Aim and Objectives of Mon Relief and Development Committee Aim: Provide temporary shelters, basic needs and dev~lopment assistance to refugees and the displaced persons who homeless and helpless situation due to the oppression of Rangoon military regimes in Mon territory along Thailand-Burma border Objectives: 1 To help the welfares of the refugees in border areas and lops who are displaced inside the country, with foods, shelter and possible protection - - 2 To coordinate with local Mon people in developing the grassroots community in the fields of health, education, literacy, agriculture and other rural development projects 3 To empower the local community for the participation of decision making processes for their own Jives and communities 4 To struggle for the human rights

Monthly Report of Mon Relief and Development Committee (October 2007) MRDC's Plan before the End 2007 n order effectively provide services to the displaced Mon population with emergency relief program and development program in 2008, MRDC started its plan before the end of 2007 like in every year But this year, it may have more difficult situation for the road repairs along the border area n the last rainy season, there was a big rain and high flood along the border area Heavy and consistent long days rain destroyed the main road between Halockhani and Bee Ree, in where MRDC settled many displaced persons and the returned refuges during 1995 and 1996 The main road crosses into mountainous area about 10 miles and some parts of road in a narrow slope of road were destroyed after land slides Almost these are difficult parts of the road to get re-built f compared with the rainy season in the previous years, the rain in 2007 was heavier and prolonged Therefore, MRDC there are more large land slide places along the main road, where they were essential to be repaired n the previous years, MRDC with collaboration of 4-wheels Truck Association, it has repaired the roads with human manuals MRDC provided foods and 4-wheels Truck Association provided labour costs This year, accordingly to community leaders and 4-wheels Truck Association, it is impossible to use all human manuals to get repaired of this motor road and they need to use some machinery such as bulldozers or other types of machines in order to complete the road repairs Until now, there is no dedsion made for the repairs of this road Whether the road is completely rebuilt or not, what MRDC has to conduct need assessment survey from the communities in Halockhani, Bee Ree and Tavoy resettlement sites n all resettlement sites of returned refugees, the people are growing paddy in hilly area, but they can not produce sufficient amount of paddy for all areas, therefore, it is a need for MRDC to provide some assistance for 3-6 months amount of rice to them n 2008, MRDC plans to increase more of development works on agriculture activities to support the Mon refugees and DPs with home garden, orchid plantation and animal husbandry programs n these cases, MRDC will conduct need assessment on agriculture programs from the community people MRDC has strong intention to create self-reliance among the people At the same time, MRDC also has to take care about 10 lops villages to know the situation of each community on the needs of foods, agriculture and livelihood assistance Some displaced

communities can already create self-reliance and the displaced persons did not request any assistance from MRDC These communities are close to Thailand border and they have some communication and trading with Thailand They have employment from the nearby communities n 2008, MRDC expects that it will continue relief operation in order to supplement for the food needs of lops and returned refugees, which is not 12 months rice assistance for the whole year t will report the Needs Assessment Report to donor agencies in December Although New Mon State Party (NMSP) agrees for ceasefire for 11 years, MRDC still receive hundreds of displaced persons in NMSP ceasefire zones At the same time, it still has to take care of returned refugees Therefore, MRDC still requests for assistance from donor agencies to help these marginalized people
