The Week Ahead 14 20 September 2015 Plenary and committees meetings, Brussels Plenary (Wednesday) Migration. The outcome of the Justice and Home Affairs Council on both urgent and permanent measures to deal with the migration and refugees crisis, to be held on Monday 14 September, will be debated with Council and Commission. Commission Work Programme for 2016. Members' demands for the work to be done by the Commission next year are up for a vote. MEPs may request new legislation on migration, the environment, taxation and energy, among others. The Commission will present its 2016 work programme to Parliament in Strasbourg in October. Agricultural markets crisis. Members will look at the current crisis on agricultural markets, especially in the dairy and meat sectors, with Commissioner Phil Hogan. Falling prices have hit farmers in many member states, exacerbating the effects of the prolonged Russian embargo on food imports from the EU. Development. MEPs will prepare for the UN Sustainable Development summit, to be held on 25-27 September 2015 in New York City and which is set to approve the post-2015 development agenda, by giving their input to Commission and Council on the desired outcome. Committees Migration flows in the Mediterranean. Foreign Affairs Committee Chair Elmar Brok, Civil Liberties Committee Chair Claude Moraes and Human Rights Subcommittee Elena Valenciano will host a public hearing on "Respecting human rights in the context of migration flows in the Mediterranean". Commission Vice-President Federica Mogherini, Migration and Home Affairs Commissioner Dimitris Avramopoulos, United Nations High Commissioner for Refugees (UNHCR) António Guterres as well as members of the parliaments of Jordan, Lebanon, Libya, Morocco, Tunisia and Turkey will join the discussion. (Tuesday) Taxation. Commission President Jean-Claude Juncker and Commissioner for Economic and Financial Affairs, Taxation and Customs Pierre Moscovici will debate current and future taxation policy plans, particularly for multinational companies, with Members of the Economic and Monetary Affairs Committee and Special Committee on Tax Rulings. the joint meeting (Thursday) Emission limits for non-road mobile machinery. A legislative proposal to reduce emissions from a large variety of combustion engines, installed in machines ranging from small handheld equipment and construction machinery to locomotives and inland waterway vessels will be voted by the Environment Committee. All those engines together are accountable for roughly 15% of nitrogen oxide (NOx) and 5% of particulate matter (PM) emissions in the EU. (Tuesday) President's agenda.
