MOTIONS 1936 Northern Lights Secondary School Resolution No. 10-238 WHEREAS The Northern Mayors Task Force has been established to urge government action and accountability in the areas of energy, policy, resources and transportation; THEREFORE Moosonee appoints Mayor Wayne Taipale to the Northern Mayors Task Force, for the remainder of his Council Term. Resolution No. 10-239 Moosonee declares Saturday, July 3 rd through Sunday, July 11 th, 2010 as Ontario Family Fishing Week. Resolution No. 10-240 WHEREAS the National Day of Healing & Reconciliation Committee has requested the donation of use of the Arena Pad on Saturday, June 19 th, 2010 from 9:00 am to 6:00 pm for the purpose of hosting a Multi-cultural Festival to raise awareness, promote and celebrate diversity in our community; Town of Moosonee approves of donating use of the Arena Pad on Saturday, June 19 th, 2010 from 9:00 am to 6:00 pm to the Committee; BE IT FURTHER RESOLVED THAT the Arena Pad facilities and the grounds are to be returned to the Town in the same state in which they were donated. Failure to do so will result in the cost of cleanup being invoiced to the Committee. Resolution No. 10-241 WHEREAS the Waweniwin Learning Centre has requested the donation of use of the Curling Club on Friday, June 18 th, 2010 for the day for the purpose of hosting a two separate Graduation Ceremonies; Town of Moosonee approves of donating use of the Curling Club on Friday, June 18 th, 2010 for the day to the Waweniwin Learning Centre; BE IT FURTHER RESOLVED THAT the Arena Pad facilities and the grounds are to be returned to the Town in the same state in which they were donated. Failure to do so will result in the cost of cleanup being invoiced to the Waweniwin Learning Centre. Resolution No. 10-242 WHEREAS the Northern Lights Secondary School has requested The Town of Moosonee provide an award to a deserving graduating student to further his or her education; Town of Moosonee approves of providing an award in the amount of $50.00 to Northern Lights Secondary School for a deserving graduating student; BE IT FURTHER RESOLVED THAT Melody McComb-Uiselt representing The Town of Moosonee, will present the award at the NLSS Graduating Ceremony on

BE IT FURTHER RESOLVED THAT each member of this Council agrees to contribute $10.00 each to this bursary for a total award of $100.00. Resolution No. 10-243 WHEREAS Sagashtawao Healing Lodge is submitting a proposal to Health Canada to provide direct treatment services to families in the James and Hudson s Bay areas, and is requesting a letter of support from the Council of the Corporation of the Town of Moosonee; AND WHEREAS the Corporation of the Town of Moosonee requires community compliance with Zoning By-Law #37-07, the Planning Act, the Town of Moosonee s Official Plan, and provincial building codes; AND WHEREAS Sagashtawao Healing Lodge agrees to abide by all applicable by-laws, acts and regulations, making applications as may be necessary to ensure compliance should funding be granted for modernization of the Centre; THEREFORE BE IT RESOLVED THAT the Council of Corporation of the Town of Moosonee hereby supports Sagashtawao Healing Lodge s proposal submission to Health Canada to seek funding for modernization of the Treatment Centre and programs. Resolution No. 10-244 WHEREAS the Payukotayno Housing Authority has been incorporated as a notfor-profit organization, to provide housing stock for approved foster care givers and staff who require accommodation, in the Town of Moosonee; AND WHEREAS the Town of Moosonee is eligible to appoint two voluntary Directors members to the Payukotayno Housing Authority Board, with the necessary skills, and experience to contribute to the governance and objectives of the Payukotayno Housing Authority; Town of Moosonee appoints their Chief Administrative Officer as a voluntary Director to the Board of the Payukotayno Housing Authority, effective immediately for a term of one year. Resolution No. 10-245 WHEREAS Council of the Corporation of the Town of Moosonee is required to maintain an Airport Emergency Response Manual as a condition of certification and the document forms an integral part of the Aerodrome Certificate; Town of Moosonee hereby adopts the Moosonee Airport Emergency Response Manual, revision year dated 2010/2011. Resolution No. 10-246 Moved by: Clifford Trapper Moosonee accepts the resignation of Shirley Sparling, Full Time Support Counsellor at the FRC, effective May 28 th, 2010. Resolution No. 10-247 Moosonee approve the termination of employment of Hazel Gunner, Casual Support Counsellor at the FRC, effective May 31 st, 2010.

Resolution No. 10-249 BE IT RESOLVED THAT the Council of Corporation of the Town of Moosonee approve hiring William Solomon Jr. to the TERM position of Tidewater Park Supervisor, effective June 11 th, 2010 through September 10 th, 2010. Resolution No. 10-250 WHEREAS Council of the Corporation of the Town of Moosonee declares the 1992 Yamaha ATV to be a surplus asset; Town of Moosonee directs Management to dispose of the asset by way of Public Notice declaring the asset is Surplus and is For Sale As-Is Where-is, to the highest bidder. Resolution No. 10-251 WHEREAS Council of the Corporation of the Town of Moosonee declares the 1986 Cadillac Hearse to be unsafe to operate, and well beyond the age for reasonable repair investments to be considered for this vehicle. Town of Moosonee declares the 1986 Cadillac Hearse to be a surplus asset and directs Management to dispose of the asset by way of Public Notice declaring the asset is Surplus and is For Sale As-Is Where-is, to the highest bidder. Resolution No. 10-252 Moosonee approve the termination of Bobby Spence s Offer of Employment with the Town of Moosonee for a TERM position with the Public Works Department. Resolution No. 10-253 Moosonee approves the termination of Denis Wynne s TERM employment with the Town of Moosonee effective May 21 st, 2010. Resolution No. 10-254 Moosonee approves hiring Jordan Glenesk to the TERM position of General Labourer for the Public Works Department effective June 1 st, 2010 to August 17 th, 2010.

Resolution No. 10-260 BE IT RESOLVED THAT by-law No. 30-10 being a by-law to authorize the execution of an Agreement between the Corporation of the Town of Moosonee and Mushkegowuk Council to provide funding through the Canada Summer Jobs 201 program for Airport Operations having been read a first and second time be deemed to be read a third time and finally passed. Resolution No. 10-261 BE IT RESOLVED THAT by-law No. 31-10 being a by-law to authorize the

Corporation of the Town of Moosonee June 14, 2010-7 - Discussion Resolution No. 10-268 BE IT RESOLVED THAT this meeting move out of camera at 9:20 p.m. MOTION Resolution No. 10-269 WHEREAS the Corporation of the Town of Moosonee adopted The Town of Moosonee s Human Resources Policy Manual under By-Law #14-09; AND WHEREAS Management of the Corporation of the Town of Moosonee has committed to review the Manual on an annual basis and make necessary recommendations for improvement; Town of Moosonee hereby approves the 2010 amended version of the Town of Moosonee s Human Resources Policy Manual, with an effective implementation date of July 1 st, 2010.
