Disposal Memo Historical Note The Michigan State Police began as the Michigan State Troops, a force established by Public Act 53 of 1917. The Troops became the Michigan State Police with Public Act 26 of 1919. Public Act 123 of 1921 created the Department of Public Safety and transferred the State Police s responsibilities to it. Public Act 59 of 1935 established the Department of Michigan State Police as a separate entity. A commissioner, appointed by the governor, served as department head. The Executive Organization Act of 1965 (Public Act 380 of 1965) reorganized state government into nineteen departments and established the Michigan Department of State Police. This new department tendered the responsibilities of the Department of Michigan State Police and also of the State Safety Commission and the Civil Defense Advisory. It also gained responsibilities for licensing and regulating private detectives and detective agencies, a duty that had been overseen by the Secretary of State. The title of commissioner was changed to director. The Office of Highway Safety Planning (OHSP) was established within the Executive Office by Public Act 213 of 1967. Executive Order 1969-3 transferred the agency to the Department of State Police. The OHSP coordinates the state s traffic safety efforts and distributes federal funds for traffic safety projects. Scope and Content Note The subject files span the years 1967-1981. Materials include correspondence, reports, financial records, meeting minutes and brochures. Files are arranged alphabetically by folder title. Noteworthy subjects include the annual highway safety work plan, the Michigan State Safety Commission, the Michigan Traffic Safety Information Council, occupant restraint use, driver education and the fifty-five mile per hour speed limit. The annual highway safety work plan was prepared each year by the Office of Highway Safety Planning for the U.S. Department of Transportation National Highway Traffic Safety Administration. The plan summarized highway safety activities of the previous year, detailed recommendations for the coming year and provided statistical data. Items relating to the plan include correspondence, copies of sub-element plans and reviews of specific annual highway safety plans. The correspondence documents the planning process. Subelement plans detail financial information on individual highway safety programs. 1 State Safety Commission materials document the Commission s efforts to promote traffic safety awareness. Items include correspondence and meeting materials. Meeting materials typically include an agenda, minutes and the Commission Secretary s report. Handwritten notes, partial transcripts and/or copies of Secretary of State Richard Austin s reports to the Commission appear in some cases.
