MORTON COUNTY COMMISSION REGULAR MEETING July 9, 2015 The Morton County Commission Regular Meeting was called to order on July 9, 2015 at 5:30 PM by Chairman Strinden at the Morton County Courthouse, 210 Second Avenue NW, Mandan, North Dakota. Others present were Commissioners Zachmeier, Boehm, and Schulz, Auditor Rhone, States Attorney Koppy and Assistant States Attorney Grosinger. Absent was Commissioner Leingang. Historically, Morton County has closed the courthouse on the Friday following Thanksgiving. Prior to 2014, Team Members were required to use leave for this closure. In 2014, the Morton County Commission approved the Courthouse to remain closed on the Friday following Thanksgiving but allowed Team Members to work in a closed environment, not forcing the involuntary use of leave. Items to Consider: Essential Personnel are unable to partake in the closing (as with any other holiday). Essential Personnel would gain no additional benefit for working while other offices are closed. Overtime monies are not expended due the closure as this is not an approved holiday. Provide 8 hours of Floating Holiday to be used on a day of the Team Member s choice. Items to Consider: Each Department would remain open on non-approved holidays. This will allow continuity of service to the public. Overtime monies are not expended due the closure as this is not an approved holiday.! " # # The Morton County Courthouse would close on Friday after Thanksgiving and Christmas Eve. Team Members would be offered 12 additional hours of holiday leave for the closure in addition to the current holiday benefit of 4 hours on the afternoon of Christmas Eve. Items to Consider: Overtime monies will be expended due the closure as this would be an approved holiday. Essential Personnel would be able to benefit from the closing. The courthouse may be closed for four consecutive days without public access (depending on where the holiday fell within the week).

Glen Ullin wishes to modify the extraterritorial boundary by waiving the right to building permitting process within the one mile extraterritorial jurisdiction, excluding planning and zoning.
