CITY OF PUYALLUP ARTS & CULTURE COMMISSION September 21, 2018 The meeting of the City of Puyallup Arts & Culture Commission was called to order at 10:00 a.m. in Room 503 of Puyallup City Hall, 333 South Meridian, Puyallup, Washington. Members Present: Members Absent: Chair Bradley C. Pugh Commissioner David DeGroot Commissioner Rosemary Eckerson Commissioner Kathy Turner Commissioner Becky Cain-Kellogg Staff Present: Public Affairs Officer Brenda Fritsvold Approval of Agenda: A motion was made by Commissioner Eckerson, seconded by Commissioner DeGroot to approve the agenda. Motion carried 4 0. Approval of Minutes: A motion was made by Commissioner Turner, seconded by Commissioner DeGroot to approve the minutes of June 15, 2018 as submitted. Motion carried 4 0. Selection of Chair: A motion was made by Commissioner Turner, seconded by Commissioner Eckerson to appoint Brad Pugh as Chair. Motion carried 4 0. Chair Pugh noted the Commission s intention to appoint a Vice Chair when the two vacancies are filled. Audience Comments: Wayne Fass from the Puyallup Historical Society introduced himself to the Commission. Roberto Salas Mural Project The Commission discussed the endeavor spearheaded by local resident Chuck Fitzgerald to bring internationally acclaimed artist Roberto Salas to Puyallup next month for a community mural project and associated public lecture. Action: A motion was made by Commissioner Turner, seconded by Eckerson, that the Commission formally endorse this endeavor. The motion carried 4 0. Page 1 3

Arts & Culture Commission Minutes September 21, 2018 Linn Larsen Mural Proposal Commissioner DeGroot relayed a proposal from Linn Larsen who owns industrial property at 213 10 th St. SE off of Pioneer, prominently viewable to those exiting 512 eastbound. Mr. Larsen has proposed that the towers on the property be used as a community billboard to promote tourism in an artistic way. He indicated his willingness to provide the necessary epoxy base coat underneath any artwork. The Commission agreed to invite Mr. Larsen and/or his representative to attend a future meeting of the Commission to further discuss his proposal. The Commission further discussed Pierce Conservation District s recently-announced plans to commission a mural at its new Puyallup location (308 West Stewart). Commissioners noted that any formal City action on these kinds of endeavors, proposals and projects would require support, endorsement and funding from the City Council. Action: A motion was made by Commissioner Turner, seconded by DeGroot, to ask the City Council if it is willing to facilitate this kind of proposal with support, endorsement and funding. The motion carried 4 0. Puyallup Entrance/District Signage The Commission reviewed a memo proposing that the City install entrance signage to identify various areas of Puyallup (for example, the Downtown District, the Car District, the Fair District, and the South Hill or Uptown District). Action: A motion was made by Commissioner Turner, second by Eckerson, to approve the memo for submission to the City Council. The motion carried 4 0. Arlene Towne Correspondence (9/11 Flag Artwork) The Commissioners noted the receipt of a letter from Arlene Towne, the artist whose piece titled 9/11 Flag was purchased by the City for the outdoor gallery in 2002 but has not been displayed in some years. Ms. Towne urged the Commission to determine an appropriate location for the public display of this piece. Commissioner DeGroot added that another City-owned piece titled Land of the Free, Home of the Brave was previously stored at the Fireman s Hall (427 N. Meridian). The hall s owner, Pierce County Professional Firefighters IAFF Local 726, recently asked that the City remove this art from their premises, and it has been moved to the storage area of the Cornforth-Campbell building. Action: A motion was made by Commissioner Turner, second by DeGroot, to advise that the City display these two pieces at the War Memorial Building in accordance with Arts Downtown s specific recommendations. The motion carried 4 0. 4 Page 2

Arts & Culture Commission Minutes September 21, 2018 Casino Sculpture Relocation Commissioner DeGroot reported Arts Downtown s recommendation that the City-owned sculpture Casino be relocated from its previous spot by the post office to an area on the west sidewalk of Meridian between Pioneer and Elm in front of US Bank. Mr. DeGroot noted that the sculpture was recently repaired following a one-vehicle accident at the post office, but the part of the property that was damaged has not yet been restored. Action: A motion was made by Commissioner Turner, second by DeGroot, to approve the relocation of Casino as proposed. The motion carried 4 0. 2018 Work Plan: Needs Assessment and Community Survey A motion was made by Commissioner Turner, second by Eckerson to table further discussion of and action on these items. The motion carried 4 0. Other Business Commissioner Eckerson shared the Puyallup Main Street Association s interest in having the City reinstall poles along Meridian to allow the placement of an across-street advertising banner as was utilized in the past. Action: A motion was made by Commissioner Turner, seconded by DeGroot, that the Commission support the PMSA s request in this matter. The motion carried 4 0. Notices and Events Commissioner Turner announced the Meeker Mansion s annual Cider Squeeze will be on Saturday, October 13 th. Mr. Fass said the Tacoma-Pierce County Health Department conducts an inspection of the mansion grounds to ensure their cleanliness, and only apples purchased on-site can be used to make cider. Commissioner Turner reported that the Puyallup s Children s Theatre recent production of the musical Mary Poppins was very well done. She invited everyone to attend Arts Downtown s auction on November 17 th. Adjournment: Chair Pugh declared the meeting adjourned at 10:40 a.m. 5 Page 3

The community s prefers a natural color palette with earth tones.
