Call to Order Mayor Richardson called the meeting to order at 6:30 p.m. noting regrets from Deputy Mayor Greenfield. 2. Moment of Reflection Council paused for a moment of reflection. 3. Disclosure of Pecuniary Interest and General Nature Thereof During the course of the meeting, Councillor McIntosh declared a potential pecuniary interest associated with his employer pertaining to item 10 i) Meaford Farmers Market VQA Wine Sales. 4. Announcements Woodford Hall s annual yard and plant sale is scheduled for June 7, 2014 and is a fundraiser for a new kitchen. Risk Management training was held for community volunteers and organizations. The Meaford Guide is now available. The Army Day Open House will be held at the 4 th Canadian Division Training Centre on June 7, 2014. Meaford Museum held an open house on May 24, 2014. Georgian Bay Idol was put on at Meaford Hall with a sold out performance by local youth. May 26-31, 2014 is Paramedic Services Week in Grey County. Transition Meaford s film-plastic recycling project will begin July 1 and can be dropped off at the Transfer Station. A video will be posted on the municipal website. Four councillors attended the Source Water Protection Committee meeting and received an update on compliance. The Healthy Communities Conference was attended by two members of Council with a focus on developing a healthy community. 5. Presentations None. 6. Public Question Period Ben Jensen, East Grey Hunters and Anglers, commented on the firearms provisions, asked that these requirements be separated from those governing fireworks, and requested that in future his organization receive prior notice with the opportunity to comment on future changes. 7. 7.2 Adoption of Items not requiring separate discussion e) Report OP2014-11 Municipality of Meaford Asset Management Plan That Council of the Municipality of Meaford: 1) Adopt the Asset Management Plan as a guiding document in the creation of long term capital plans and entrench the rehabilitation and replacement principles within the annual budget process; and 2) Direct Staff to revise the Municipality s Debt Management Policy to reflect the strategy outlined in the Asset Management Plan whereby the annual debt repayment limit will be divided between infrastructure asset replacement, soft service assets and new assets. g) Report PB2014-018 and By-law 049-2014 Zoning By-law Amendment Greenfield 246010 Sideroad 22 and 158363 7 th Line Be it resolved that By-law 049-2014, being a by-law to amend Zoning By-law 60-2009 applicable to Concession 6, Part of Lot 21, and Part 1 on Plan 16R-4987 and known municipally as 246010 Sideroad 22 and 158363 7th Line in the former Township of St. Vincent, now in the Municipality of Meaford be taken as read a first, second and third time and finally passed. Carried Resolution #14-095-2014 7.3 Consideration of Items requiring separate discussion a) Quarterly Report First Quarter 2014 That Committee of the Whole receive the First Quarter 2014 Report for information purposes. b) By-law 046-2014 Fireworks and Firearms By-law With Council s consent, item 7.3 b) was considered prior to item 7.3 a). Councillor McIntosh Be it resolved that By-law 046-2014, being a by-law to regulate fireworks and prohibit firecrackers by adopting the requirements imposed by the Federal Explosives Act, and to regulate and prohibit the use of firearms within the Municipality of Meaford be taken as read a first, second and third time and finally passed. Carried Resolution #14-097-2014 The Mayor called a short recess at 7:08 p.m. The meeting reconvened with item 7.3 a) at 7:12 p.m. c) By-law 047-2014 Open Air Burning By-law Be it resolved that By-law 047-2014, being a by-law to enact a revised by-law to regulate the setting and maintaining of open airs fires, as amended to delete Section 2.6.5, be taken as read a first, second and third time and finally passed. Carried as Amended Resolution #14-098-2014 d) Report OP2014-10 Annual Reports for the Meaford Water and Waste Water Systems Councillor Young That Council of the Municipality of Meaford endorse the 2013 Annual Reports for the Municipality of Meaford Water and Wastewater Systems. requested a recorded vote. Carried Resolution #14-102-2014 Councillor McIntosh returned to his chair at 7:55 p.m. 11. Council Inquiries : Mr. Vokes confirmed the procurement and installation of the wastewater emergency generator is on schedule. Councillor Young: Mr. Vokes confirmed work is underway for the Storybook Park Road project, including test pits on the road base. Limestone screenings are used to assist with pothole repair. Construction will commence in July. : The CAO advised that draft Terms of Reference for the Economic Development Liaison Group would be forthcoming in July as part of the MEDS Report, Volume 2. 12.
