Thursday December 12, 2013 Boardroom of the Commissioners 622 Croghan St., Fremont, OH 43420 Session began at 8:00a. Throughout the day the following occurred. Commissioners reviewed numerous mailings. Several other items for other offices were signed and/or reviewed by the Commissioners. Minutes were approved for session 12.10.2013. Invoices were cared for in electronic fashion. Then & Now certificates: One presented from the Law Library. A book had been shipped from a vendor without prior knowledge. There was a purchase order open for the vendor but it did not have sufficient funds to care for the invoice. Commissioner Thatcher moved to care for the certificate as presented with a second to the motion offered by Commissioner Damschroder. Ensuing vote was affirmative by the majority with Damschroder and Thatcher voting yes. Jim Seaman, CWP Director, met with the Commissioners. General conversation was had about a recent activity where the work crew sets up the stage at the Grace Lutheran Church for the Toledo Symphony. He noted that the crew was able to listen to the music and appreciated it. He reported that he has asked to have a meeting with the judges about the Reentry Court. He is not finding the results that were expected when the program was started. He remarked that there are not consequences being meted out when the clients in the court program are violating the court s orders. The newest juvenile reentry grant has not been approved yet for the plan for the two year plan but that cannot be approved until 90 days out from the end of the first fiscal year. The work crew has just about completed all of the outside work. He is lining up some indoor work for the winter months. Cindy Bilby and Deb McGrath, Director and Asst. Director at the SCDJFS, met with the Commissioners. The basis of the conversation follows. Collabor8 update The Medicaid expansion issue has created more problems than it is worth and it looks like the system is reverting back to a system where the clients are being referred back to the county of residence which is the complete opposite of how this program was to work. Office chairs Commissioners during DJFS budget meeting noted that they might be able to assist with the purchase of some chairs. The Commissioners indicated again today that they will assist but will make a final decision once the quotes and additional information is received. Active Shooters This guidance document is now in the hands of the Sheriff for review. Miscellaneous/unit updates - Foster kids Christmas party is slated for this evening. Some discussion about some personnel matters and the possible need to look at another consulting firm which is something that the Commissioners have been considering over the recent past. County Administrator issues: The matter of the life insurance that has been a covered benefit was discussed in the Elected Officials meeting. This has been a covered benefit through funds that were leftover when the county moved away from a self-insured position many years ago. At this time there are not sufficient leftover funds to continue this benefit. It was a consensus of opinion that this benefit can be eliminated if there is some other manner by which the staff can be compensated. During a very lengthy discussion the matter of the time it takes to currently care for back-ups to the county data was noted. After the review of a proposal from the Dell Corporation for their AppAssure product was had, Commissioner Damschroder moved to expend up to $9K from the Permanent Improvement Fund to obtain this software.
