Sheila Harms Whitewater JPB Sheila handed out an article that was published in the Winona Post on November 1, 2017 named Tour Highlights Unique Hydrology. Sheila will be visiting Dubuque, IA for Fishers and Farmers, Farmers Lead Workshop right after Thanksgiving with Glen Haugh and John Bueller. VI. Olmsted SWCD Minutes November 16, 2017 Draft VII.B Conclusions: Action Items: Discussion: Whitewater Watershed LEGO Skip Langer Watershed Model Tabled until December 21 st meeting to obtain more information. Andy seconds. Tabled Allison Bender, GreenCorp Member, working with Pollution Control Agency out of Whitewater State Park, is hoping for assistance to help fund the purchase LEGOS which will be used to create a LEGO model of Whitewater Watershed. The 5 x 8-foot structure will be used as a learning tool to bring to several speaking engagements. Total cost of project would be around $5000.00 Item will be tabled until the 12/21/17 meeting, where they will be provided more information and vote on it at that time. Possibility of matching dollar amount with another organization. Ayes: 0 Nays: 3 Abstain: 0 VII.C VII.D VIII. VIII.A VIII.B VIII.C VIII.D WCA Busy with big push from consultants to look at sites. Trying to push reviews through to do design work through the winter. Miscellaneous Buffer Compliance Map (Handout). 34 properties left to get a hold of to be at 100% compliance. Reminder of the MASWCD Convention December 3 5 th. Claron will be attending. Discussion on attendance with the SWCD Board Quorum. Discussed the reasoning why we need a quorum and the importance of them notifying Skip or Rachel if they will not be able to attend the board meeting. Steve Connelly would prefer a call vs an email or text. Claron requested that supervisors give at least a 1 week notice on their attendance. Rachel will mail and email out the board packets and ask for a 2-week notice, prior to the meeting and then again at 1 week, if quorum as not been met. Discussed possibly giving Skip authorization to approve State Cost Share action items if there is no quorum. Steve Connelly advised against it Committee Reports Hiawatha Resource Conservation & Development (RC&D) Report Nothing to report Whitewater Joint Powers Board Report (WWJPB) Nothing to report other than Sheila Harms report that was given above Zumbro Watershed Partnership (ZWP) Steve Connelly attended the October meeting which involved discussion on the Silver Lake dredging project along with 7 th St. bridge work that will cost estimates around $6 million dollars. Dredging material may be placed at the soccer fields located just south of Silver Lake for the time being. Environmental Commission Meeting (EC) Nothing to report VIII.E Root River One Watershed One Plan Planning Work Group meeting on Tuesday, November 28 th, 2017. Action Item to fund the Plan and they should find out how much funding they should receive. 3
