MADISON'S CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD Note: Per the Business Improvement District [BID] Operating Plan as approved by the Common Council, Wisconsin Statutes section 66.1109(3 (a) requires that the Board be composed of at least five members and that a majority of the Board members shall either own or occupy real property in the District. If the actual property or business owner is an entity, that entity shall designate a representative to act on its behalf. *JOHN B. HUTCHINSON, 3780 Hwy. 19, Sun Prairie, 53590 - reappoint to a three-year term to the position of State Street Area - Property/Business Owner. First Appointed 1-16-2007. Rationale: Mr. Hutchinson is the president of Fontana Sports, located at 215 N. Henry St. He also owns two properties within the District (215 N. Henry St. and 307 W. Johnson St.), is a long-time respected State Street business owner (since 1972), has served as the President of the Greater State Street Business Association and is active in Dane County Buy Local. He brings a wealth of knowledge and experience as a downtown business and property owner, and has well-served this committee since first being appointed in 2007. *PATRICK L. MCGOWAN, 103 Augusta Ct., Waunakee, 53597 - reappoint to a three-year term to the position of State Street Area - Property/Business Owner. First Appointed 3-29-2005. Currently serving on: Ad Hoc Committee to Develop A Parking Strategic Plan Rationale: Mr. McGowan is the president of the University Book Store (711 State St.) which is an integral part of the business district as a business that serves the University and greater community. Mr. McGowan brings special experience with the university and student communities, and the needs of business in the lower State Street and Library Mall area of the District. Rationale: The Mullins Group, which has ownership interest in fifteen properties in the District, has designated Susan Springman as its representative to the BID Board. Susan Springman's career has spanned executive level positions in the non-profit, private and public sectors, with a special focus on downtown Madison. She will bring valuable experience in and knowledge of Madison to the Board. She was Executive Director of the Central Madison Council (now named Downtown Madison, Inc) during its formative years in the late 1970's. Later she was Mayor Skornicka's business liaison working with local developers and businesses on issues within the City of Madison. Her career in real estate development included a 14 year career as Vice President of Development & Leasing with the Munz Corporation, owning her own real estate consulting business, and serving as President of Executive Management Inc. Recently, Ms. Springman joined the Mullins Group to assist them with their extensive downtown real estate portfolio. She is a Board Member of Downtown Madison, Inc., and the Greater Madison Convention & Visitors Bureau. NORTH PINCKNEY STREET PLAZA SELECTION COMMITTEE BRENDA BAKER, 1511 Chandler St., 53711 (13th A.D.) - appoint to the position of Public Art Professional. Ms. Baker is currently an Artist and Director of Exhibits at the Madison Children's Museum. She has 25 years of professional experience as both an artist and curator. She is currently working with the MMSD on a school sustainability initiative and serves on the board of the Badger Rock Middle School. THOMAS J. BASTING, Sr., 125 North Hamilton St. #905, 53703 (4th A.D.) - appoint to the position of Downtown Resident. Mr. Basting is an attorney with Midwest Mediation LLC. He currently serves as the President of Capitol Point Condominium Association and is a member of the Downtown Rotary. PATTY ELSON, 717 Huron Hill, 53711 (10th A.D.) - appoint to the position of Madison Arts Commission Representative. Ms. Elson is a Realtor with Restaino Realtors. She previously served on the Frances Plaza Public Art Selection Committee and has been an active member of the Madison Arts Commission since March, 2006. ANNE L.N. MORRISON, 1933 Keyes Ave., 53711 (10th A.D.) - appoint to the position of Adjacent Property Owner. Ms. Morrison is currently a Senior Underwriter for the Wisconsin Housing and Economic Development Authority (WHEDA). She previously served on the Urban Land Institute and the Architectural League and is currently a board member and member of the Finance Committee for the Red Caboose Daycare. *DAVID SCHREIBER, 1397 Sunrise Rd., Oregon, 53575 - appoint to the position of Rotary Representative. Mr. Schreiber is a Landscape Architect with Schreiber Anderson Associates. Rationale: David Schreiber is a principal of Schreiber-Anderson Associates in Madison. Mr. Schreiber holds a BS in Landscape Architecture from the University of Wisconsin - Madison, with post-graduate work in Recreation Planning and in Visual Assessment. He is a licensed landscape architect with 34 years of experience, with an extensive background in site master planning and design for public, institutional, and corporate clients. He brings a comprehensive approach to planning and design with thorough consideration of functional, aesthetic and environmental aspects of each project site. Mr. Schreiber and his firm have a long history of being engaged in downtown and neighborhood Madison projects. Representative examples of downtown Madison area projects are James Madison Park, the Monona Terrace Convention City of Madison Page 4

Center, Olin Terrace Park and Martin Luther King Boulevard. He is currently working with the City on possible art pieces for the proposed Central Park project. He is a member of the Rotary Club of Madison since 2004 and is the club s choice as their representative on the committee. He has done extensive work already for this project, preparing initial visual designs and working with Archie Nicolette in the City s Planning department on the design of the entire Plaza space. RUTH G. SHELLY, 1133 Sunridge Dr., 53711 (1st A.D.) - appoint to the position of Madison Children's Museum Representative. Ms. Shelly is the Executive Director of the Madison Children's Museum.
