CITY OF MENDOTA HEIGHTS DAKOTA COUNTY STATE OF MINNESOTA Minutes of the Regular Meeting Held Tuesday, January 19, 2016 Pursuant to due call and notice thereof, the regular meeting of the City Council, City of Mendota Heights, Minnesota was held at 7:00 p.m. at City Hall, 1101 Victoria Curve, Mendota Heights, Minnesota. CALL TO ORDER Mayor Krebsbach called the meeting to order at 7:00 p.m. The following members were present: Councilmembers Petschel, and Norton. Absent: Councilmembers Duggan and Povolny. PLEDGE OF ALLEGIANCE Council, the audience, and staff recited the Pledge of Allegiance. AGENDA ADOPTION Mayor Krebsbach presented the agenda for adoption. Councilmember Petschel moved adoption of the agenda. Councilmember Norton seconded the motion. PUBLIC COMMENTS PRESENTATIONS A) EMPLOYEE RECOGNITION AWARDS Each year the City Council recognizes those employees who reach milestones in their service to the city. C) RECOGNITION OF DONATION GEORGE SONNEN APPROVAL OF RESOLUTION 2016-11 City Administrator Mark McNeill explained that in November 2015 George Sonnen, a Mendota Heights resident, donated a photograph to the City. The photograph is of the Friendly Hills neighborhood under construction dated somewhere around 1956 or 1957. Mr. Sonnen explained how he came into possession of the photograph. It was noted by Mayor Krebsbach that anyone who has historical artifacts or photographs should feel free to donate them to the City, as a historical record is highly valued. Councilmember Norton moved to adopt Resolution 2016-11 Acknowledging the Donation of a Historic Photograph of the Friendly Hills Subdivision. Councilmember Petschel seconded the motion. D) PRESENTATION BY DAKOTA COUNTY SHERIFF TIM LESLIE Dakota County Sheriff Tim Leslie gave a presentation on the services of the Dakota County Sheriff s Department. He shared information on the department personnel, the Violence Against Women Act (VAWA) Grant, warrants issued, the issuance of gun permits, management of the county jail, court security, ways the department communicates to the public [Twitter, Facebook, Website], establishing a triad to handle crimes against the elderly, hiring of additional personnel / budget, implementing the lethality assessment into operations, explained the goal of reducing outstanding arrest warrants, and the technology used to increase efficiency and effectiveness. Councilmembers asked questions regarding the status of the DNA Collection Project. None scheduled. PUBLIC HEARING NEW AND UNFINISHED BUSINESS A) STATEWIDE HEALTH IMPROVEMENT PROGRAM (SHIP) GRANT APPLICATION City Planner Nolan Wall presented the Dakota County Statewide Health Improvement Program (SHIP) Grant. This is a grant funded by the Minnesota Department of Health. Their goal is to reduce chronic disease and improve health for all. Active Living Dakota County is the county department that oversees the grant money from the State. They are seeking proposals this year for projects that meet those criteria to advance those goals for Active Living and Healthy Eating strategies for the 2016 and 2017 project years. Staff has identified a potential project, which would be a bike & pedestrian plan, as an eligible project for funding. The proposed project would update the existing Trail Improvement & Management Plan and study the Dodd Road corridor to identify options for a safe trail facility for this area and identify potential funding sources. This would be an overall plan for a citywide bike and pedestrian network and then narrowing in on the Dodd Road corridor. If the project were successfully funded, staff would propose to work primarily with the Parks and Recreation Commission to develop the plan and facilitate outreach events. Staff recommended that the City request the maximum amount of $35,000. The County does require a 10% matching funds, which could be in the form of cash or in-kind services. In this case, coordinating the plan and doing the stakeholder engagement would not require any additional funds from the budget, and would be considered in-kind services. It was anticipated that the City would contract for professional planning services to complete the planning document. Staff would rely on professionals to do a detailed analysis of the corridor as well as provide cost estimates. Applications are due by January 29, 2016; monies would be awarded in July 2016. If awarded the funds, the project would need to be completed by October 1, 2017. January 19, 2016 Mendota Heights City Council Page 4

Councilmembers asked questions regarding this being similar to when the City applied for the grant to plan for the Industrial Park and commented on how timely this grant request is with the Lebanon Hills project and a great lead into the comprehensive planning process. Councilmember Norton moved to approve the submission of the proposed Dakota County SHIP Grant funding request in the maximum amount of $35,000. Councilmember Petschel seconded the motion. B) SCOPING ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) MVZ VENTURES, LLC ALTERNATIVE URBAN AREA-WIDE REVIEW (AUAR) Planner Wall noted that Stantec has been hired by the Minnesota Vikings to complete an alternative area wide review for the proposed Vikings Development Project. The project is on approximately 203 acres, would include a corporate headquarters, a training facility, and surrounding mixed-use development. Staff attended two meetings that were hosted by the City of Eagan in December 2015 on the upcoming review process. The Environmental Assessment Worksheet (EAW) was received at the end of December 2015. Since that time, staff reviewed the document and they brought it to the January 4 Council Workshop meeting for review. Comments are due back by February 3, 2016. Planner Wall explained that state statute requires that the City of Eagan conduct a public process to receive comments about the scope of the review. The purpose of the comments on a Scoping EAW for an AUAR is to suggest additional development scenarios and relevant issues to be analyzed in the review. Based on the discussion at the workshop, a summary of the Council's comments included the following: Level of Service D analysis, traffic going north on Dodd Road, stadium capacity, outdoor events, transit, noise, traffic, public safety impacts. After discussion, clarification, and questions, the Council made suggestions for additional comments to be included in the document. COMMUNITY ANNOUNCEMENTS Assistant to the City Administrator Tamara Schutta made the following announcements: The State of the City address is scheduled for February 9 at 7:30 a.m. with live broadcasting beginning at 8:00 a.m. on Comcast Cable Channel 18. The Police Department is having a Winter Wonderland Coloring Contest. Pages are due January 22. Winners will be selected by January 29. Recycling of holiday lights continues through February 5, 2016. COUNCIL COMMENTS Councilmember Norton noted that he had a great time at the City staff event. Councilmember Petschel asked for an update on Highway 13. Engineer Mazzitello replied that Highway 13 would be re-opened on January 21. Councilmember Petschel reminded residents that on March 9 at 7:00 p.m., members of the Metropolitan Airport Commission (MAC) staff and the FAA will explain to the public how and why the airport is operating the way it is. This meeting is open to the public. She also noted that the City Council meeting which was held that evening is her favorite night of the Council calendar, and to be able to recognize City staff, police, and firefighters for their efforts. She expressed her appreciation to all employees who help to make the City what it is. Mayor Krebsbach also expressed her appreciation to the staff for their longevity and the recognition by their peers. She also noted that January 23 is the Future Cities Competition, which is open to 6 th, 7 th, and 8 th graders throughout the State of Minnesota. It is being held at Dunwoody Institute. There are three teams from Friendly Hills Middle School scheduled to present to the City Council after the competition. Councilmember Petschel moved to adjourn.
