DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF No pecuniary interests disclosed at this time. 2. APPROVAL OF PREVIOUS MINUTES (A) September 20, 2017, regular meeting minutes. It was: Seconded by: D. Kington (Resolution #PSB-39-2017) RESOLVED THAT the minutes of the regular meeting of the Thames Centre Police Services Board held on September 20, 2017 be accepted as printed and circulated. Carried. 3. PRESENTATIONS/DELEGATIONS none. 4. REPORTS (A) Thames Centre Police Services Board Report, September - October 2017. A/Insp. Haight presented and reviewed the Thames Centre Police Services Board (TCPSB) Report for the period September to October 2017, as prepared by Middlesex OPP. The Report consisted of the following statistics: Motor Vehicle Collisions (decrease over 2016) Violent Crime (decrease over 2016) Property Crime (decrease over 2016) Drug Crime (increase over 2016) Clearance Rate (decrease over 2016)

Page 2 Criminal Code and Provincial Statute Charges Laid Traffic Related Charges Public Complaints Secondary Employment Staffing Updates Statement of Fees Collected Recoverable Expenses False Alarms (decrease over 2016) Narratives - CORE (Traffic) no report - Street Crimes Unit Report - Media Relations & Community Safety Officer Report - Middlesex Auxiliary Unit Report During the presentation, A/Insp. Haight provided clarification concerning certain items outlined in the Report. After some discussion, it was then: (Resolution #PSB-40-2017) RESOLVED THAT the Thames Centre Police Services Board Report for the period of September to October 2017, as prepared by the Middlesex County Ontario Provincial Police, be received. Carried. (B) Report No. PSB-003-17, re proposed 2018 meeting schedule for the Thames Centre Police Services Board. The Members of the Thames Centre Police Services Board reviewed Report No. PSB-003-17 prepared by the Secretary/Administrator dated. The purpose of this Report is to establish a schedule of regular meeting dates and times for 2018 for the Thames Centre Police Services Board (TCPSB). It was then: (Resolution #PSB-41-2017) RESOLVED THAT Report No. PSB-003-17 of the Secretary/Administrator, dated, concerning the proposed 2018 meeting dates for the Thames Centre Police Services Board (TCPSB) be received for information; AND THAT the following schedule of meeting dates for the Thames Centre Police Services Board for the 2018 calendar year be approved: Wednesday, February 21, 2018 Wednesday, May 16, 2018 Wednesday, September 19, 2018 Wednesday, November 21, 2018

Page 3 noting that such dates and times may be subject to change. Carried. (C) Report No. PSB-004-17, re proposed 2018 Draft Operating Budget for the Thames Centre Police Services Board. The Secretary/Administrator presented Report No. PSB-004-17 dated. The purpose of this Report is to present the 2018 Draft Operating Budget of the Thames Centre Police Services Board (TCPSB) for its consideration and approval. After some discussion on the matter, it was then: (Resolution #PSB-42-2017) RESOLVED THAT Report No. PSB-004-17, of the Secretary/Administrator for the Thames Centre Police Services Board (TCPSB), regarding the 2018 Draft Operating Budget for the TCPSB, be received for information; AND THAT the 2018 Draft Operating Budget for the TCPSB, in the amount of $31,065.00, as attached to Report No. PSB-004-17, be approved; AND THAT the 2018 Draft Operating Budget be presented to Council for its consideration during the 2018 Budget deliberations. Carried. (D) Verbal Report, re OACP/OAPSB Zone 6 meeting held on October 11, 2017 in Chatham. Chair Bain advised that on October 11, 2017, he, Member Kington, and the Secretary/Treasurer attended the Ontario Association of Chiefs of Police/Ontario Association of Police Services Boards (OAPSB) Zone 6 meeting in Chatham. Chair Bain provided a brief overview of the sessions, which included the following: Drone Presentation/Demonstration by the Chatham Kent Police Services and Your Bargaining presentation by Terry Baxter, Senior Labour Relations Strategist, Treasury Board Secretariat. (Resolution #PSB-43-2017) RESOLVED THAT the verbal report, as provided by Chair Bain, concerning the OACP/OAPSB Zone 6 meeting held on October 11, 2017 in Chatham, be received for information. Carried. (E) Verbal Update, re Bill 175, Safer Ontario Act, 2017, as it relates to the Police Services Act. Chair Bain provided a brief overview of some of the changes under Bill 175 Safer Ontario Act, 2017 as it relates to the Police Services Act. Chair Bain noted the following changes: - One Police Services Board per OPP Detachment - Formation of OPP Governance and Advisory Council to provide advice to the Minister regarding the OPP

Page 4 - Establishing an Inspector General to oversee police services and police services boards and will be able to review complaints, including against board members and chiefs of police - Strengthening civilian governance - Requirement for PSB members to complete training - Increasing minimum and maximum board size - Promoting collaborative partnerships between municipalities, police, and other sectors - Renaming the Office of the Independent Police Review Director (OIPRD) to the Ontario Policing Complaints Agency who would investigate all public complaints against police officers - Renaming the Ontario Civilian Police Commission (OCPC) to the Ontario Policing Discipline Tribunal, who would adjudicate police disciplinary matters After some discussion, it was then: (Resolution #PSB-44-2017) RESOLVED THAT the verbal report, as provided by Chair Bain, concerning Bill 175, Safer Ontario Act, 2017, as it relates to the Police Services Act, be received for information. Carried. 5. CORRESPONDENCE DISCUSSION (A) Ministry of Community Safety and Correctional Services, October 20, 2017, re reappointment of Russell Bain to Thames Centre Police Services Board for a period of two months, or until such time as an appointment has been made by OIC, whichever occurs first. Chair Bain reviewed correspondence received from the Ministry of Community Safety and Correctional Services concerning the reappointment of Russell Bain to Thames Centre Police Services Board. After some discussion on the matter, it was then: Seconded by: J. Maudsley (Resolution #PSB-45-2017) RESOLVED THAT the correspondence received from the Ministry of Community Safety and Correctional Services, dated October 20, 2017, concerning the reappointment of Russell Bain to Thames Centre Police Services Board for a period of two months, or until such time as an appointment has been made by OIC, whichever occurs first, be received for information. Carried.

Page 5 6. CORRESPONDENCE CONSENT (A) Ontario Provincial Police, September 27, 2017, re 2018 Annual Billing Statement for Thames Centre for period January 1 December 31, 2018. It was: Moved by: C.
