Page 2 The first item on the agenda is a Public Hearing: 14-3312/The Golden Dog Grooming, Inc- the Town of Wappinger Planning Board will conduct a public hearing, pursuant to Article IX, Section 240-87 for an Amended Site Plan of the Town Law, on the application of The Golden Dog Grooming, Inc to discuss the proposed conversion of an existing building into a doggie daycare/grooming business. The property is in a CC (Commercial Conservation) zoning district and is located at 1090 Route 376 on a 5 acre parcel and is identified as Tax Grid No. 6358-01-296627 in the Town of Wappinger. (Gillespie) Mr. Stokosa: Mrs. Roberti: Mr. Fanuele: Ms. Bettina: Board: Mr. Stokosa: My name is Brian Stokosa and I am the architect for this project. We are looking to open a dog grooming and a dog day care center in an existing building. The building is located at 1090 Route 376 and is on a 5 acre parcel. It is a permitted use in the Commercial Conservation Zone. This is just a formality to add this use to the site plan. It will be an 8:00am to 5:30pm operation; Monday through Saturday. There is an existing chain link fence towards the left of the building. That grassed in area will be to walk the dogs. The dogs will be on a leash. They will not be able to run free. The lighting will not change. We did a parking analysis and there is sufficient parking. The owner is or already has submitted a sign permit to add The Golden Dog to the sign outside. Is there anyone in the audience that would like to speak for or against this application. Hearing none, do I have a motion to close the Public Hearing? I would like it to state in the resolution that the dogs must be on a leash. I make a motion to close the Public Hearing. Second. All in favor? Aye. I was wondering if there could be some flexibility concerning the landscaping. She is not the owner of the building; she is only the tenant. Can the owner of the building have a three month period to have the landscaping addressed? 2

Page 11 The next item on the agenda is: 13-3273/14-3304-Corporate Park- To vote on a resolution for the following changes to the Corporate Park Site. Building #3 is seeking a change in use from 18,000 square feet of office space to 12,000 square feet of office space and 6, 000 square feet of retail. Building #2 is to approve additional offices in the rear of the building. The property is in a HB zone and is located at 1285 Route 9 and is identified as Tax Grid No. 6157-04-555439 in the Town of Wappinger. The property is in a HB (Highway Business) district and is located at 1491 Route 9 and is identified as Tax Grid No. 6157-02-600971 in the Town of Wappinger. (Diesing) Mr. Diesing: My name is Jay Diesing and I am representing the applicants. We are looking to reduce the Nathan s sign that is there to 10 feet in height and roughly 24 square feet in total. The three building signs that are there will be replace. In the front we would like to do a simple Dunkin Donut logo. All the utilities that are on the property are fine. The well and septic system will be used as is. Does anyone have any questions? 11

We will submit copies of the signage. It seems you are moving some trees. The landscaping that was submitted is a work in progress. We will be resubmitting a new plan. We do need detailed lighting submitted. There will be no up lighting just down lighting. The dumpster does not seem to be in good shape. Some of the doors are damaged and we are going to replace those. We will be adding more screening then is there now. The giant decretive coffee cup that is on the side of the building, what is that made of? You can get it in some type of graphic and you can apply to the wall. We will add the stucco to it and have a light shining down on it. There will also be art work panels along the drive thru. Is the septic system staying the same? The septic system was replaced about four years ago. They put in a reverse osmoses; so it is fairly new. Are there anymore questions from either dais? Hearing none, Mr. Diesing you now know what we need from you. There were variances issued to that location; one having to do with signage and the other light spillage. The previous resolution should be referenced in this new resolution so there is a paper trail. In the Dutchess County letter they were suggesting adding sidewalks. They would like to have one parking space omitted and a sidewalk 12
Page 13 added. That is the DOT right away and that would make things complicated. We do take into account the recommendations the County suggests but it is a matter of local concern. The next item on the agenda is: 14-3315/ 54 Valentine Drive-To discuss turning the 30 X 40 steel pole barn into a professional artist s studio after the construction of a new house to be built on the existing foundation of the house that is on this 6 acre property. The property is in R80 district and is located at 54 Valentine Drive and is identified as Tax Grid No. 6156-01-140562 in the Town of Wappinger. Ms. McErlean-Goddard: My name is Cathy McErlean-Goddard and I am looking to purchase 54 Valentine Drive. I am a potter and I am looking to use the pole barn as my studio. Ms. McErlean-Goddard: Ms. Leed: Mrs. Roberti: Mrs. Roberti: Before you purchase the parcel, you need to know if the studio could be located in the pole barn? The purchase of the parcel is contingent on knowing if the studio is possible. You are all aware of this proposal; what is your idea of this? It seems to be a good idea. Our board seems to agree that it would be a fine use of that property. You will need a Special Use Permit which you will get from the Planning Board. There are two issues in the code that is a problem for you. First, this is strictly used as a residential area. Second, it should not exceed between 300 and 500 square feet and in no case more than 25 % of the gross floor area. This is a 1200 square foot barn. You will need to go to the Zoning Board of Appeals for variances. There is six acres of property and as the board stands now, we think it is a good idea. You will need to make formal application to this board for a Special Use Permit. You also need to make a formal application to the Zoning Board. 13
Page 14 The next item on the agenda is an extension for: 12-4051/ Chapel of Sacred Mirrors (COSM) The applicant is seeking their first six month extension for their proposed site plan for an art studio/gallery, including a small addition to their existing Carriage House on 38.74 acres in an R40/80 zoning district. The property is the former Deer Hill Conference Center located on Wheeler Hill Road and identified as Tax Grid No. 6057-02-834604 in the Town of Wappinger. Any new business to discuss. Barbara, I have a question concerning storm drainage. Have there been any infractions? That is something I take care of. There was one I can think of and it was up at Hilltop. There was a valve in one of the retention ponds that was in the wrong position and it released silt into Lake Oneida. It was a malfunction of equipment? Yes. Is that the only one? 14

We keep track because we have to send a report to DEC every year. I can get a list for you. Some old business. We did bring up the auto dealerships that are not following their site plans. Barbara, how are things coming along with that? Most of them have been good; I m thinking some of them may have found out that we were watching them. It is a project because when I go out to take pictures, I find they are in compliance. It seems the older dealerships are bending the rules not the newer ones. The newer ones know that they are under scrutiny because their plans have just been before us. We have some concern about drainage on Smithtown Road and Mr. Donoto s property. Is the county taking care of it? It is the State and they are reluctant to clean the culvert. The culvert crosses from Stenger, Roberts, Davis and Diamond s building to Osborne Square. That pipe had debris in it and we sent a letter to the State to have them clean it. Graham Foster was out there to look at the pipe and said if they won t clean it, I will.
