BELGRADE CTY COUNCL MEETNG MNUTES COUNCL CHAMBERS Aprl 7, 2015 7: 00 PM Mayor Russell Nelson called the meetng to order. Councl Members n attendance were: Brad Cooper, Anne Koentopp, Ken Smth, Krstne Mencucc, and John Youngberg. Others n attendance were: Cty Manager Ted Barkley, Cty Attorney Rck Ramler, Mchael Tucker, Fnance Drector Dane Eagleson, Wade Pehl, Deborah Youngberg, Carla Schmdt and Jennfer Kollng. Councl Member Mencucc moved to excuse Councl Member Crner. Councl Member Koentopp seconded the moton. APPROVED MNUTES OF THE March 16, 2015 MEETNG Councl Member Youngberg moved to approve the mnutes of the March 16, 2015 meetng. Councl Member Smth seconded the moton. PUBLC FORUM was closed. Mayor Nelson called for publc comment 3 tmes. There beng none, the publc forum PUBLC HEARNG No tems for publc hearng REPORTS Mayor Nelson read a proclamaton recognzng Natonal Lbrary Week as Aprl 14 through 18, 2015 Cty Attorney Ramler had nothng to report. Cty Manager Barkley reported on the 2015 Muncpal Electon Canddate flng dates. Flng opens May 4th and closes July 2 d 115 yea'. Barkley reported on the upcomng 2015 Muncpal Elected Offcals Conference to be held May 7' thru 8` n Bllngs. Barkley stated the value of such tranng, partcularly for newer Councl Members and asked them to let the Clerk know f they would lke to partcpate and arrangements could be made for them to attend.

Barkley provded a full copy to the Councl Members of the Fndng of Fact and Order regardng the Ryen Glenn Estates Subdvson. Ths was the result of all the work that went nto ths process for the Councl' s reference. Barkley reported on the opportunty to utlze the servces of Stahly Engneerng n addton to the servces of ther nterns at the rate of$ 10/ hr to fx GPS ponts and collect GS feld data for our utlty systems. A contract has been drafted wth a total not to exceed$ 30,000 wthout pror authorzaton. Stahly s also offerng grant wrtng assstance, f requested. Barkley recommended approval of ths proposal. ACTON: Councl Member Youngberg moved to allow Cty Manager Barkley to enter nto a contract agreement wth Stahly Engneerng for nterns to perform the proposed dutes. Councl Member Mencucc seconded t6e moton. Barkley reported recevng a letter from Montana Department of Transportaton( MDOT) dated February 9, 2015, regardng a request that was made two years ago for a Speed Study to be done along Jackrabbt Lane, partcularly n the area from Madson to the South Cty lmts. Ths Speed Study was done. The current lmt of 45 MPH begns at South Cty lmt at Frank Road, endng at the ntersecton of Man Street. Traffc flow and volume s 14, 000 to 15, 000 vehcles per day, peakng at 27,000 per day. Crash hstory from January 2011 to December 2013 was also revewed. T'he Speed Study retaned the 45MPH speed lmt, but they concluded there was support for a 35 MPH as well. They are wllng to lower the speed lmt to 35 MPH, begnnng 400 feet South of Thunder Road and contnung all the way to Man Street. Ths notfcaton was sent to Belgrade for comment by the end of ths week. Barkley had spoken to others wthn MDOT. The best overall strategy could be to concur at ths pont, and n the future, Belgrade could request another Study be done as condtons contnue to change. Barkley felt ths was sgnfcant progress n lowerng the speed lmt. ACTON: Councl Mem6er Mencucc moved to authorze Cty Manager Barkley to wrte a letter to MDOT, concurrng wth the Study fndngs and requestng mplementaton of 35 MPH speed lmt. Councl Member Koentopp seconded the moton. Barkley reported that the Muncpal Servces Mll Levy had successfully passed the votng process. Belgrade staff wll begn the budget cycle durng May and June. Barkley remnded the Councl that not havng tax revenue nformaton untl after July makes t dffcult to have a budget n place untl August or September, but Belgrade s on track. Barkley referenced a letter to the edtor n the Bozeman Chroncle laudng the ctzens for passng the levy. He commended Cty staff and Councl Members for ther efforts to make sure the ctzens understood what they were votng on. Barkley reported that ntervews wll start for the Accountng Clerk poston ths week. 2

Barkley reported that Kevn Lucas, member of the Belgrade Plannng Board has moved out of Cty lmts, so he has resgned hs poston. Ths wll be advertsed for a cty resdent to fll the vacancy. Barkley reported that Cty water qualty Cty crew seems to have a handle on the ssues that had come up. tests contnue to be at acceptable levels. The Barkley reported dscussons regardng havng an offcal Sprng Cleanng Day n May, coordnatng efforts wth the Belgrade Chamber of Commerce, the Belgrade Schools and the Cty Publc Works Department. Barkley noted smlar efforts that occurred on the day before the 2014 Fall Festval. Barkley noted the suggeston that ths type of clean-up effort take place twce a year, n Sprng and Fall. Barkley revewed a past dscusson regardng n-house nformaton Technology( T) computer systems support servces provded by one of Belgrade' s polce offcers. Provdng payment for ths addtonal servce was dscussed and verbally approved by the Councl earler n the year, however, Barkley stated that a Moton to pay a premum for the T servces was never specfcally made by the Councl. Barkley asked the Councl to consder ths agan by makng a Moton for approval to pay Detectve Justn Sharp$ 200 per month for the T support servces he has been provdng to the Polce Department and to a11 other Cty departments as well. Barkley also referenced addtonal tranng that Detectve Sharp has receved to be able to perform computer related nvestgatng that comes up more and more. Beng able to use Detectve Sharp' s servces n-house has represented a substantal cost savngs for the Cty. ACTON: Councl Member Youngberg moved to authorze payment of a$ 200 premum per month to Detectve Justn Sharp for T servces, retroactvely effectve July 1, 2014. Councl Member Mencucc seconded the moton. Barkley reported that he wll be on vacaton and out of the offce begnnng Aprl 13' through Apr124th. Polce Chef E.J. Clark wll be desgnated as Actng Cty Manager durng Barkley' s absence. DSCUSSON AGENDA CONSDER recommendaton regardng Tenns Courts at Lews & Clark Park Cty Manager Barkley revewed the recommendaton from the Parks & Recreaton Board whch ncluded removal of the old tenns court surface materals. The recommendaton ncluded keepng the exstng fences n place. The estmated cost of removal was between$ 8, 000 and 9, 000 wth the work to be done by the Cty Publc Works employees. Funds are avalable for ths purpose. 3

Councl dscussed possbltes of recyclng the pavng materals wth the local pavng companes. Barkley stated that the qualty of the materal was questonable, but other optons would be revewed. ACTON: Councl Member Cooper moved to approve removal of the Tenns Court materals at Lews & Clark Park. Councl Member Youngberg seconded the moton. CONSDER proposed Resoluton 2015-3 desgnatng Belgrade Chamber of Commerce as the tocal nonproft Conventon and Vstors Bureau n Belgrade Cty Manager Barkley noted recevng a notfcaton from the Montana Offce of Toursm that for the frst tme, Belgrade would be elgble to receve a porton of funds collected under the State Lodgng Tax program. The funds may be around$ 24,000 the frst year and must be used toward toursm promoton targetng vstors from out-of-state. The frst step s to establsh a local Conventon and Vstors Bureau n order to use the funds. The Offce of Toursm suggested desgnatng the group already accomplshng ths duty n our area. Dstrbuton of proceeds and permtted uses were also referenced n the prnted materal provded to the Councl Members. Deborah Youngberg, Belgrade Chamber Drector, dscussed how these funds may be used and stated that ther Marketng Plan s n the works. That Plan wll be presented to the Toursm Advsory Councl n June. She expressed that ths s an exctng opportunty. Optons may nclude sgnage near the arport and socal meda advertsements and lnks targetng markets that advertse what Belgrade has to offer. Drector Youngberg confrmed that the Chamber has the personnel resources to work on ths project. ACTON: Councl Member Koentopp moved to approve Resoluton 2015-3 desgnatng the Belgrade Chamber of Commerce as the local nonproft Conventon and Vstors Bureau n Belgrade. Councl Member Mencucc seconded the moton. CONSDER proposed Corporate Bankng Resoluton 2015-4 updatng authorzed sgners on the Cty bank account wth Valley Bank of Belgrade Cty Manager Barkley noted ths would update authorzed sgners on the Cty bank account. Dane Eagleson replaced Phylls Wernkowsk as Fnance Drector. ACTON: Councl Member Youngberg moved to approve Corporate Bankng Resoluton 2015-4 updatng authorzed sgners on t6e Cty bank account wt6 Valley Bank of Belgrade, addng Dane Eagleson and deletng Phylls Wernkowsk. Councl Member Cooper seconded the moton. 4

CONSENT AGENDA Warrants Payable for February 2015 ACTON: Councl Member Cooper moved to approve Warrants Payable for February 2015. Councl Member Smth seconded the moton. Payroll for March 2015 ACTON: Councl Member Mencucc moved to approve Payroll for March 2015. Councl Member Koentopp seconded the moton. FOR YOUR NFORMATON Councl Member Cooper requested that the Mayor start workng on dong a performance evaluaton of the Cty Manager before work starts on the Budget for ths comng fscal year. The, Mayor agreed. Councl Member Koentopp congratulated the Cty staff and Cty Manager for the hard work on the Muncpal Servces Mll Levy electon. Although she felt the number of voter turnout was low, she was happy wth the outcome of ths ballot queston. She commented on her dsappontment that most of the televson statons dd not cover the results even though t was a crtcal ssue. ssue. Councl Member Smth also commended all on ther efforts n regard to the Mll Levy Councl Member Mencucc thanked the staff and the voters who showed ther confdence, despte the current economc envronment. She felt that now t s up to the Councl and staff to prove the voters were rght to vote for the Mll Levy. Councl Member Youngberg also expressed hs agreement wth the comments beng made. Mayor Nelson nqured about the work beng done near the school on Spooner. Barkley referred to several utlty and communcatons companes nstallng the orange tubng. Nelson also commented on seeng cars gong around the barrers on some of the roads that are not offcally open for use by the old Broadway connecton near the ball felds. People are also usng roads to the Arport that are not actually open for use yet. 5

Cty Manager Barkley asked the Councl to start thnkng about a proposal that may be comng from the Belgrade Youth Forum through the Park Board n regard to possble locatons for a future skate park. They are stll focused on placement n Lews & Clark Park. Barkley noted that the feasblty of placng a skate park wthn the Belgrade Youth Sports Complex was dscussed, however, ths would requre a more complcated approval process. Lews& Clark would only need the Councl' s approval. Lews& Clark provdes hgh vsblty and s already nclusve to other actvtes for famles. Mnutes from the 2011 Councl Meetng where ths had been dscussed were revewed and t was found that no specfc acton had been taken and no motons made n ths regard.
