Adoption of Agenda Item 2.a) was removed at the request of the Delegator. Planning and Building Services Planning and Economic Development Report 2012-24 w/ Janet Lougheed-Georgian Bay Land Trust RE: Doors Open 2012 Ms. Schnier told the members that there were 870 visitors to the event; Ms. Lougheed gave a brief overview on the role of the Georgian Bay Land Trust.

COW-85-2012 R Hanson-Rivett BE IT RESOLVED THAT Chair Braid and Committee of the Whole Members recommend to Council to accept this report ECON 2012-24 for information purposes only. AND FURTHER that Chair Braid and Committee of the Whole recommend to Council to support municipal staff s continued communications and projects with the Georgian Bay Land Trust in the delivery of mutually beneficial goals and objectives as it relates to the Sustainable Georgian Bay Community Based Strategic Plan. Planning and Economic Development Report 2012-23 RE: Mayors Golf Tournament Member Wiancko inquired where the reception would be held; Ms. Schnier answered that Rawleigh Lodge may be able to accommodate but she will confirm in the near future. COW-86-2012 R Rivett-Hanson BE IT RESOLVED THAT Chair Braid and Committee of the Whole Members recommend to Council to support the Township of Georgian Bay Mayor s Golf Tournament to be held on September 6, 2012 (Rain Date September 13, 2012) at Oak Bay Golf Course. AND FURTHER that Chair Braid and Committee of the Whole recommend to Mayor and Council to support the application of a Special Occasion Permit submitted by Oak Bay Golf Course for a tournament to be held on September 6, 2012. This tournament is for the purpose of a public event known as the Mayor s Golf Tournament and as such is deemed municipally significant. Planning and Economic Development Report 2012-42 RE: Comprehensive Zoning By-law RFP Ms. Lewis explained that her preference would be for the two documents (Official Plan Zoning By-law) to be worked on in tandem and for the RFP to be released. Rivett-Hanson BE IT RESOLVED THAT Committee of the Whole recommends that Council authorize the release of the proposed RFP for the Comprehensive Review and Update of the Township s Zoning By-law. AND THAT Committee supports a RFP release date of Friday, June 29, 2012. Councillor Pat Edwards Open Space Committee Update Member Edwards provided information regarding the Open Space Committee and the work they have done producing a draft by-law which will be considered on July 16, 2012. The current by-law (for Open Space) appears to have been lifted from another municipality and the character of Georgian Bay wasn t considered at the time. The draft bylaw will prevent any construction being done on an Open Space unsubdivided island and during the Zoning By-law review; Open Space should be changed to Natural State and include any exceptions at that time, if any will be required. COW-88-2012 R Edwards-Wiancko BE IT RESOLVED THAT Committee of the Whole receives the Open Space Land Use Review Committee Report dated June 22, 2012; AND THAT Committee of the Whole recommends that Council consider the recommendations in the report during the OP and ZB By-law reviews. Administration Clerk's Report 2012-19 RE:FOI Opinion Letter Ms. Boonstra explained that the duties of the Head of Information Coordinator have been assigned to the Clerk s Department and that is who is responsible for ensuring the regulations are followed. 3

COW-89-2012 R Hanson-Rivett BE IT RESOLVED THAT Committee of the Whole accepts Clerk s Report 2012-19 for information purposes. Councillor Bruce Hanson RE: Ad Hoc Water Quality Testing Committee-Update Member Hanson spoke about the water quality testing being done throughout the Township. They have now joined forces with the Ministry of Environment which will help reduce the costs of testing and provide the ability to share data. Member Edwards inquired about what restrictions may be included in the new Official Plan regarding water quality; Ms. Tripp stated the Septic Reinspection Program was now underway and Mr. Fedoriw would be bringing a report to the next meeting. New Business Dates for Ward/Boundary Information Session - Direction to staff Ms. Boonstra explained that she did not receive the feedback she was expecting in regards to the options available for the Ward Boundary Review. Member Wiancko suggested bringing the matter forward at a Committee of the Whole meeting instead of having a meeting on a separate date. Chair Braid suggested it come forward to the August 27 th Committee of the Whole meeting; Member Wiancko would like the public to be able to make comments. Request for status update on Community Policing Committees - Mayor Braid Chair Braid would like all policing committee information on the website including minutes, any reports submitted and budget information. The Northern Policing Committee is the second Saturday of the month at the MacTier Policing Office (10 Front Street) at 9:30 a.m.; the Southern Policing Committee is the first Wednesday of the month at Baxter Ward Community Centre at 7:00 p.m. 4

An update on information with respect to the "Field" OMB case - Councillor Edwards Ms. Lewis explained that the OMB has not sent their decision yet but members of Council will be informed of it once it arrives. Request for update with respect to island 195 litigation and review by Chris Tzekas - Councillor Edwards Member Edwards stated he had a conversation with Chris Tzekas; Member Wiancko suggested a policy be in place so members of Council can t contact the Township s solicitor(s) and increasing the Township s legal bill. Member Hanson volunteered to take on that task now that the Procedural By-law has been completed and approved. Member Wiancko also had a concern for when a member of the public contacts Township solicitor(s) resulting in the Township receiving the bill.
