Local Groundwater Recommended solution to recommission the City s Water Treatment Plant and summary presentation of reports for Pretreatment Pilot Testing and La Brea subarea Preliminary Design Report. Public Works Director Shana Epstein introduced Assistant Director of Public Works / Infrastructure & Field Operations Gil Borboa. Mr. Botboa presented information on this item including progress on the development of local groundwater in the La Brea subarea and the Hollywood Basin. In addition, he indicated summary reports were prepared by Michael Baker International and Carollo Engineers, Inc. related to treating local groundwater at the City s existing Foothill Water Treatment Plant. Council approved the recommendations. 2. City Council Update on Commission Discussions Regarding Possible Expansion of Design Review Beyond the Central Area of the City and Possible New Hillside R-1 Permit This item provides the City Council with an update from staff regarding the outcome of several policy discussions. Councilmember Bosse recused herself from the Hillside portion discussion of this item and left the dais. Assistant Director of Community Development/City Planner Ryan Gohlich reported on discussions held with the Design Review Commission (DRC) and Planning Commission (PC) regarding the expansion of Design Review into the Hillside Area of the City. In addition, Mr. Gohlich shared Beverly Hills resident Debbie Weiss proposal to solutions she identified in the Hillside area. Speaking on Hillside portion: 1. Debbie Weiss 2. Planning Commissioner Lori Greene Gordon Council agreed with the PC recommendation not to expand the Design Review program into the Hillside Area. The Council directed staff to continue discussions with the PC regarding Hillside Area issues, proceed with further review of Ms. Weiss concerns, and come back with a recommendation that includes the development of one ordinance that reflects all conversations about the Hillside. Councilmember Bosse returned to the dais for the second portion of the report regarding the expansion of Design Review in the Trousdale area. Mr. Gohlich continued with the second portion of his report regarding Trousdale. He provided a brief summary of the DRC and PC meetings and public input regarding this topic. June 5, 2018 Page 3 of 5 Council agreed with the DRC and PC recommendation. 3. Trousdale Area Traffic Safety Provides an update to the Trousdale Area Traffic Safety Report. Deputy Director of Transportation Aaron Kunz introduced the item and noted that Steve Brown from Fehr & Peers would be providing the presentation. Mr. Brown reported on the transportation safety study which included updated data and information for the Trousdale Area following the implementation of the Special Transportation-related Interim Measures approved by the City Council in June 2014. 1. Karen Platt Council expressed support for the recommendations listed in the report and directed staff to work with Traffic and Parking Commission to work out the details related to traffic calming. Council consensus was to move forward with this item. Moved by Councilmember Friedman, seconded by Councilmember Wunderlich to approve the report. Ayes: Councilmember Wunderlich, Councilmember Friedman, Councilmember Bosse, Vice Mayor Mirisch, and Mayor Gold Noes: None CARRIED 4. Recommendation from Council Liaison Mayor Gold and Councilmember Bosse and the Rodeo Drive Committee on the Selection of the Design Firm and Concept Design for Permanent Bistro Seating at Rodeo Drive This item provides an overview of the selection process and a recommendation on the selected firm and concept design for a Seating Cluster for Rodeo Drive Bistro Seating Project. City Architect Mandana Motahari began her presentation by clarifying a correction to the staff report s fiscal impact section. The report mentioned an additional $1,500,000 was approved during budget session for Fiscal Year (FY) 2018/19 for this project; however, it was noted that the correct amount was an additional $1 million for the current FY 2018/19 and $500,000 for FY 2019/20. Ms. Motahari recapped the implementation of the temporary bistro seating concept on Rodeo Drive between Santa Monica Boulevard and Wilshire Boulevard. Due to its success, the City proceeded with a Request for Qualifications seeking potential concepts and designs of a permanent installation. After careful review, Lorcan O Herlihy Architects (LOHA) was selected by the Council Liaisons and the Rodeo Drive Committee. Ms. Motahari introduced Mr. Lorcan O Herlihy, founder and principal of LOHA, who presented a quick overview of conceptual designs for permanent bistro seating.

Request from Luxe Rodeo Drive Hotel for Continuation of Expanded Valet Parking Services to January 3, 2019, and Waiver of Permit and Other Associated Fees Staff seeks City Council direction regarding the continuation and parameters of any expanded valet parking services and waiver of fees. Assistant Director of Public Works/Parking & Facilities Operations Chad Lynn presented information on the expanded valet services that Luxe Rodeo Drive Hotel provides to hotel guests, the general public, and surrounding businesses. Council supported staff s recommendation. State and Federal Legislative Update This report is for informational purposes only and will provide an update on state and federal legislation. 8. Joint Powers Agreement Between the City of Beverly Hills and the Beverly Hills Unified School District - Annual Report Pursuant to Section 9 of the Agreement, the Director shall provide a report to the City Manager and Superintendent on each party s compliance with this Agreement for the prior year. This obligation has typically been met by simultaneously reporting to City Council, the City Manager and Superintendent.
