Approval / Guidance Specialist Position Revision The Superintendent recommends the following revisions to the position of Guidance Specialist at Passaic Valley Regional High School: A. The position be revised to a 12-month position (previously approved as a 10-month position) as per approved job description. B. That upon the resignation or retirement of the current and only Guidance Specialist at Passaic Valley Regional High School, the position be abolished. C. That upon the abolishment of the Guidance Specialist (a supervisory position), a School Counselor (a recognized PVEA position) will replace the Guidance Specialst in the department of Student Personnel Services. Approval / Amend to the Passaic Valley Regional High School, School Counselors, to the Bargaining Unit of The Passaic Valley Education Association WHEREAS, the PASSAIC VALLEY REGIONAL HIGH SCHOOL BOARD OF EDUCATION (the "BOARD") has been requested to recognize the PASSAIC VALLEY REGIONAL HIGH SCHOOL EDUCATION ASSOCIATION (the "ASSOCIATION") as the exclusive representative for certain BOARD employees; and WHEREAS, the ASSOCIATION has provided the BOARD with documentation of an appropriate showing of interest in support of this request; and WHEREAS, the BOARD has satisfied itself in good faith, after a suitable check of the showing of interest, that the ASSOCIATION is the freely chosen representative of a majority of these employees in the appropriate collective negotiations unit and that the employees wish such representation; and WHEREAS, the BOARD deems it to be in the best interest of its operations to resolve the question of unit recognition as to these certain BOARD employees without the intervention of the New Jersey Public Employment Relations Commission, NOW, THEREFORE, BE IT RESOLVED, that notice be conspicuously posted on bulletin boards in the BOARD offices where notices to employees are normally posted for a period of at least ten (10) consecutive days, advising all persons that this BOARD intends to grant such exclusive recognition without an election to the ASSOCIATION, for a negotiating unit to include, in additional to the current titles, regularly employed SCHOOL COUNSELORS; and be it FURTHER RESOLVED, in connection with the foregoing that the requirements of N.J.A.C. 19:11-3.1 of the New Jersey Public Employment Relations Commission shall be complied with; and WHEREAS, no other employee organization has claimed, by a written communication within the year preceding, to represent any of the employees in the proposed unit involved; and BE IT FURTHER RESOLVED, that should no other employee organization within the ten (10) day posting period notify this BOARD of a claim to represent the above listed titles and should no Petition for Certification of public employee representative be filed by any other organization with the New Jersey Public Employment Relations Commission, that pursuant to the provisions of N.J.S.A. 34:13A-1 et seq., and N.J.A.C. 19:11-1.1 et seq., the BOARD hereby recognizes the ASSOCIATION, effective November 27, 2017, as the majority representative and thereby as the exclusive and sole representative for collective negotiations concerning the terms and conditions of employment as permitted by law of the hereinabove included title employed by the BOARD; and BE IT FURTHER RESOLVED, that all current terms & conditions of employment for SCHOOL COUNSELORS will remain in full force and effect and be status quo until changes in the terms and conditions, if any, are agreed to by the parties, from November 27,2017 and thereafter. Approval of Monthly Bills List - January WHEREAS, N.J.S.A. 18A:19, Expenditure of Funds; Audit and Payment of Claims, provides Board of Education to make payments on claims for goods received and services rendered payable to the order of the person entitled to receive the amount after approval by the board; or in accordance with payrolls duly certified; or debt service or when provide by resolution approval by a person designated by the board, and WHERAS, the following bill lists are drawn from the Authorization checking account and is being presented to the board with the recommendation that it be paid (Attachment F-1): Date Check Numbers Total Amount 1/24/18 Pending $1,196,867.07 WHERAS, each claim or demand has been fully itemize, verified and audited as required by law in accordance with, N.J.S.A. 18A:19-2. NOW THEREFORE BE IT RESOLVED, that the Passaic Valley Regional High School Board of Education approves the above bill list from the Authorization checking account, and BE IT FURTHER RESOLVED, that the Passaic Valley Regional High School Board of Education authorizes the School Business Administrator to pay bills between board meetings if it is determined that a need arises prior to the next board meeting in accordance with Policy 6470 Payment of Claims. (attachment F-1) Page 8

Finance Committee 3. Acceptance of the Board Secretary s Report, Cash Reconciler s Cash Report and the Board Secretary s Certification of Funds for the Month of June 2017 Revised Year End Audit Adjusted WHEREAS, N.J.A.C. 6A:23A-16.10 requires the Board Secretary and the Passaic Valley Regional High School Board of Education to certify that no budgetary line item account has been over-expended and that the sufficient funds are available to meet the District s financial obligation; and WHEREAS, N.J.A.C. 6A:23A-16.10 further requires the Passaic Valley Regional High School Board of Education receive and accept the monthly financial statements, the Board Secretary s Report and the Cash Reconciler s Cash report; and WHEREAS, attached (Attachment F-2) are the revised year-end audit adjusted Board Secretary s Report and the Cash Reconciler s Cash report for the month ending June 30, 2017 for the Board to accept; NOW THEREFORE BE IT RESOLVED, the Passaic Valley Regional High School Board of Education acknowledges receipt of and accepts the revised year-end audit adjusted Board Secretary s Report and the Cash Reconciler s Cash report for the month ending June 30, 2017; and BE IT FURTHER RESOLVED, that the Board Secretary and the Board of Education certifies that no budgetary line item account has been over expended and that there are sufficient funds available to meet the District s financial obligation. 4. Acceptance of the Board Secretary s Report, Cash Reconciler s Cash Report and the Board Secretary s Certification of Funds for the Month of December 2017 WHEREAS, N.J.A.C. 6A:23A-16.10 requires the Board Secretary and the Passaic Valley Regional High School Board of Education to certify that no budgetary line item account has been over-expended and that the sufficient funds are available to meet the District s financial obligation; and WHEREAS, N.J.A.C. 6A:23A-16.10 further requires the Passaic Valley Regional High School Board of Education receive and accept the monthly financial statements, the Board Secretary s Report and the Cash Reconciler s Cash report; and WHEREAS, attached (Attachment F-3) are the Board Secretary s Report and the Cash Reconciler s Cash report for the month ending December 31, 2017 for the Board to accept; NOW THEREFORE BE IT RESOLVED, the Passaic Valley Regional High School Board of Education acknowledges receipt of and accepts the Board Secretary s Report and the Cash Reconciler s Cash report for the month ending December 31, 2017; and BE IT FURTHER RESOLVED, that the Board Secretary and the Board of Education certifies that no budgetary line item account has been overexpended and that there are sufficient funds available to meet the District s financial obligation. Approval / Use of Facilities The Superintendent recommends retroactive approval of the following use of facilities: PV will be hosting three basketball games for the sending districts travel teams. Approval / James Holsworth, Spring 2017-2018 Bus Driver The Superintendent recommends approval of Mr. James Holsworth as a bus driver for spring 2017-2018. Compensation: Bus License, Schedule C, $1690. 3. Approval of Public Agency Compliance Officer The Superintendent, in consultation with the School Business Administrator/Board Secretary, recommends the Board retroactively approve Mr. Colin J. Monahan as the Public Agency Compliance Officer from January 1, 2018 to December 31, 2018 school year. 4. Appointment of Passaic Valley Office Workers The Superintendent, and the School Business Administrator/Board Secretary, recommended the appointment of Kimberly Curtis as a Passaic Valley Office Workers staff member effective on or about, January 29, 2018 at a salary of Step-8 $30,998.00 (prorated) of the contractual Office Workers salary guide. Ms. Curtis employment is contingent on a successful criminal background check. Page 12

Athletic Committee 1. Approval / Volunteer Baseball Coach The Superintendent recommends approval of Mr. Robert Sosa as a volunteer baseball coach for the spring 2018 season. Mr. Sosa is an approved paraprofessional at Passaic Valley. 2. Approval / Assistant Boys Lacrosse Coach The Superintendent recommends approval of Mr. Zachary Donovan Assistant Boys lacrosse Coach. Compensation schedule D, category 3, step 4, $5,533. Mt. Donovan is staff member at PVHS. 3. Approval / Assistant Girls Lacrosse Coach The Superintendent recommends approval of Ms. Lisa Clark Assistant girls lacrosse Coach. Compensation schedule D, category 3, step 3, $5,000. Approval of Professional Services Construction Management for Rehabilitation of Rubberized Track Resurfacing The Superintendent, in consultation with the School Business Administrator/Board Secretary, recommends that the Board approve the proposal for construction managing services for the Rehabilitation of Rubberized Track Resurfacing to Alaimo Group in the amount of $5,000.00.
