1 WADENA COUNTY BOARD OF COMMISSIONERS MEETING MAY 15, 2018 The Wadena County Board of Commissioners Meeting was held on Tuesday, May 15, 2018, in the Small Courtroom, Wadena County Courthouse, 415 South Jefferson Street, Wadena, Minnesota. The meeting was called to order at 9:02 am by Commissioner Monson and all present recited the Pledge of Allegiance. Amend/Approve the day s agenda: Moved by Commissioner Stearns, seconded by Commissioner Horsager to pull from the agenda the request for a closed session by Human Services due to incorrect posting of this item. Motion carried unanimously. CONSENT AGENDA: Moved by Commissioner Horsager, seconded by Commissioner Stearns to approve the following consent agenda items: Approve minutes from meeting with the correction to the minutes on the Commissioner Reports for Commissioner Horsager on being Trauma Informed Care Goal Setting meeting. 2 Approve the temporary reduction in employment status for Jill Davis from 60% FTE to 40% FTE for the time period from June 2, 2018 to August 24, 2018; returning to 60% FTE on August 25, 2018 at her current grade and step. Accept the minutes of the Wadena County Park Board meeting and approve the recommended amendments to the Committee Charter as outlined. Approve the request for a notice being posted for the Collaborative Safety Model meeting at the Pizza Ranch in Wadena on May 23, 2018 at 10:00 am to 1:30 pm. Motion carried unanimously. Resolution Appointing New Member to Todd-Wadena Community Corrections Executive Committee & Advisory Board: Moved by Commissioner Hofer, seconded by Commissioner Stearns to approve the following resolution appointing Judge Daniel A. Benson to the Todd-Wadena Corrections Executive Committee and Advisory Board. RESOLUTION APPOINTING NEW MEMBER TO TODD-WADENA COMMUNITY CORRECTIONS EXECUTIVE COMMITTEE AND ADVISORY BOARD 2018 This is a resolution appointing a new member to the Todd-Wadena Community Corrections Executive Committee and Advisory Board. WHEREAS, On January 2, 2018, the Boards of Commissioners in Todd and Wadena Counties appointed membership to the Executive Committee and Advisory Board, and WHEREAS, The District Court Judge position on the Executive Committee and Advisory Board is currently open following the retirement of the Honorable Sally Ireland Robertson in April, 2018, and WHEREAS, The Honorable Daniel A. Benson, Judge of District Court, Todd County, MN, has agreed to fill the vacant position, and THEREFORE, IT IS RESOLVED that the Honorable Daniel A. Benson be appointed to the Executive Committee and Advisory Board to serve in the capacity of District Court Judge PAGE 2

Expenditure for the Parks Reserve: Moved by Commissioner Horsager, seconded by Commissioner Hofer to approve the purchase of 13 regular 8 steel table frames picnic tables and 4 ADA 8 steel table frames from St. Croix Recreation at the quoted price of $3, which includes the state contract discount and the shipping, and approve the purchase of the treated lumber to construct tops and benches at a not-to-exceed cost of $8500 from the Tax Forfeited Land Sale Park Reserve #2771. Motion carried unanimously. Sale of Cardboard Baler: Chris McConn came to request that the county be allowed to sell the old cardboard baler on MnBid. Moved by Commissioner Stearns, seconded by Commissioner Hillukka to approve the advertising and selling of the cardboard baler on MNBid. Motion carried unanimously. Chris gave an update on the Perham incinerator. Repairs have been made to make it more efficient. They are working on the quality of loads that are brought into the incinerator. Tammy Ehrmantraut has been doing a very good job with the loads that she sends over. The cost of demolition waste is going to go up in the area. Other counties have already increased the price of construction demolition. Proclamation Honoring the Wadena Soil and Water Conservation District on its 60 th Anniversary: Anne Oldakowski and Darren Newville were here to talk about the 60 th Anniversary of Wadena s Soil and Water Conservation District. An Open House will be held on May 24 th at the Fair Grounds from 1:00-3:00 pm. Moved by Commissioner Horsager, seconded by Commissioner Hofer to pass a proclamation honoring Wadena County Soil and Water Conservation District on its 60 th Anniversary. Motion carried unanimously. One Watershed One Plan (1W1P) Red Eye River: Anne Oldakowski was here to present about the Red Eye River Watershed One Watershed One Plan. They are applying for a grant for funding to put a watershed plan in place. Moved by Commissioner Hillukka, seconded by Commissioner Hofer to approve the One Watershed One Plan with Chuck Horsager as the main person on the board and Jim Hofer as the alternate. Motion carried unanimously. Other Watercourses to Add into Wadena County Water Plan: Anne Oldakowski and Darren Newville explained the Wadena County Plan. Moved by Commissioner Hillukka, seconded by Commissioner Horsager to pass the following resolution: Resolution to Incorporate the Summary of Watercourses into the Wadena County PAGE 3

4 Comprehensive Local Water Management Plan Whereas; Minnesota Statutes Chapter 103F.48 requires soil and water conservation districts (SWCDs) in consultation with local water management authorities, to develop, adopt, and submit to each local water management authority within its boundary a summary of watercourses. Whereas; The Board of Water and Soil Resources has adopted Buffer Law Implementation Policy #6 Local Water Resources Riparian Protection ( Other Watercourses ) which identifies steps SWCDs are required to take in developing said inventory. Whereas; Wadena SWCD consulted with other local water management authorities and has developed a summary of other watercourses and provided it to Wadena County on November 7 th, Whereas; Wadena County recommends that implementation of buffers or other practices on these waters be voluntary in nature through the Comprehensive Local Water Management Plan. Whereas; Minnesota Statutes Chapter 103F.48 requires a local water management authority that receives a summary of watercourses identified under this subdivision must incorporate an addendum to its comprehensive local water management plan or comprehensive watershed management plan to include the SWCD recommendations by July 1, Whereas; Minnesota Statutes Chapter 103F.48 does not require a plan amendment as long as a copy of the included information is distributed to all agencies, organizations, and individuals required to receive a copy of the plan changes. Therefore be it resolved that; The summary of watercourses or other waters for Wadena County shall be incorporated as an addendum in its current local water management plan as follows: All watercourses deemed eligible for the adjacent land to be enrolled into a buffer or filter strip practice under the current eligibility criteria for state and federal programs. Excluding those watercourses depicted on the DNR buffer protection map. Be it further resolved that; Wadena County authorizes staff to provide a copy of the addendum and any supporting information to be distributed to all agencies, organizations, and individuals required to receive a copy of the plan changes. 5 Motion carried unanimously. Merc Tax Court Case Presented by Assessor Lee Brekke: Lee Brekke presented the information on the Merc Tax Court Case. This case will impact the local governmental units at about $13,500. Minnesota Energy Resource will receive around $7, from the County. He is unsure as to how this will be billed out to the county Tree Planting Contract: Judy Taves presented the Tree planting Contract. Moved by Commissioner Stearns, seconded by Commissioner Hofer to approve the Tree planting Contract with Kira Reoh in the amount of $1, to be planted on county property. Motion carried unanimously. Out of State Meetings/Training for Commissioners: Chairperson Monson is taking a trip to Washington D.C. and he has decided to take this trip at his own expense. The NACo s 83rd Annual Conference & Exposition was discussed. Moved by Commissioner Horsager, seconded by Commissioner Stearns to send the Board Chairperson to the NACo s 83 rd Annual Conference & Exposition this year and allow the Chairperson to attend this conference each year at the County s expense. Moved by Commissioner Stearns, seconded by Commissioner Horsager to send Chairperson Monson to the Minnesota County Commissioners White House Conference to represent Wadena County with the understanding that Mr. Monson will be paying for all expenses to make the trip. Motion carried unanimously. Election Equipment: Auditor/Treasurer Taves presented the request the purchase of the new election equipment. She asked for the upgrade of the software from Unity to ElectionWare. She also would like the purchase of the secure computer from ES&S for use during the election. Judy was asked to go back to her office and get the contracts and return to the board later in the meeting. A break was taken at 10:23 am. Meeting reconvened at 10:32 am. County Attorney Kyra Ladd introduced Judge Doug Clark to the board and those in attendance. Human Service Statistical Reports: Amie Gendron and Tanya Leskey presented the months reports. The total number of case served is at 2,858 for 2018, up from last year. The unemployment rate is at 8% currently with the workforce numbers down from last year. The detention payments to West Central Detention Center are at $27, The Fund balance is at down from last month. We are at 32% overall expenses of the budget for this year. Out of home placement of children is costing the county a great deal of money this year. Proclamation Declaring May Foster Care Appreciation Month: Mike Willie was present to speak about the foster parents within the county. Wadena County has 59 children currently in out of home care and 20 homes within the county providing foster care. Moved by Commissioner Hillukka, seconded by Commissioner Horsager to Proclaim May Foster Care Appreciation Month. Motion carried unanimously. Trauma Informed Care Learning Communities: Tanya Leskey presented on the Trauma Informed Care Learning Communities that is funded through NJPA. She was requesting that the board support the recommendations put forth by this committee. Moved by Commissioner Horsager, seconded by Commissioner Hofer to support the Trauma Informed Care Learning Communities recommendation and bring it to the Strategic Planning and Management Committees at the county. 6 Additional FTE for Social Work Team Lead: Tanya Leskey was present to request an additional Social Work Team Lead. The State of Minnesota recommends that workers have no more than 10 cases per worker and the average in Wadena County is 18. They intend to promote from within for this position. Moved by Commissioner Hofer, seconded by Commissioner Hillukka to approve the hire of a Social Worker Team Lead, Grade 55, minimum step 2 with the cost of an additional $25,000 to the 2018 budget. Motion carried unanimously. Election Equipment Purchases: Moved by Commissioner Stearns, seconded by Commissioner Hillukka to purchase the 12 DS200 s machines and the ElectionWare software for these machines at a cost of $43, from county funds with the VEGA Grant funds being $30, Motion carried unanimously. Judy Taves presented on the KnowInk e poll pads and the request to roll this out in the 2018 election. There was discussion on the availability of connectivity for the polling places. The results of the field study at the polling places was looked at. Chairperson Monson called for the question. Motion by Commissioner Stearns, seconded by Commissioner Hofer to purchase 15 KnowInk poll pads, no connectivity, with Isync drive, paper and training. Moved carried unanimously. The delivery of the election equipment was talked about. Moved by Commissioner Stearns, seconded by Commissioner Horsager to set up an Election Committee was set up with Auditor/Treasurer Judy Taves, County Coordinator Ryan Odden, Election Coordinator Joy Weyer and Human Resources Curt Kreklau to meet as needed to make sure the election runs smoothly. Moved by Commissioner Stearns, seconded by Commissioner Monson to change the lock on the old board room to use the room for the election only until the end of the year. Motion carried unanimously. A job description needs to be developed for temporary help for elections and then be brought to the personnel committee.
