Call to Order The meeting was brought to order at 3:32 PM by Del McAlpine. Due to the schedules of members joining the meeting via teleconference, Del re-ordered the agenda to address all action items first. II. III. Review & Approval of Minutes Approval of August 15, 2018 Executive Committee meeting minutes was moved by Ken Dahlstedt, seconded by Tonja Myers. Motion passed unanimously. System Planning / Programs A. Sector Strategies 1. Expanded Training Opportunities a. Construction - Carpenters Pre-Apprenticeship Program Del referred members to a briefing note in their meeting packet: Pre-Apprenticeship Training: Construction Trades, which contained a recommendation forwarded from NWC s Planning committee, recommending authorizing a contract between the Council and the Northwest Carpenters Institute (NWCI) for a carpentry skills enhancement four-week preapprenticeship program for a cohort of up to 20 participants at a class cost of $48,500. Tonja Myers moved approval and Lori Province seconded, and after discussion of other contraction trades training opportunities, the question was called, and the motion passed unanimously. b. Expanding Access to Apprenticeship and STEM Focused Careers Alex Kosmides shared several recent career path development activities of the NWC: Washington Apprenticeship Vocational Education (WAVE) Tour; Two Council funded construction trades pre-apprenticeship rotational programs conducted by ANEW; NWC Executive Committee Minutes November 28, 2018 Page 1 of 5
two Council funded Ironworker direct entry pre-apprenticeship programs; a planned carpentry pre-apprenticeship training program in 2019. The Northwest is seeing strong increases in the number of job seekers, including young adults, entering registered apprenticeship programs. Members reviewed NWC s Career Connect Contract s Third Quarter Summary provided in their meeting packets. Alex shared that the NW region has been recognized for its outcomes, totaling nearly 60% of the current statewide Career Connect WA apprenticeship expansion efforts. c. Manufacturing Labor Market Outlook Alex referred members to enclosed Economic reports that support the Board s continued investment in training and job placement for the Manufacturing sector. Notably in the NW region, Whatcom and Skagit counties continue to show significant job growth in manufacturing year over year. Also, the regional labor market review provided monthly by the regional economist, Anneliese Vance-Sherman is posted to the Council s website: www.nwboard.org for reference. Both Whatcom and Skagit counties continue to show significant job growth. d. Roundtable NW Employer Internship/Apprenticeship meeting Dec 7 There will be a NW Employer Roundtable focusing on Internship/Apprenticeship on December 7 th at the NW Career & Technical Academy in Mount Vernon. Members are encouraged to attend. This is a notable example of the board s involvement with partners and the activities that bring focus to our region s key sector industries. IV. CEO Report CEO Dubigk reported on the following items: Washington Workforce Association Annual Conference, November 6 & 7 Gay reported that the annual Washington Workforce Association professional development conference took place on November 6 and 7 in Seattle. Turn-out was nearly 500 in attendance from most partner organizations. Sixteen of NWC s staff attended. Statewide Business Outreach Launches at WorkSource Gay Dubigk reported there is a statewide outreach campaign targeting Washington employers, encouraging them to post their jobs to and utilize the services offered by WorkSourceWA.com. WA Update: Federal Funding Summary for Workforce Development Gay provided members with an update on funding for workforce development and training programs with a report dated October 1. She reported the $854 billion spending package includes full-year funding for the Departments of Defense, Labor, Education, and Health and Human Services. The report also notes the protection of funding for the Workforce Innovation and Opportunity Act (WIOA) State grants. NWC Executive Committee Minutes November 28, 2018 Page 2 of 5
National Association of Workforce Boards Annual Conference March 23-26, 2019 Gay reported the National Association of Workforce Boards conference is scheduled for March 23-26, 2019 in Washington DC. Council members that will be attending include: Executive Committee members Hart Hodges and Mark Vorobik; Chairs of the board s Committees: Robin Plume (Planning) and Tammie O Dell (Quality Assurance and Regional Access Advisory Committee); and NWC s Chief Elected Official, Skagit County Commissioner Ken Dahlstedt. Several board staff will be accompanying. V. System Oversight A. WIOA 1. One Stop System Operator (OSSO) Performance Review Del referred members to the Briefing Note and the written Performance Review for NWC s One Stop System Operator (OSSO) in their meeting packets. It contains a recommendation from staff to renew the OSSO contract with Strumpf Associates for the period of January 1 through December 31, 2019, based on successful performance as reported in the Performance Evaluation. Del requested including the annual contractual amount of $25,000 to the recommendation to renew. Lori Province moved to amend the OSSO renewal motion to add the $25,000 contract amount; Ken Dahlstedt seconded and with all in favor the amendment passed. Del then asked members for an action on the amended renewal recommendation of the OSSO contract with Strumpf Associates. Mark Vorobik moved approval, Ken seconded, with all in favor the motion passed unanimously. 2. Supplemental Program Performance Report: PY 18 Program Year: Qtr. 1 July 1, 2018 September 30, 2018 Alex referenced the report contained in the meeting packets: WIOA Title IB Program Performance PY 2018 Quarter 1: July 1, 2018 to September 30, 2018. Data is based on real-time exit information from the three (3) WIOA Title IB funding streams administered by NWC: Adult, Dislocated Worker & Young Adult. The indicators average across five (5) performance targets and three (3) Title IB programs to determine performance. NWC exceeded all targets for the program performance measures for the 1 st Quarter Program Year 2018. 3. PY 18 & 19 Performance Targets New State & Local Targets The state Workforce Training Board (WTB) negotiates with the federal Department of Labor regarding the state s performance targets. The WTB is responsible to then negotiate the local performance targets with each area. Alex presented WTB s letter to NWC in which they provided the Northwest region s performance targets for Program Years 2018 and 2019 for the WIOA IB Adult, Dislocated Worker, and Youth programs. Local targets were based on past performance and then adjusted up or down, relative to how well the state s performance was above or below the state DOL target. 4. Memorandum of Understanding (MOU): Status of PY 18 Regional Infrastructure Funding Agreement (IFA) The NW Memorandum of Understanding (MOU) was contemporized, to include minor technical updates and redistributed among Partners for signature. Only the Department of Services for the Blind (DSB) has yet to sign the NW MOU. DSB has also declined the amount of their financial contribution to the Infrastructure Funding Agreement (IFA) and made an offer of a reduced amount. This is being referred to the IFA partners for resolution. DSB is the only mandatory partner who has not yet signed either the MOU or IFA. VI. Board Business 1. Nominating Committee for Council s 2019 Slate of Officers Del reported that Chair, Tonja Myers, confirmed the Nominating Committee for the Council s 2019 Slate of Officers. Those members are Robin Plume, Tammie O Dell, and Kevin Corrigan. The elections for the Council s 2019 Slate of Officers will occur during the December meeting. 2. NWC Fiscal Procedure Revision: Check Signer(s) Del referred members to the briefing note located in their meeting packets: Revision to Check Signer Policy. Current policy requires that two (2) designated signers authorize each check generated through NWC s Accounts Payable process. During NWC s latest audit, staff reviewed with Alegria and Co. a recommendation that, with the Council s strong internal controls, a single signer be sufficient for amounts less than $5000. Alegria concurred with the recommendation. Gay requested adding that the procedure should include that if key fiscal personnel (Financial Manager or Fiscal and Programs Support Specialist) should change, internal procedure would revert to two check signers until subsequent audit and monitoring resulted in no questions. Tonja moved to approve the procedure change as stated, Mark seconded, and the motion was approved unanimously. 3. NWC 2019 Meeting Calendar The 2019 Council and Committee Meeting Calendar was provided in hard copy to members present. All 2019 meetings are also posted to the Council s website: www.nwboard.org. 4. Annual Audit: On-site Exit; Alegria (audit firm) presenting final Draft Audit Report at Quality Assurance Committee Special Meeting: December 12 th at Noon in NWC Board Room. Del stated the Quality Assurance Committee also serves as the Council s Audit Committee will be meeting with Alegria & Co, NWC s external audit firm on December 12 th at noon. This committee deals directly with the audit firm. Sharon Sappington, Economic Development Council of Island County, representing Island Business; Michele Stellovich, representing Whatcom Labor. Bob Gay, Adam Lambe, and Karl dejong are new alternates. Kevin Corrigan, Alerd Johnson, Tammie O Dell, and Lori Province have also been renamed for additional terms.
