All members of Council were present, with the exception of Councillor Hargrave. Strawberry Festival Update Ms. Catherine McCowan representing the Strawberry Festival Committee presented Council with an update of the 2011 festival, highlighting both traditional and new events that will be featured this year. 2. Stouffville Farmers Market Mr. David Barry addressed Council regarding his concerns with the Downtown Stouffville Farmers Market. MOVED by Councillor Bartley SECONDED by Councillor Ferdinands WHEREAS Council deems it expedient for the success of the Downtown Farmers' Market that there be broad participation in the market from the local agricultural community as defined in the 2011 Rules and Regulations governing the Farmers' Market; AND WHEREAS Council requests that on the Monday at Noon prior to market day, the fruit and vegetable vendors advise the market Manager as to the type of produce to be sold at the market that week in order to ensure that the consumer is best served with a variety of locally grown and re-sold produce consistent with the objectives and framework as set out in the 2011 Rules and Regulations governing the Farmers' Market; THAT Council confirm the participating vendors for the 2011 market season be as follows: Abbott Farms Barry's Garden Bonfire Catering Brooks Farms Chameleon Baking Company Charlotte Stamp Coopers CSA Farm Cracklin Kettle Corn Exact Edge Kenny Bob Sauce Marble Slam Creamery Meadowview Honey Missyli's Meats & Sweets Nicolle's Cookies & Cakes Pampered Chef (workshop demo only) Photography by Thea Sicilia Gardens Ind. AND THAT the Market Manager be directed to work with the participating vendors to conduct a review of the current farmers' market Rules and Regulations, dealing with amongst other matters providing clarity on the issue of communication amongst the vendors; marketing and promotion; and, the ability to re-sell goods / products grown or made by a third party; AND THAT the Market Manager be requested to report back to Council with a report outlining any proposed amendments to the Rules and Regulations at the July 19th, 2011 Council meeting; AND THAT the vendor representative appointments for the 2010-2014 Farmers' Market Committee be deferred until the July 19th, 2011 Council meeting; AND FURTHER THAT the Market Manager be given the authority to review and approve any vendor applications received prior to July 19th, 2011 in addition to any other administrative duties required in the absence of the Farmers' Market Committee. NAMING RIGHTS-LEBOVIC LEISURE CENTRE (A19) MOVED by Councillor Ferdinands SECONDED by Councillor Bartley 1) THAT Council direct staff to amend the existing agreement of Naming Rights for the Lebovic Leisure Centre facility to accommodate the five year contract extension with a modified annual contribution; 2) AND THAT staff pursue with Council direction in preparation of agreements and/or signage, accordingly; 3) AND THAT the Mayor and Clerk be authorized to sign the necessary documents, subject to the satisfaction of the CAO and Town solicitor; 4) AND THAT the Lebovic name be maintained for this facility for the duration of current Council term with no fee required. DEFEATED MOVED by Councillor Smith 1) THAT Council direct staff to advertise for competitive bids for future naming rights of the Leisure Centre. AS AMENDED 2. NOTICE OF MOTION PROVINCIAL HIGHWAY 48 WHEREAS the Town of Whitchurch-Stouffville continues to collaborate with the Region of York and the Ministry of Transportation regarding issues and opportunities associated with the Highway 48 corridor through our community; Page 5 of 12
WHEREAS this road serves more of a regional purpose in terms of traffic movements; WHEREAS the Province has now initiated the extension of Highway 404 northerly from Green Lane to Ravenshoe Road in the Town of Georgina; WHEREAS the extension of this 400 series highway northerly will further provide for the relief of inter-regional traffic away from Highway 48; THEREFORE BE IT RESOLVED THAT the Council of the Town of Whitchurch-Stouffville requests the Region of York initiate discussions with the Province of Ontario to seek transfer of Highway 48 from its commencement in the Town of Markham through to the Town of Georgina; AND THAT this resolution be forwarded to the Councils of the Towns of East Gwillimbury, Markham and Georgina for their support; AND THAT this resolution be forwarded to all MPPs within the Region of York. 3. REQUEST FOR EXTENSION OF DRAFT PLAN APPROVAL (D12), GATEWAY NORTH INC., PART OF LOT 35, CONCESSION 3 (GORMLEY), DRAFT PLAN OF SUBDIVISION FILE NO. 19T-90022 MOVED by Councillor Smith 1) THAT the report regarding REQUEST FOR EXTENSION OF DRAFT PLAN APPROVAL (D12), GATEWAY NORTH INC., PART OF LOT 35, CONCESSION 3 (GORMLEY), DRAFT PLAN OF SUBDIVISION FILE NO. 19T-90022 be defered to the June 17, 2011 Council meeting to ensure that the owner has been notified. AS AMENDED 4. TAX ADJUSTMENTS PURSUANT TO THE MUNICIPAL ACT, 2001, SECTION 357 AND 358 (F23) 1) THAT the tax adjustments as outlined in Attachments 1 and 2 to this report, be approved, in accordance with Section 357 and 358 of the Municipal Act, 2001. 5. BY-LAW TO STRIKE RATES & LEVY TAXES FOR 2011 (F22) 1) THAT the By-Law 2011-075-TX, being the new By-law to establish 2011 tax rates for the Town, Boards and Committees, be approved. 6. BYLAW TO STRIKE RATES AND LEVY TAXES FOR 2011 FOR THE DOWNTOWN STOUFFVILLE COMMUNITY IMPROVEMENT AREA. (F22) 1) THAT By-law 2011-076-TX, being a by-law under Section 326 of the Municipal Act to levy this special tax levy upon the properties within the Downtown Stouffville Community be enacted. 7. SITE PLAN CONTROL PROCESS FOR RESIDENTIAL DEVELOPMENT IN COMMUNITY OF STOUFFVILLE HERITAGE AREA (D11) MOVED by Councillor Ferdinands 1) THAT By-law 2011-081-FI, being a by-law to amend Schedule G of the User Fee By-law 2010-163-FI be enacted; 2) THAT By-law 2011-080-SI, being a by-law to amend Site Plan Control Bylaw 2011-001SI be enacted; 3) AND THAT Town Council endorse the recommended process and procedures for a Site Plan Control Agreement and Site Plan Control Exemption for residential development in the Community of Stouffville Heritage Area as outlined in this report. 8. DEMOLITION OF A HERITAGE INTEREST DWELLING - 6460 MAIN ST. (P10) 1) THAT the demolition of 6460 Main Street be approved and the Chief Building Official be authorized to issue the Demolition Permit. 9. REVIEW OF PROPERTIES ON THE BUILT HERITAGE INVENTORY IN THE COMMUNITY OF STOUFFVILLE (R01) MOVED by Councillor Ferdinands SECONDED by Councillor Smith 1) THAT Council endorse the recommended research and evaluation processes and work program as a general basis to implement the Built Heritage Inventory Review for the Community of Stouffville; 2) AND THAT a public notice of commencement be issued to inform the public that the review process for the Built Heritage Inventory in the Community of Stouffville is in progress during 2011. 10. PROPOSED AMENDMENT TO A SUBDIVISION AGREEMENT, 911 INVESTMENTS LTD, PART OF LOT 8, CONCESSION 9 (L04) 1) THAT the subdivision agreement dated September 18, 2008 between 911 Investments Limited and the Town be amended to extend the effective date of Section 6.1, which requires construction of the subject dwellings to June 30, 2014. 2) AND THAT prior to execution of the agreement that the applicant pay all costs associated with the administration, preparation and registration of the amending subdivision agreement. 11. GREATER TORONTO COUNTRYSIDE MAYORS ALLIANCE (GTCMA) ECONOMIC ANALYSIS UPDATE (A02) 1) THAT the update on the Greater Toronto Countryside Mayor s Alliance (GTCMA) activities be received; 2) AND THAT Council endorses the continued collaboration with the GTCMA as outlined in this report. MUNICIPAL OFFICES FURNITURE AND EQUIPMENT PURCHASE (F17) 1) THAT By-law No. 2009-096-FI, being a By-law to establish procurement policies, be waived and that Staff be authorized to award the purchase of office furniture and equipment for the New Town Offices to Combined Office Solutions Ltd. with an upset limit of $155,000. 13. WHITCHURCH-STOUFFVILLE ACCESSIBILITY ADVISORY COMMITTEE 1) THAT Staff be authorized to extend the recruitment period for the Whitchurch-Stouffville Accessibility Advisory Committee to June 24, 2011; 2) AND THAT, as part of the recruitment process, Staff contact the current members of the committee, area municipal Accessibility Advisory Committees and various support groups seeking applicants to the committee and report back to Council at the July 19, 2011 meeting.
