Chick (Chairman) (P) Cllr A Porter (Vice Chair) (S) Cllr M Hill (P) Cllr J Newbury-Smith (KM) Cllr A Ridout (S) In Attendance: Cllr B Crooks (LCC and HBBC), Cllr R Camamile (HBBC), Mrs A Stretton (Clerk and Responsible Financial Officer), 18/122 Welcome/Apologies for Absence The Chairman welcomed everyone to the meeting and the Council noted that apologies had been received from Cllr M Surtees (HBBC) and Cllr B Sutton (HBBC), which were accepted. 18/123 Declarations by Members of Pecuniary and Non-Pecuniary Interests (In relation to Agenda items) including requests for dispensations. Cllr Porter declared a non-pecuniary interest in agenda item 8.6 re Stapleton Flower Festival. 18/124 To Review, Approve and Sign the Minutes from the Meeting held on Monday 18 th June 2018 Members reviewed the minutes of the Parish Council Meeting held on Monday 18 th June 2018. RESOLVED: To accept and to sign the minutes as a true and accurate record. Cllr Ridout proposed, all agreed. 18/125 Matters Arising/Update of actions from previous Minutes: There were no matters arising. 18/126 Reports from County and Borough Councillors (10 minutes on items relating to the Parish) It was noted that a report had been received from the County Councillor prior to the meeting. Cllr Crooks reported that the Leader of the County Council has proposed disbanding Borough and District Councils in order to form a county-wide Unitary Authority, to become active by December. 18/128.2 Monthly playground inspections on Parish Council owned recreation grounds: The clerk confirmed receipt of the monthly inspection reports and the following issues were raised: Shrinkage and movement of soil around the swing safety surface at Stapleton due to the dry weather. Slight loosening of the twisters which is also thought to be due to the dry weather. Crack to seated rower handle to be discussed under Finance. Damage to swing safety surface suspected to be caused by a disposable barbecue. 18/128.3 Post Box at Peckleton Common Cllr Chick reported that he will continue to pursue this. 18/128.4 Defibrillators update, including cold weather issues. Cllr Chick reported that he continues to look into a solution to the broken heating unit. New parts had got it working again but not at a sufficient temperature and he recommended that a new heater be ordered, at a cost of 32.99. RESOLVED: The expenditure of 32.99 on a new heater for the Peckleton Defibrillator was approved. 18/128.5 Church Lane, Stapleton Street Lamp replacement and disposal of old lamp. Cllr Chick proposed that the old lamp be donated to Stapleton Village Hall. All agreed. RESOLVED: To offer the old lamp to Stapleton Village Hall. Clerk to arrange collection and delivery. 18/129 Finance 18/129.1 Review of monthly Bank Reconciliations against Bank Statements Cllr Chick confirmed that he would undertake the checking of the bank reconciliations against the bank statements after the meeting. 18/129.2 To review Cashflow Forecast for 2018/19. The cashflow forecast was reviewed and approved. Clerk to check and amend the bank transfer details. 18/129.3 To review and approve the Quarterly Accounts Report for April to June 2018 18/129.4 To review and approve Items to be Paid/Cheques for signing/income received for July 2018. RESOLVED: Clerk to seek advice and report back to September meeting. 18/129.7 To consider a quotation from Caloo for the repair of the seated rower at Stapleton Recreation Ground. RESOLVED: Clerk to invite RCC to attend a future meeting to discuss the Good Neighbour Scheme. 18/131.2 Letter from All Saints Church Kirkby Mallory. RESOLVED: noted. 18/131.3 Email from Rehab4Addiction. 18/131.4 Email from HBBC re their Gambling Act 2005 Policy 2019. RESOLVED: Clerk to investigate the relevance to Village Hall committee and pass on if necessary. 18/131.5 Email regarding speeding on Barwell Road in Kirkby Mallory. RESOLVED: Clerk to contact LCC Highways and the local police to look into the issue of speeding and the possible relocation of the 30mph sign. Clerk to also provide information to parishioner about speed check schemes. 18/132 Projects and Grants. To receive an update on the PCIF grant applications and projects. 18/132.1 PCIF Grants the clerk reported that HBBC had approved all 5 grant requests. 18/132.2 Kirkby Mallory Recreation Ground new play equipment. The clerk reported that an order acknowledgement was awaited. RESOLVED: Clerk to liaise with Cllr Newbury-Smith re the placement of the new equipment, 18/132.3 Stapleton Recreation Ground new play equipment. The clerk reported that an order acknowledgement had been received and that a date for works to start was awaited. RESOLVED: clerk to liaise with Cllrs Porter and Ridout re the placement of the new equipment. 18/132.4 Peckleton Village Hall, drainage works works to the drains at the village hall began on the 20 th August. 18/132.5 Stapleton Recreation Ground - resurfacing works. The clerk reported that work is anticipated to be carried out in September but a start date is awaited. 18/132.6 New benches It was agreed that the new WWI memorial benches will be placed as follows: Stapleton to replace the bench near to the church. Peckleton to be place near the corner of the Desford Lane/Main Street junction. Kirkby Mallory to replace the bench close to the notice boards. Where possible it is intended to re-use the old benches in Stapleton and Kirkby Mallory. The clerk was asked to look into place the Stapleton bench on the wide grass verge near to School Lane. 18/133 WWI Memorial to discuss poppies for village signs and ideas for noticeboards. It was agreed that large poppies would be purchased for each of the village entrance signs as follows: Stapleton 6 Kirkby Mallory 10 Peckleton 4 At a cost of 3 each. Council also approved the order of 4 wreaths for Remembrance Day. It was also agreed that the clerk should order 3 remembrance banners to be placed on the 3 village noticeboards at a cost of no more than 5 each. RESOLVED: Clerk to order 20 large poppies, 3 banners and 4 wreaths. All agreed. 18/134 Standing Orders to consider amendments to the Standing Orders following advice received from NALC. Cllr Porter proposed and all agreed that the amendments should be adopted. RESOLVED: The amendments were adopted and Cllr Chick signed the new Standing Orders. 18/135 GDPR 18/135.1 Communications Policy to review and approve the updated Communications and Email Policy. Council discussed a number of changes to the policy document. RESOLVED: Clerk to amend document and present at September meeting. 18/135.2 Councillor Emails. The clerk had not yet set up individual email accounts for councillors due to lack of personal information. RESOLVED: Councillors agreed to supply the information needed. Clerk to set up email addresses. 18/136 Councillor Vacancy Kirkby Mallory Ward The Clerk reported that no applications had been received for the councillor vacancy in the Kirkby Mallory Ward. It was agreed that a notice should be put up on all notice boards and on the Council website. Councillor Chick agreed to put out a message on the Kirkby Mallory messaging group. RESOLVED: Clerk and Cllr Chick to promote the Councillor vacancy. 18/137 Facebook to review the draft new Parish Council Facebook page and approve its launch. Councillors reviewed the draft page and approved its launch. RESOLVED: Clerk to launch the Facebook page. 18/138 Clerks Update The clerk had a query about storage of documents and working papers which Council agreed to consider. 18/139 Any Other Business 18/139.1 Cllr Chick reported that the Clerk s annual appraisal is due in September and agreed to organise it. RESOLVED: Cllr Chick to organise the Clerk s appraisal. 18/139.2 Peckleton Common a fence has been put up by persons unknown on Peckleton Common. RESOLVED: The Clerk was asked to contact Spearing Waite solicitors with a view to a letter being sent to the erectors of the fence, once discovered. 18/139.3 Cllr Chick reported that the lock on the Kirkby Mallory noticeboard had broken and that he would organise the repair. Cllr Porter reported that the Stapleton noticeboard has begun to leak in wet weather. It was agreed that replacement noticeboards should be considered during budget planning for the next financial year. RESOLVED: Cllr Chick to repair lock. Clerk to note replacement noticeboards for budget planning. 18/139.4 Annual Audit Cllr Porter asked when the final report from the external auditor was expected and the Clerk agreed to look into it. RESOLVED: Clerk to contact external auditors for a progress report. 18/139.5 A complaint had been received about dog mess at Stapleton recreation ground. The Clerk agreed to look into it and contact HBBC for help.
