The Center Point City Council met in regular session on Tuesday, April 12, 2016 at 6:00 pm in the Council Chambers at City Hall 200 Franklin Street. Mayor Paula Freeman-Brown presided. Mayor Freeman-Brown asked for citizens comments. Citizen Randy Smith, 1023 Valley Street voiced his concerns regarding the validity of these proceedings. Mayor Freeman-Brown asked City Clerk Atkinson if any verbal or written comments were received, there were none. The public hearing closed at 6:04 pm. Attorney Kruse addressed Mr. Smith s concerns and answered council questions regarding said concerns. Council also provided their comments on Smith s concerns. M/S Stuelke/Andrews To approve Resolution 2016-43 A resolution approving the lease of real property 2 acres of farm ground adjacent to the Center Point Memorial Cemetery to Josh Hendryx for $400.00 per year for 20 years beginning 04/13/2016. Aye: Andrews, Stuelke, Mann Abstention: Hendryx Petitions and Communications City Administrator Huisman explained that the council did not need to approve the Pork Days Run, Kim Hotchkiss contacted her and explained that they will be using the nature trail and no street closures are necessary. M/S Stuelke/Hendryx To approve the second reading of proposed ordinance 470 An Ordinance Regarding Sewer Rates Aye: Hendryx, Mann, Andrews, Stuelke M/S Andrews/Hendryx To approve Resolution 2016-44 A resolution to designate Poppy Days to be May 27 th 30 th, 2016 Aye: Mann, Andrews, Stuelke, Hendryx Engineers Report, Ryan Wicks Engineer Wicks provided updates for proposed projects sidewalk, Main St S and the library parking lot. Attorney Report, Anne Kruse Attorney Kruse reported that there has been a settlement of the contempt of court proceedings, payment is to be made to the City. Kruse also reported that the trial date for the 657A proceedings has been set for 09/08/16. City Administrator Report, Chelsea Huisman City Administrator Huisman reported on several items: the City is experiencing difficulty hiring seasonal staff as well as the part time PW staff; the Library Board of Directors is attending the Vision Iowa meeting to ask for an extension of the CAT grant; the DOT bridge reconstruction paperwork has been filed. Administrator Huisman also requested a work session to be scheduled in May. Old Business City Administrator Huisman provided an explanation of the proposed Community Center rental contract. Council discussed the terms and asked for additional information. Law Enforcement Deputy Lamere provided the law enforcement report, there were 147.60 hours of service for the month of February 2016 and 60 calls for service for 03/22/2016 thru 04/12/2016. Mike Stanton, Corner Store owner, thanked the council/commission the wayfinding signage but asked for them to consider moving the school sign by the grocery store that he feels directs traffic away from businesses on Lewis Access Road.
