WAUPACA COUNTY HUMAN RESOURCES COMMITTEE August 27, 2018 The Waupaca County HR Committee met at 9:00 a.m. in Room 1068 of the Waupaca County Courthouse. Chair Murphy called the meeting to order and gave the open meeting statement. Roll Call: Murphy, Koeppen, Federwitz and Neumann all present. OPEN SESSION MOTION: Supervisor Federwitz moved and Supervisor Neumann seconded the motion to approve the agenda. Motion carried without a negative vote. MOTION: County Board Chair Koeppen moved and Supervisor Neumann seconded the motion to approve the minutes of the previous meeting. Motion carried without a negative vote. No public comment. Review and presentation of 2019 new position requests: Solid Waste Department - Elimination of contracted staff at the PTF and replace with new county position of Materials Handler Maintenance Department Addition of a full-time Building Maintenance Worker Sheriff s Office - Patrol Officers (2), TeleCommunicators (2), Detective Sergeant Health and Human Services Department - Social Worker (Support & Connection), Environmental Health Specialist (part-time), Social Worker (ADRU), Community Cultivator Elimination of Parent Mentor, Volunteer Coordinator, Healthy Beginnings Manager Corporation Counsel Eliminate Legal Secretary (part-time) MOTION: Supervisor Federwitz moved and Supervisor Neumann seconded the motion to approve the Material Handler position at Grade 6. Motion carried without a negative vote. MOTION: County Board Chair Koeppen moved and Supervisor Federwitz seconded the motion to approve the Building Maintenance Worker at Grade 5. Motion carried without a negative vote. No action taken at the present time on position requests from the Sheriff s Office. MOTION: County Board Chair Koeppen moved and Supervisor Neumann seconded the motion to approve the DHHS position requests subject to further discussion and consideration by the DHHS Board and Finance Committee. Motion carried without a negative vote. MOTION: Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve the Clerk of Circuit Courts staffing reorganization to reduce the vacant Clerk position to Grade 3 at part-time status and expand some existing department positions from 7.25 hours to 8 hrs. Motion carried without a negative vote.

MOTION: Supervisor Neumann moved and County Board Chair Koeppen seconded the motion to approve the vacation carryover request. Motion carried without a negative vote. Review of the recent interest arbitration award for the 2017-2019 agreement with the Waupaca County Law Enforcement Officers. The county s offer was selected by the arbitrator which includes the implementation of the county s PTO policy vs. the bargaining unit s existing sick leave policy. Discussion on potential options for implementation of the PTO policy. MOTION: Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion grandfather the existing sick leave balances as of 1/1/2018 per the arbitration award. Existing sick leave hours accumulated from 1/1/2018 to the present date will remain available to employees to use and won t be collected back. Motion carried without a negative vote. Mandy will be attending an upcoming Law Enforcement Officers Union meeting to discuss the implementation. The monthly report for the Human Resources Department was reviewed with updates on recruitment, resignations/retirements, unemployment, benefits, etc. The 2019 Budget for the Human Resources Department was reviewed. Overall budget impact was a 5% reduction or $20,769 less than the 2018 adopted budget. Key line item reductions were in testing, health services, and attorney fees. The budget proposal includes new chairs and tables for Meeting Room 1037 to allow for various seating arrangements and ability to easily configure the room for interviews, staff meetings and committee meetings. MOTION: Supervisor Federwitz moved and County Board Chair Koeppen seconded the motion to approve 2019 HR Department Budget and forward to Finance Committee for further consideration. Motion carried without a negative vote. MOTION: Supervisor Neumann moved and County Board Chair Koeppen seconded the motion to go into closed session pursuant to WI State Statutes 19.85 (1) (c) for the purpose of consideration of individual employee(s) compensation with regard to employee reclassification requests for 2019. Roll Call Vote. 10:45 a.m. MOTION: Supervisor Federwitz moved and Supervisor Neumann seconded the motion to adjourn in closed session. Minutes of the previous meeting will be approved at next regularly scheduled meeting. Motion carried without a negative vote. No public comment. Further review of new position requests for 2019 budget year. Requests approved for further consideration at the Finance Committee include: Elimination of contracted staff at the PTF and replace with new position of Materials Handler in the Solid Waste Department; addition of a Building Maintenance Worker in the Maintenance Department. Health and Human Services Department requests for positions include Social Worker (Support & Connection), Environmental Health Specialist (part-time), Social Worker (ADRU), Community Cultivator, elimination of Parent Mentor, Volunteer Coordinator, Healthy Beginnings Manager will be held for additional information and discussion of levy impact at the next Finance Committee meeting. DHHS Administration will be requested to attend. MOTION: Supervisor Federwitz moved and County Board Chair Koeppen moved to go into closed session pursuant to WI State Statutes 19.85 (1) (c)(f)(g) for the purpose of consideration of individual employee(s) compensation with regard to employee reclassification requests and discussion of Labor and Industry Review Commission decision. RESOLUTION NO. 26 (2018-2019) Subject: 2019 Waupaca County Employee Wages & Salaries WHEREAS, the Waupaca County Finance and Human Resources Committee has reviewed compensation data and has identified a need for a wage/salary adjustment and; WHEREAS, the Finance and Human Resources Committee has concluded that the annual compensation structure should be increased by 2 % effective 1/1/2019 for wage/salaries of employees paid in accordance with the Waupaca County wage schedule; and NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors does hereby authorize an annual compensation increase of 2% effective 1/1/2019 for wage/salaries of employees paid in accordance with the Waupaca County Employee wage schedules. Additions/Expansions: Materials Handler (PTF) - Solid Waste Building Maintenance Worker Maintenance Social Worker, (24 hrs/wk), (Children & Families Unit), DHHS Social Worker, (Aging & Disability Resource Unit), DHHS Environmental Health Specialist, (20 hrs/wk), DHHS Reduce: Volunteer Coordinator (Full-time to Part-time 20 hrs/wk), DHHS Eliminate: Parent Mentor (24 hrs/wk), (Children & Families Services), DHHS Legal Secretary (20 hrs/wk) Corporation Counsel NOW, THEREFORE, LET IT BE RESOLVED that the Waupaca County Board of Supervisors does hereby approve the new positions/expansions for 2019 as listed above.
