J. Public Comments/Announcements The Consortium Member reported that CVRC is participating in the Zoo Boo on October 21 st and 22 nd from 5 8 pm. They are also participating in an all-day event at Inspiration Park on October 28 th. The park is designed for people with physical disabilities. The Staff Analyst reminded members that the Clerk s office will no longer accept paper Form 700 (Statement of Economic Interest) beginning in 2018. Members will need to complete the form online and submit it electronically. The Clerk s office is offering training to filers in November at the Hall of Records; information and training dates were provided to members. The Consortium Member asked if there is a plan to offer supplemental caregiver training in the future. The only training currently offered through the County is CPR and First Aid for registry providers. Due to financial restrictions, there is no plan to offer any additional training but County staff suggested creating a link on the new website that would provide community resources, safety tips, etc. It was also suggested that members request the Union to provide additional training for providers. This topic will be added to the November agenda. Carina noted that recipients who do not have a Social Security number cannot register for ETS and asked if that will that change in the future, perhaps by allowing them to register by case number instead. County staff will follow up with the state on the next conference call. Since ETS is the state s system, they set the parameters of registration requirements. K. IHSS AC Business The Consortium Member motioned to change the November 2017 meeting date from the 8 th to the 15 th, the Provider Member seconded the motion. Members voted to schedule 2018 meetings on the second Wednesday of each month from 10:00 12:00 in the Kaweah Room at the Senior Resource Center. Kellye motioned, Sophie seconded. Members voted to hold a luncheon after the meeting in November, and will place their orders for the November luncheon by November 1 st. L. Strategic Plan The Analyst spoke with CICA Administrator Charles Bean. He requested a copy of the recruitment flyer when it is finished, and said that he can schedule a visit to one of the Fresno County IHSSAC meetings next year when the 2018 schedule is finalized. M. Director s Report PA Executive Director Electronic Visit Verification (EVV) is a federal requirement that was passed in December 2016. It requires mandatory verification that the provider is in the home while performing home health care services. Federal monies will be withheld from states who have not implemented EVV by January 2019. The California Department of Health Care Services is sponsoring a conference call (1-800-230-1092) for stakeholders input on October 12 from 10:00 12:00. The PA Executive Director will attend the meeting in person, and will continue to update the committee.

University of San Diego s IHSS Training Academy is holding a disability awareness training in Fresno on November 9 th and 10 th. The Chair has agreed to participate to share what she faces as a recipient, and the Consortium member recommended a parent from CVRC who will also participate as a speaker. The training is for Social Workers. As of Monday the 9 th, ETS has a 21% adoption rate, and around 2000 timesheets submitted in Fresno. County staff is receiving positive feedback from those who are using ETS. Both providers and recipients report that it cautions about potential violations, or if numbers were entered incorrectly. The Union will begin hosting violations and ETS training every Wednesday and will have at least one computer in their office for those who do not have access to one at home. They also plan to host a computer technology course in the future. The PA implemented a new orientation process. Providers now take their enrollment packet to orientation where it is reviewed for accuracy. Any needed corrections are made prior to leaving orientation, and they also learn about Tier 1 and Tier 2 crimes before paying to be fingerprinted. The goal of ensuring paperwork is accurate at orientation is to reduce office traffic, as well as wait time on phones. A Union member submitted an application to become a committee member, but we need another recipient provider first. N. Next Meeting/Agenda Items O.
