Traditional Districting Criteria 3 Federal Laws CVRA Settlement Requirements Equal Population Federal Voting Rights Act No Racial Gerrymandering District with highest Latino CVAP holds election in 2018 The boundaries of the electoral district map... shall be drawn in accordance with the criteria set forth in the following order of priority: i. Districts shall contain reasonably equal total population; ii. Districts shall comply with applicable federal and state law, including, without limitation, the CVRA, the Constitution of the United States and of the State of California, and the federal Voting Rights Act of 1965, as amended, 52 U.S.C. 10301, et seq.; Other considerations are allowed as long as they do not conflict with any of these requirements. iii. Districts shall be geographically contiguous and drawn to encourage geographic compactness; and iv. Districts shall be drawn with respect for geographic integrity of any neighborhood and any community of interest, including racial, ethnic, and language minorities, to the extent possible without violating the requirements of any of the preceding provisions.
