Committee Staff Report Member Susanna Chan arrived and took her seat at 1:45 p.m. Marcella Rensi, Deputy Director of Programming & Congestion Management and Committee Staff Liaison, provided a report, highlighting the following: 1) summary of actions the Board took at their April 5, 2018, meeting; 2) announced the winners from the VTA Bus and Light Rail Roadeo event held on March 31, 2018; 3) 237 Express Lanes Phase 2 construction commenced this month; 4) VTA s Downtown Customer Service now offers full Clipper Services; 5) announced VTA was awarded the Certificate of Achievement for Excellence in Financial Reporting, from the Government Finance Officers Association (GOFA); and 6) VTA adopted the Transit Service Guidelines Policy. 5. 6. Reports from TAC Working Groups Capital Improvement Program (CIP) There was no CIP report. Systems Operations & Management (SOM) Working Group Eugene Maeda, Senior Transportation Planner, provided a brief report of the March 28, 2018, SOM Working Group meeting, highlighting the following: 1) guest speakers from Waze and Google reported on the Waze Connected Citizens Program, a free two-way data sharing system; and 2) reported about the benefits cities have had by using the program. Members of the Committee made the following comments: 1) commented about the many navigation apps and would like to see a more uniform approach; and 2) inquired about the possibility of limiting data, specifically to block the view of certain streets on Waze. Mr. Maeda reported that public streets could not be blocked, however, Waze is willing to work with staff to come up with solutions. Mr. Maeda noted the next meeting of the SOM Working Group is scheduled for April 25, 2018. Land Use/Transportation Integration (LUTI) Working Group There was no LUTI Working Group report. the reports from the TAC Working Groups. CONSENT AGENDA 7. Regular Meeting Minutes of March 7, 2018 M/S/C (Capurso/Ng) to approve the Regular Meeting Minutes of March 7, 2018. 8. VRF Matching Grant Programming M/S/C (Capurso/Ng) to recommend that the VTA Board of Directors program a total of $603,173 in Vehicle Registration Fee (VRF) Countywide Matching funds for the Los Gatos Boulevard, I-680 Soundwalls and the Freeway Performance Initiative projects 9. 2000 Measure A Semi-Annual Report Ending December 31, 2017 M/S/C (Capurso/Ng) to receive the 2000 Measure A Transit Improvement Program Semi-Annual Report Ending December 31, 2017. City of Santa Clara Multimodal Improvement Plan Update Melissa Cerezo provided an overview of the staff report and introduced Pratyush Bhatia from the City of Santa Clara. Ms. Cerezo and Mr. Bhatia provided a presentation entitled "Multimodal Improvement Plan Update, highlighting: 1) Presentation Outline; 2) Congestion Management Program (CMP); 3) Multimodal Improvement Plans (MIP); 4) Santa Clara MIP Overview; 5) Santa Clara MIP Goals & Approach; 6) MIP Outreach & Coordination Process; 7) Santa Clara's Draft Action List & 7 MIP Intersections; 8) MIP Funding & Potential Traffic Impact Fee; 9) Santa Clara MIP Next Steps; and 10) VTA Staff Considerations & Interests. an informational update on the City of Santa Clara s Multimodal Improvement Plan. 13. Express Bus Performance Report Jay Tyree, Senior Transportation Planner, provided an overview of the staff report and provided a presentation entitled " Express Bus Performance Report, highlighting: 1) Next Network Transit Plan Excludes Express Program; 2) History of VTA Express Bus Program; 3) Express Bus Service Design; 4) Express Bus Performance Report; 5) Express Bus Routes Grouped by Employment Center; 6) Express Bus Vehicles; 7) Express Bus Rider Demographics; 8) Ridership for All Nine Express Bus Routes; 9) Cost and Fare revenue for All Nine Express Bus Routes; and 10) Productivity for All Nine Express Bus Routes. Discussion ensued about the following: 1) how VTA Express buses compare with Santa Cruz Highway 17 express bus; 2) the possibility of a fare increase to be more in line with other agencies; and 3) when the study will begin. Members of the Committee made the following comments: 1) requested that the study not be limited to redesigning Express bus routes, but other alternatives to connect with South County; 2) consider adding to the study a historical timeline of VTA s Express buses including ridership trends over the past five years to present date; and 3) expressed support for the study. Public Comment Doug Muirhead, Interested Citizen, made the following comments: 1) inquired if the study will include a fare study; and 2) provided suggestions for staff to consider, specifically around coverage for the transit system network. On order of Chairperson Morley, and there being no objection, the Committee reviewed and discussed a performance report on VTA's Express bus program. 14. Non-2016 Measure B Contributions Jane Shinn, Senior Management Analyst, provided an overview of the staff report. Members of the Committee and staff discussed the non-2016 Measure B funds and the status of the 2016 Measure B lawsuit. Members of the Committee made the following comments: 1) expressed concern about funds already invested into projects prior to the date listed and it not be considered as contributions; 2) requested staff insert language providing clarity that all phases of project development is included; and 3) the possibility of staff providing a list of projects that could be impacted by the January 5 th date. On order of Chairperson Morley, and there being no objection, the Committee reviewed and discussed information on non-2016 Measure B contributions. 16. Fast Transit Program Tamiko Percell, Transportation Planner III, provided an overview of the staff report and provided a presentation entitled "Fast Transit Program, highlighting: 1) Business line #1; 2) VTA Transit Speeds are Declining; 3) Slowing Routes Require More Buses; 4) Slowing Routes Require More Trains; 5) Fast Transit is Good; 6) Causes of Slow Transit; 7) Potential Solutions; 8) Speed and Reliability Analysis; and 9) The Path Forward. Members of the Committee and staff discussed the following: 1) the highly congested intersection at Mathilda Avenue and El Camino Real; 2) program implementation timeline; 3) the importance of the program, noting there would be a lot of involvement from the cities; and 4) the process for developing the policy and working out the details for improvements. Update on Caltrans Activities and Initiatives There was no Caltrans Activities and Initiatives report. 19. Update on Santa Clara Valley Water District (SCVWD) Activities and Initiatives Ex-Officio Alternate Member Hakes reported that the SCVWD rate-setting process has begun and public hearings are scheduled to take place in the City of Gilroy. an update on SCVWD Activities and Initiatives. 20. Committee Work Plan Chairperson Morley noted that the work plan was in the Committee Agenda packet. On order of Chairperson Morley, and there being no objection, the Committee reviewed the TAC Committee Work Plan. 21. ANNOUNCEMENTS Vice Chairperson Mello announced Palo Alto s first segment of their seven mile Bike Boulevard project is completed; and if any Members were interested in viewing the corridor or knowing more about the project, to please contact him. 22.
