He advised Council of the upcoming 2013 Centennial Celebration public meeting being held on September 19, 2012. Council agreed to vary the agenda to bring forward Item #6.5.1 to this point in the meeting, as it was inadvertently placed under Councillor Northrup. 6.5.1 BV POOL The email dated August 13, 2012, from C. Council directed Staff to request a report from the Northwest Regional Hospital District regarding the cost to the Smithers taxpayers in regard to the new Queen Charlotte City Hospital. 14.2 12.0487 BC MAYORS' CAUCUS Bachrach/Bandstra THAT the agenda be varied to bring forward Item #14.2 to this point in the meeting. STAFF REPORTS 7.1. STAFF (A) REPORTS AND THAT funding to come from the Council Contingency Budget. 7.1.1 CYCLING FRIENDLY COMMUNITY TASK FORCE Report ADM 12-055 dated August 20, 2012, from S. Bassett, Director of Corporate Services, recommending appointment of five to seven individuals from the Summary of Applicants to form the Cycling Friendly Community Task Force, was presented. 7.1.1 12.0489 CYCLING FRIENDLY COMMUNITY TASK FORCE CONTINUED Northrup/Adomeit THAT Council select five individuals to sit as members of the Cycling Friendly Community Task Force. 12.0490 Goodacre/Brienesse THAT Motion #12.0489 be amended, by replacing the number "five" with "seven". OPPOSED: COUNCILLORS ADOMEIT, BANDSTRA, AND NORTHRUP. The main motion, as amended, was voted on with the final wording being as follows: THAT Council select seven individuals to sit as members of the Cycling Friendly Community Task Force. OPPOSED: COUNCILLORS BANDSTRA AND NORTHRUP. 12.0491 Goodacre/Brienesse THAT Council appoint Mayor Bachrach and Councillor Brienesse to be the Council Representatives on the Cycling Friendly Community Task Force. D. Sargent, Chief Administrative Officer, distributed to Council a "Scoring Card" that was prepared with all ten applicants, to assist Council with the selection of the seven Task Force members. She asked that each Council member score the applicants from 7 to 1 with the number 7 being ranked as their top applicant choice. 12.0492 Northrup/Adomeit THAT the meeting be recessed for five minutes while Administration scores the ten applicants for the seven positions on the Cycling Friendly Community Task Force (8:35 p.m.). The meeting resumed (8:42 p.m.) and D. Sargent read aloud the results of Council s scoring, which are as follows: Barbara Barker, Theresa degroot, Ellen Hanson, Anne Havard, Peter Krause, Bob Mitchell, and Dave Turko. Page 5 of 16
7.1.1 12.0493 CYCLING FRIENDLY COMMUNITY TASK FORCE CONTINUED Northrup/Brienesse THAT Council send a letter of thanks to all ten applicants who applied to be a member of the Cycling Friendly Community Task Force; AND THAT Council send an appointment letter to the seven selected individuals. 12.0494 Goodacre/Wray THAT Council ratify the appointment of Barbara Barker, Theresa degroot, Ellen Hanson, Anne Havard, Peter Krause, Bob Mitchell, and Dave Turko, as members of the Cycling Friendly Community Task Force. 12.0495 Goodacre/Brienesse THAT Council direct the Cycling Friendly Community Task Force to consult with the Measuring Up the North Committee 7.1.2 INTERIOR HELICOPTERS LEASE Report ADM 12-053 dated August 16, 2012, from S. Bassett, Director of Corporate Services, recommending the assignment of the Interior Helicopter's Lease with the Town of Smithers to "Coast to Coast Helicopters Inc.", was presented (Vault). 12.0496 Bandstra/Northrup THAT Council approve the assignment of the Interior Helicopter's Lease with the Town of Smithers to "Coast to Coast Helicopters Inc.". 7.1.3 COM2COM FORUM Report ADM 12-056 dated August 20, 2012, from S. Bassett, Director of Corporate Services, providing objectives for the Community-to- Community Forum grant application, was presented (0230-30). 12.0497 Brienesse/Wray THAT Council select the following objectives for the Community-to- Community Forum grant application: c) Strengthening relationships and fostering future co-operative action by building stronger links between First Nation and local government elected officials and Staff; and d) Determining opportunities for future collaboration and joint action. Ford, Director of Finance, recommending approval of the Permissive Taxation Exemption request by the Bethesda Christian Association for the Sparrows Christian Housing Society property located at 3220 Third Avenue, was presented (1610-01). 12.0498 Goodacre/Bandstra THAT Council approve the Permissive Taxation Exemption request by the Bethesda Christian Association for the Sparrows Christian Housing Society property located at 3220 Third Avenue. 12.0499 Bandstra/Goodacre THAT Motion #12.0498 be deferred. 12.0500 Bandstra/Goodacre THAT Motion #12.0499 be amended, by adding the wording "until after Staff has prepared a Permissive Tax Exemptions Policy". Allen, Director of Development Services, announcing the award of the Chamber of Commerce Heating and Ventilation Upgrades Contract to Alpine Plumbing and Heating for the amount of $6,625 excluding HST, was presented (533-20/2012-24). 7.2.6 1089 MAIN STREET REMEDIATION Report DEV 12-85 dated August 20, 2012, from M. Allen, Director of Development Services, providing an update on the 1089 Main Street Remediation, was presented (0810-20). 7.2.7 SOUNDING OF NOON SIREN Report FIR 12-12 dated August 21, 2012, from K. Stecko, Fire Chief, providing background information on the sounding of the noon siren at both the Smithers Fire Department and the Smithers Regional Airport; and advising of the discontinuation of the siren except for during "Emergency Preparedness Week", was presented (7200-01). 12.0506 Northrup/ THAT the sounding of the noon siren at both the Smithers Fire Department and the Smithers Regional Airport be discontinued except for during "Emergency Preparedness Week". BANDSTRA, BRIENESSE, GOODACRE, NORTHRUP, WRAY, AND MAYOR BACHRACH. 12.0508 Bandstra/Wray THAT Council continue the practice of sounding of the noon siren at both the Smithers Fire Department and the Smithers Regional Airport. OPPOSED: COUNCILLOR NORTHRUP. 8. BYLAWS 8.1 12.0509 BYLAW 1699 Adomeit/Wray THAT "Bylaw No. 1699 - Highway Naming" (Ambleside), be adopted. Heer, Bulkley Valley Agricultural and Industrial Association, requesting a road at the Fair Grounds be named "Tomayer Trail" after Anita Tomayer; and if approved that Council unveil the road sign at the September 22, 2012, Volunteer BBQ, was presented (0360-20). 12.0514 Goodacre/Bandstra THAT Council approve naming the second road, running behind the office and outdoor arena, at the Fair Grounds to "Tomayer Trail" after Anita Tomayer. 9.7 COFI The invitation received August 21, 2012, from the Council of Forest Industries, inviting Mayor and Council to attend the 2012 Prince George Community Dinner being held on Thursday, September 20, 2012 in Prince George, was presented [0510-20]. 9.8 NATIONAL ENERGY STRATEGY The email dated August 15, 2012, from L. 15. OTHER/NEW BUSINESS 15.1 Councillor Wray stated that the allocated crossing time for the pedestrian crosswalk signal at the corner of Main Street and Highway 16 is too fast for individuals with mobility issues or small children to cross in time. 12.0518 Wray/Brienesse THAT Council send a letter to the Ministry of Transportation to request that the allocated pedestrian crosswalk signal times be increased at all Highway 16 crossings. 15.2 Councillor Northrup recognized the work of L. van Baal and the Staff in the Works and Operations Department for a great job of the community flower gardens and for keeping the community beautiful this summer season. Councillor Northrup requested a status update on the South Trunk Storm Sewer Project. D. Sargent replied that it is nearing substantial completion. Councillor Northrup brought to Council's attention the sink hole located at the new pavement patch work at Seventh and Morice. W. Taekema, Director of Works and Operations, replied that he is aware of the said sink hole and will be contacting BC Hydro to confirm if it is related to their project. 16. PUBLIC QUESTION PERIOD 16.1 B. Garner informed Council that the noon hour siren has been sounding since he moved to Smithers in 1951. 16.2 K. Hooker thanked Council for working on a solution to the cement barriers at the Farmers' Market. K. Hooker asked if Council had considered installing a "Loading Area for Cargo Vehicles" in front of the Terminal Building at the Smithers Regional Airport. R. Blackburn, Airport Manager, replied that people are encouraged to unload cargo in the parking lot area to lower the risk of pedestrians crossing the road in front of the Terminal Building.
