The McCreary County Board of Education met in Special Session on May 23, 2016 at 6:34 PM at the Board of Education Central Office. Vice-Chairman Gibson welcomed everyone then called the meeting to order and asked for a roll call. Present were: Deborah Gibson, Rhonda Armijo, Nelda Gilreath, Roxanne Shook and Superintendent Michael M. Cash. Absent from the meeting were: Brandon Kidd. Also present were: the media, school system staff and interested parties. APPROVE AGENDA - #9896 A motion was made by Mrs. Nelda Gilreath and a second by Ms. Deborah Gibson to approve the agenda as presented. Members voted as follows: Shook AYE; Gilreath AYE; Armijo AYE; Gibson AYE; Kidd Absent Communications Tim Duncan asked to speak to the Board to consider and/or approve changing the name of the auditorium to honor Chris Hubbs. Mr. Tim Duncan was not present. Mrs. Sharon Privett, MCHS Principal, asked to speak in his place. She wanted to share with the Board the time, mentorship and all that Mr. Hubbs has done for the school district and how he's touched so many lives throughout his years here. She asked the Board to consider renaming the high school auditorium in honor of Mr. Chris Hubbs. School Updates McCreary County Middle School At this time, Superintendent Cash introduced Mr. Clint Taylor, Principal at McCreary County Middle School. Mr. Taylor shared with the Board some of the activities the Art students have done this year and asked the students to come forward and show their artwork with the Board and public. Pine Knot Intermediate School At this time, Superintendent Cash introduced Ms. Rebecca Blakely, Principal at Pine Knot Intermediate School. Ms. Blakely shared with the Board the student of the month for 4th, 5th and 6th grades. She also shared a power point of the activities the students have done and experienced.

Whitley City Elementary School At this time, Superintendent Cash introduced Foster Jones, Principal at Whitley City Elementary School. Mr. Jones wanted to share with the Board two students who have placed and done well in choir. He shared their accomplishments. Mr. Jones had one student present who participated in the Spelling Bee contest and how this new activity has really took off and the students have been doing well. He said that he would like to recognize the Spelling Bee Contest students at another meeting. Several students couldn't make it to the board meeting due to other commitments. McCreary Central High School At this time, Superintendent Cash introduced Mrs. Sharon Privett, Principal at McCreary Central High School. Ms. Privett shared with the Board a power point of activities the students have been working on and accomplishments they've achieved. She also shared that Sydney Pruitt was awarded the Governor's Scholar and all the activities she is involved in. Pine Knot Primary School At this time, Superintendent Cash introduced Mr. Stuart Shepherd, Principal, at Pine Knot Primary School. Mr. Shepherd introduced one of his Teachers, Kristia Poland, who had two students she wanted to recognize for their outstanding MAPS achievement for English and Math. Academic Update At this time, Superintendent Cash explained that Mr. Aaron Anderson could not be here to give an update on the academic's for the district. Mr. Anderson had a daughter whose team was playing in district competition for Softball. Attendance/Food Service Update At this time Superintendent Cash introduced Ms. Mitzi Stephens, Director of Pupil Personnel and Food Service. Ms. Stephens shared with the Board a power point explaining the changes in our district attendances and which schools have improved the greatest for this school year. She shared the students with perfect attendance will be rewarded with a trip to the movies and bowling. Ms. Stephens shared the monthly Food Service claims the District generates. She also went over the Federal reimbursements for the 2015-2016 school year. Athletic Update At this time, Superintendent Cash explained that the high school Baseball and Softball teams were in District Competition and couldn't be at the meeting.

Technology Update At this time, Superintendent Cash explained that Mr. Jeff Terry's son was playing in district competition and couldn't be at the meeting. Superintendent's Report on Personnel/Employment Authorization No Action Required. APPROVE ACTIONS BY CONSENT - #9897 A motion was made by Ms. Rhonda Armijo and a second by Mrs. Roxanne Shook to approve the Actions by Consent with the exception of items: 4.P. Random Drug Testing Bids, 4.W. Approve up to 25 additional days above the Principal Contract for Michael M. Cash for Interim Superintendent duties through June 30, 2016 at current daily rate, 4.X. Save-the-Children 2016-2017 Grants for Pine Knot Intermediate and Pine Knot Primary Schools being moved to Actions with Discussion. Members voted as follows: McCREARY COUNTY MIDDLE SCHOOL PROJECTS: APPROVE BID FROM THOROUGHBRED ON THE SPECIAL INSPECTIONS FOR THE ASPHALT PAVING PENDING ARCHITECTS APPROVAL - #9902 A motion was made by Ms. Deborah Gibson and a second by Ms. Rhonda Armijo to approve the bid from Thoroughbred on the special inspections for the asphalt paving pending architect approval. Members voted as follows: APPROVE PAYMENT ON THE SPECIAL INSPECTIONS - #9905 A motion was made by Ms. Deborah Gibson and a second by Mrs. Roxanne Shook to approve the payment on the special inspections pending architects approval. HOMEWORK POLICY - #9906 No Discussion APPROVE 2016-2017 TENTATIVE BUDGET - #9907 A motion was made and failed by Ms. Deborah Gibson and a second by Ms. Rhonda Armijo to approve the 2016-2017 Tentative Budget as presented. Members voted as follows: Shook- NAY; Gilreath NAY; Armijo AYE; Gibson AYE; Kidd - Absent After more discussion and explanation from Mr. Bill Boyd, Director of Management Services and Mr. Tim Crawford, Board Attorney, for the tentative budget and the funds reported in this budget, Mrs. Nelda Gilreath changed her vote to AYE and the motion passed. Superintendent Cash shared with the Board the Random Drug Testing policy is being revised to include mouth swabs. He shared they need to rebid the Random Drug testing and ask the company's to include in their bid the mouth swabs. Some students have shy bladders and are out of class for an extended period of time to do a urine test. This will help these students and the mouth swabs are affective. REJECT RANDOM DRUG TESTING BIDS - #9908 A motion was made by Ms. Rhonda Armijo and a second by Ms. Deborah Gibson reject the bids and request the Random Drug Testing be advertised again for bids and to include in the bids mouth swabs. Members voted as follows: APPROVE UP TO 25 ADDITIONAL DAYS ABOVE PRINCIPAL CONTRACT FOR MICHAEL M. CASH FOR INTERIM SUPERINTENDENT DUTIES THROUGH JUNE 30, 2016 AT CURRENT DAILY RATE - #9909 A motion was made by Ms. Deborah Gibson and a second by Ms. Rhonda Armijo to approve Up to 25 Additional Days above Principal Contract for Michael M. Cash for Interim Superintendent Duties through June 30, 2016 at current daily rate. Members voted as follows:

APPROVE SAVE-THE-CHILDREN GRANT 2016-2017 FOR PINE KNOT INTERMEDIATE AND PINE KNOT PRIMARY SCHOOLS - #9910 A motion was made by Mrs. Nelda Gilreath and a second by Mrs. Roxanne Shook to approve the Save-the-Children Grant 2016-2017 for Pine Knot Intermediate and Pine Knot Primary Schools. Members voted as follows: APPROVE SET THE NEXT MEETING AND ADJOURN - #9911 A motion was made by Ms. Deborah Gibson and a second by Mrs. Nelda Gilreath to approve setting the next meeting of the McCreary County Board of Education will be Thursday, June 9, 2016, at the Board's Central Office and to adjourn.
