January 7, 2014 Board of Commissioners The January meetings for the Clearwater County Board of Commissioners commenced on January 7, 2014 at 9:00 a.m. with Vice-Chairman Hayes presiding and Commissioners Nelson, Chevalier and Stenseng present. The Board recited the Pledge of Allegiance. Agenda Motion by Commissioner Chevalier, seconded by Commissioner Nelson and carried, to approve the Agenda with additions. Minutes Motion by Commissioner Stenseng, seconded by Commissioner Chevalier and carried, to approve the Minutes for the Month of December. Surveyor Al Paulson was present for the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Chevalier and carried, to authorize the advertisement for professional land surveying services to remonument Public Land Survey System corners in Shevlin (T147 N R 36 W), Copley (T 147 N R 37 W) and Popple (T 147 N R 38 W) Townships, authorize the Survey Committee to open and review the proposals on March 11, 2014, and provide a recommendation for the County Board to consider on March 18, 2014. Engineer Pat Halloran presented the bills and the following motion: Motion by Commissioner Nelson, seconded by Commissioner Chevalier and carried, to approve payment of the Clearwater County Highway Department bills as presented. Auditor Al Paulson presented the bills and the following motions: Motion by Commissioner Hayes, seconded by Commissioner Nelson and carried, to authorize the County Auditor to pay the submitted invoices of $98,698.60 from the County Revenue Fund and submitted invoices of $53,315.37 from Nursing Service. enter into a five year contract with MARCO for a Canon IR c5235 for the Clearwater County Extension Office for a monthly fee of $495.83. Radio Board Larry Olson was present to give an update on the Northwest Regional Radio Board. Neil Dolan is now the delegate on this Board. Larry is the alternate. Commissioner Newland present at 10:20 a.m. Appointment of Officers - Commissioner Nelson nominated Duane Hayes as Chairman. Motion by Commissioner Nelson, seconded by Commissioner Chevalier and carried by unanimous vote, to cease nominations and appoint Duane Hayes as the Chairman of the Clearwater County Board. Commissioner Nelson nominated John Chevalier as Vice-Chairman. Motion by Commissioner Stenseng, seconded by Commissioner Newland and carried by unanimous vote, to cease nominations and appoint John Chevalier as Vice-Chairman of the Clearwater County Board. - 1 -
Open There were Department Head Evaluations done at the December 31, 2013 meeting for Steve Faldet, Cheryl Grover, Stuart Lien, Harry Hutchens and Dan Hecht all with satisfactory results. designate the Leader Record as the legal paper for 2014. The County Engineer is authorized to advertise for County Highway Projects on the County Website as stated in Minnesota Statutes 331a.12. re-adopt the three-day notice requirement rule. No motion or resolution can be acted on by the County Board unless all of the Board members have received the written motion or resolution of the subject matter at least three days prior to the Board meeting. The notice requirement can be waived by general consent by all Board members in the best interest of the County. If general consent is not obtained, the motion or resolution shall be tabled until the next scheduled Board meeting. Motion by Commissioner Stenseng, seconded by Commissioner Newland and carried, to approve the following general Agenda for the first Board meeting of each month: Call to order/pledge of Allegiance/Minutes & Agenda Approval, Land Department, Environmental Services, Break, Sheriff, MIS/GIS or Treasurer (as requested), Assessor, Engineer, Open, Noon Break, Veterans Service Officer, Auditor, County Surveyor, Open. The Soil & Water Conservation District and any other Department Head may meet with the County Board at any scheduled monthly meeting by arranging an appointment time with the County Board Coordinator. All other citizens wishing to meet with the Board to discuss business shall contact the Commissioner of their district, obtain approval to meet with the Board, and then the Commissioner will contact the Coordinator for an appointment time. establish the following dates as regular Board meetings during 2014 to begin at 9:00 a.m. on the second Tuesday of the month, and that each of the scheduled meetings will be recessed until 1:00 p.m. on the third Tuesday of each month to allow the Board additional time to conduct County Business unless otherwise noted below. Additional meetings are scheduled at 9:00 a.m. when the month contains five Tuesdays, as noted. January 7 & 21 February 11 & 18, March 11 & 18, April 8, 15 & 29, May 13 & 20, June 10 & 17 at 5 p.m., July 8, 15 & 29, August 12 & 19, September 9, 16 & 30, October 14 & 21, November 4 & 18, December 2, 16 at 5 p.m. & 30. Motion by Commissioner Chevalier, seconded by Commissioner Newland and carried, the Clearwater County Board of Commissioners approved the following dates for the 2014 Department Head Meetings. Department Head Meetings are held at 9:00 a.m. in the Commissioners Room on the 2 nd Floor of the Clearwater County Courthouse. 3 or more Commissioners may be in attendance at anyone of these meetings and these meetings may include work sessions which allow department heads to discuss business with the Board. Motion by Commissioner Chevalier, seconded by Commissioner Stenseng and carried, to re-adopt Robert s Rules of Order as a guideline for facilitating County Board meetings. Motion by Commissioner Newland, seconded by Commissioner Chevalier and carried, to authorize the Coordinator to publish a summary of County Board Minutes upon approval of the County Board. All Resolutions, policies, and Ordinances are available at the Auditor s Office for review. Motion by Commissioner Chevalier, seconded by Commissioner Stenseng and carried, to authorize the County Auditor to pay routine bills prior to Board approval. These include utility bills, items which are payroll related, registration fees, Verizon bills, Waste Management of WI-MN bills, unemployment, Veterans Transportation volunteer mileage, Pitney Bowes bills, Postage, meeting expense advances, or any bill with a prior Board motion which states the dollar amount. Auditor usually cuts these checks on Fridays. Audit list is prepared for bills paid which goes to the board after payment for board review. Board chair signs approved list. Motion by Commissioner Stenseng, seconded by Commissioner Chevalier and carried, to approve the minimum salaries for the following elected positions: Auditor/Treasurer - $59,987.20; Attorney - $72,217.60; Recorder - $47,486.40 and Sheriff - $59,987.20. The Board went through the Committees and appointments. Motion by Commissioner Nelson, seconded by Commissioner Newland and carried, to approve the Boards and Committees Appointments for 2014 on file. Larry Olson came back with Neil Dolan and discussed a contract for Northwest Regional Radio Board. There was a discussion with Bruce Cox on an easement request. Commissioner Nelson absent at 11:30 a.m. Closed Session Department Head Evaluations Motion by Commissioner Newland, seconded by Commissioner Chevalier and carried, to close the meeting at 11:33 a.m. for Department Head Evaluations for Bruce Cox and Marissa Hetland. The Board denied the request as the County policy is to petition to the Township for a cart way. Nursing Service Marissa Hetland presented the following motions: Motion by Commissioner Nelson, seconded by Commissioner Stenseng and carried, to continue the PERA phased retirement option (2 nd Year) for Merry St. George CCNS employee. Motion by Commissioner Nelson, seconded by Commissioner Chevalier and carried, effective January 20, 2014 set Health Educator Staff, Josh Larson s salary at Step J of Range 16. Motion by Commissioner Nelson, seconded by Commissioner Chevalier and carried, CCNS may advertise for the position of Community Transformation Grant (CTG) Coordinator. Engineer Dan Sauvé presented the bills, financial statement and the following motion: Motion by Commissioner Chevalier, seconded by Commissioner Nelson and carried, to approve payment of the Clearwater County Highway Department bills as presented. Sheriff Darin Halverson presented the following motion: Motion by Commissioner Stenseng, seconded by Commissioner Chevalier and carried, the Clearwater County Board of Commissioners hereby authorizes the Clearwater County Sheriff to purchase 2 Ford Police Pursuit Utility Vehicles from Midway Ford in Roseville, MN for $26,196.41 each for a total of $52,392.82 and have them equipped. The total cost will not exceed $69,000. MIS Stuart Lien presented the following motions: Motion by Commissioner Chevalier, seconded by Commissioner Stenseng and carried, to authorize the purchase of 2014 computer replacements and technology upgrades for General Government not to exceed $65,000.00. Motion by Commissioner Newland, seconded by Commissioner Stenseng and carried, to authorize the purchase of the 2014 General Government computer & software maintenance, upgrades and support agreements not to exceed $45,000.00. Veterans Service Harry Hutchens presented the following motion: Motion by Commissioner Nelson, seconded by Commissioner Chevalier and carried, the County Veteran Service Officer (CVSO) travel out of state to attend 2014 National CVSO Conference/Annual CEU Recertification at Grand Rapids, MI, June 7-14, 2014, via MN Department of Veterans Affairs FY-2014 CVSO Enhancement Grant funding. Motion by Commissioner Newland, seconded by Commissioner Chevalier and carried, to recognize Harlan Strandlien and Darol Melby for their years of service in a letter signed by County Board Chairperson, Thanking them for service given to the Giziibii Resource Conservation and Development Association.
