summer Lunch Program Focus Group with Web-Junction and PLA. On April 6 th, Brook Park Branch PSA Diana Horvat and Teen staff member Becky Buryanek led the monthly Student Volunteer meeting with 28 students in attendance. The participants made pinwheels to help support children affected by the Syrian refugee crisis. For each pinwheel made, the Bezos Family Foundation, via Students Rebuild, will provide $2 to the International Rescue Commission s Healing Classrooms program. Healing Classrooms trains teachers in special techniques to engage conflict-affected children to create secure, nurturing learning environments. Funds generated by the pinwheel project will support Healing Classrooms programs in Lebanon and Iraq. On April 27 th, sixty customers were in attendance for the Legal Issues Affecting Seniors program hosted at the Parma Branch by Joseph L. Motta, a representative from the Ohio Attorney General's Office. Through a power point presentation, Mr. Motta discussed legal issues dealing with powers of attorney and long-term care planning. He answered numerous questions during and after his presentation. North Olmsted Branch hosted registration for Safety Town at the request of the City of North Olmsted on April 13 th and 16 th, which brought many families into the Branch on those days. Olmsted Falls Branch s Michelle Todd, along with Kathy Rak of North Olmsted Branch and Mary Horvath South Euclid-Lyndhurst Branch, presented the workshop Passport to the World: Presenting Multicultural Programs for Children to 41 attendees during the Virginia Hamilton Conference at Kent State University on April 8 th. Chagrin Falls Children s Department and Branch Manager made a presentation on the role of librarians as digital media mentors at this month s Friends of the Chagrin Falls Library meeting. The Friends generously agreed to purchase an ipad Touchlab to enhance technology programming in the branch for $10,000. County Executive, Armond Budish, and other county employees came to the Garfield Heights Branch to hear stories from Innovation Center users and to see demonstrations of the equipment. Branch Manager Lane Edwards, Anthony Furino and Jennifer Haag were on hand to help show how the equipment worked. Ms. Haag assisted recording testimonials on the Video Studio. The Innovation Center was featured at the State of the County on April 21 st. From April 3 rd through April 9 th the Independence Branch hosted a Stress Relief Coloring Station. Patrons used this passive program to rediscover a childhood art form with color therapy. The Branch provided coloring sheets and colored pencils which people (both individually and in groups) could use to color. One hundred seven people participated in the program. Patricia Hehir-Brewer welcomed several Notre Dame College students to the South Euclid- Lyndhurst Branch this month to talk about the Library s role in early literacy development. On April 20 th, Ms. Hehir-Brewer met with a children s literature class and talked about services and resources available for teachers, schools, and students. There were 11 students in attendance. On April 28 th, Ms. Hehir-Brewer was interviewed by a graduate student about the same topics.

15 Mary Schreiber organized, (and Wendy Bartlett helped to moderate) a panel at PLA entitled Merchandising Master Class: Youth Materials and the Art/Science behind extraordinary displays. Despite several competing sessions aimed at youth librarians, attendance was over four hundred, and the presentation was very well received. Wendy Bartlett presented a short demonstration at Overdrive s customer appreciation breakfast entitled Buy Smart: using Smart Lists to maximize workflow and increase circulation aimed at enabling people to work faster on Overdrive ordering. 40 CUYAHOGA COUNTY PUBLIC LIBRARY RESOLUTION SEEKING PERMISSION TO CLOSE THE SOUTHEAST BRANCH TO ACCOMMODATE CONSTRUCTION WHEREAS, the Operating Board of Trustees has previously approved the replacement of the roof and HVAC system at Southeast Branch; and, WHEREAS, the most cost effective and safest way to remove the largest HVAC unit from the roof and replace it is to place a crane in the drive area during normal open hours for the Branch. Placement of the crane would prohibit access to the Branch for customers; and, WHEREAS, the Operating Board of Trustees has previously been informed of this plan via email, and had not expressed any concerns about proceeding. NOW, THEREFORE BE IT RESOLVED that the Board of Trustees hereby authorizes the Southeast Branch to be closed on Friday, May 13 th between 9:00 a.m. and noon for the reasons outlined above. 53 CUYAHOGA COUNTY PUBLIC LIBRARY RESOLUTION TO APPROVE THE CONSTRUCTION MANAGEMENT AT RISK RANKING BY QUALIFICATION AND BEST VALUE IN CONNECTION WITH THE NEW CONSTRUCTION OF THE MIDDLEBURG HEIGHTS BRANCH WHEREAS, the Cuyahoga County Public Library (CCPL) is a county library district and political subdivision of the State of Ohio organized under the Ohio Revised Code and this Board is a body politic organized and acting pursuant to relevant provisions of the Ohio Revised Code (ORC), including Sections 3375.22 and 3375.40 of the ORC; and WHEREAS, the Board of Trustees had previously approved a ranked list of three Construction Management At Risk companies that were considered most qualified and authorized the Executive Director, or designee, to commence negotiating an agreement; and WHEREAS, the Board of Trustees recognizes that the process for contracting with a Construction Manager at Risk requires an evaluation of pricing proposals of the three ranked companies; and WHEREAS, the Library staff has solicited, received and evaluated pricing proposals from the list of ranked companies in accordance with ORC Section 9.334 and has ranked the selected construction managers at risk based on its evaluation of the value of each pricing proposal, considering the proposed cost and qualifications, as follows: 1. RFC Contracting 2. A.M. Higley Company 3. Panzica Construction; and WHEREAS, this Board has determined that it is in the interest of the Library to proceed with negotiating a Construction Management at Risk Agreement for the new construction of the Middleburg Heights Branch and directs the Executive Director, or her designee, to enter into negotiations with RFC Contracting as the best value Construction Manager At Risk candidate. NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF CUYAHOGA COUNTY PUBLIC LIBRARY, STATE OF OHIO, THAT: Section 1 That upon negotiation of an agreement with the ranked consultant, in accordance with the procedures set forth in ORC Section 9.334 and the applicable provisions of ORC Chapter 153, the Executive Director will present that negotiated agreement to the Board of Trustees for final approval.
