A member of the audience spoke regarding road conditions she was referred to public works and Shannon Murphy-Olson instructed her on how to appear at a City Council Meeting and get the issue on the agenda. Murphy-Olson also described the Transportation Benefit District funds that will be appropriated for street and sidewalk repairs. Cynthia Peabody, Co-owner of Tiki Tap, discussed the goals of the Centralia Downtown Association for the coming year. She also asked about the downtown walking tour that was done in previous years. The CDA would like to have that tour occur every year. They would also like to have the information in the tour pamphlet updated. Murphy-Olson we did discuss a few years ago, QR codes, and if we were able to implement that, the whole history of the building would pop up when someone scanned the code with their smart phones. Currently, the City does not have the technology to get it into the correct format. LaPlaunt collecting the historic information is the easy part. Did someone make a donation to the project? Peabody Edna Fund donated a $1,000 to the CDA for the compilation of historic information. E. Other business: Update on Borst Park Light Display turnout. Murphy-Olson it was fun and it went really fast. Everyone is willing to do it again next year. The Commission earned $200.00 for the Block House Restoration Fund. LaPlaunt also personally thanked Kim Ashmore and his family for helping with our four-shift, and for supporting the Block House project. Review grant applications. Murphy-Olson all of the Grant applications require a plan and hard numbers. E Pierson is providing $1500 from the Parks Budget to pay for the expert, Harrison Goodall, to come down and give us a professional assessment of the block house structure. He will do an analysis of what needs to be done and what it will cost. S Blosser will be contacting him within a few days and we will do a Letter of Intent to retain his services. We have the funding. LaPlaunt that really is Step 1 and that is a huge shot in the arm. Murphy-Olson we are going to wait until we have his information and then we will determine what grants would be appropriate to apply for. One of the commission members term has expired and two will expire January 2016. All had new applications to turn in. Murphy-Olson requested that they complete their applications and return to City Hall. Proposed by-law changes: H Hoke The by-laws and the ordinance both limit terms to four consecutive terms. Once the fourth term has been completed they have to sit out at least one three-year term. We would like to change is to remove the term limits provision. She has checked the by-laws of some other commission, and none of them have this term limit requirement. LaPlaunt Twelve years ago, everyone wanted to serve on the Historic Commission, so there was a need to cycle members off. That isn t the case anymore. Murphy-Olson People are used to the process now. We would like to propose eliminating term limits to the council. She requested that the Commission vote on a motion to the affect that the term limits will be removed from the by-laws. Vice Chairman - Roy Matson: Motion Commission Member - Jackie Franks: 2nd Commission Chairman - Daniel LaPlaunt: Approve Vice Chairman - Roy Matson: Approve Commission Member - Jordan Peabody: Absent Commission Member - Jackie Franks: Approve Jordan Peabody requested that we consider changing the meeting day we are bound only by the ordinance. The by-laws do not need to be changed. He is requesting that the meetings be moved to Thursdays. LaPlaunt would the 2 nd Thursday conflict with anything? Yes, Planning Commission meetings at 6:00 p.m. on the 2 nd Thursday of the month. The first and third Thursdays would also be an option. Matson he has no conflict with either day. LaPlaunt suggested that the first Thursday of the month would be better because there would be a few days before the next City Council meeting. Hoke next month we need to elect officers. LaPlaunt is there any additional business? Matson No Franks No LaPlaunt shared that Edna Fund had called him about donating money to assist in the installation of historic plaques on the historic buildings downtown. The commission has addressed this issue many times and nothing has ever been finalized. His commitment to Edna is that he is motivated to work on it especially after her generous donation. Murphy-Olson suggested that if the building is on the Local Registry we could offer to pay half of the cost of the plaque. LaPlaunt it was his impression that Edna Fund wanted the plaque to be provided free. He knows that the Renaissance Group in Chehalis was providing plaques for the historic buildings in Chehalis. Murphy-Olson suggested that the Historic Commission might apply for Hotel/Motel monies for a small, annual allotment to provide monies for the plaques. She thinks that a lot of people come to Centralia because of the historic quality of the area and that we could certainly demonstrate that we are putting heads in beds. C Peabody said she would love to put a plaque on their downtown building. Murphy-Olson said we would keep this on the agenda for the next meeting. 2.
