Marion were in attendance as well as the Library CEO, Tourism and Events Coordinator and Director of Recreation and Community Services. a. Declaration of Pecuniary Interest None. b. Advisory Committees/Boards i. Library i) Report from the CEO re: Monthly Update Report The Library CEO briefly updated Section regarding the programming and events for 2014. Councillor H. Luzius asked about the Library Board Meetings and if they could be listed on the website. It was noted that the options would be reviewed for information on the website. The Library CEO left the meeting at this time. ii. Museum i) Report from the Curator re: Monthly Update Report The Museum Curator provided a brief summary to Section regarding the activities for December 2013 and January 2014. Page 2 of 25

Report from the CAO/Town Clerk in Consultation with the Director of Recreation & Community Services and Museum Curator re: Procedural By-law Addition - Museum Committee Structure/Governance The CAO/Town Clerk provided a brief summary of the report regarding the Museum structure and governance. Councillor H. Luzius noted that the Museum Board had voiced concerns about the amendment being passed by Council with the changes in the procedural By-law. The CAO/Town Clerk summarized the process of the review and the changes that are being proposed. There was a discussion regarding the changes proposed. Moved by Deputy Mayor P. Marion and Seconded by Councillor J. Robitaille THAT the Recreation & Cultural Services Section recommends to the Finance & Corporate Services Section and Council that the Penetanguishene Centennial Museum & Archives Committee structure and governance be added to the Town's procedural Bylaw as presented. The Tourism and Events Coordinator updated Section regarding the activities and events for December 2013 and January 2014. Winterama planning is continuing to move forward and spring recreation programming is coming together. Several grant applications have been submitted. h. Referrals to Upcoming Agenda/Staff i) Referrals Moved by Councillor H. Luzius and Seconded by Deputy Mayor P. Marion THAT the Recreation & Cultural Services Section endorse the following additional and existing referrals to upcoming agendas and staff: Upcoming Agenda Staff - Possible Land Acquisition for Rotary Park - Expansion of Seniors Activities with County - Explore Joint Seniors Committee with Town of Midland - Dog Sun Shelter (Follow-up to RCS & FCS when complete) - Tourism Advertising (print and on-line) for future consideration - McGuire Park Update - Youth Engagement - Investigate new 2014 water-based events - Investigate advertising company opportunities - Permanent outdoor rink options 5. There was a discussion regarding next steps and vision in moving forward with this document. The document will be distributed to Council, added to the website and at the Front Desk. It will also be distributed to Senior Staff. There was a discussion regarding the acceptance from developers in using this document if it would deter development or encourage it. Moved by Councillor M. Mayotte and Seconded by Councillor D. Levy THAT the Planning & Development Services Section recommends to Council the adoption of the Community Design Guidelines for the Town of Penetanguishene subject to revisions obtained as part of the internal review process. Report from the Town Planning Consultant re: Employment Areas Zoning Bylaw Amendment The Planning Consultant updated Section regarding the schedule for the Open House and statutory Public Meeting for the Employment Areas Zoning By-law Amendment. Moved by Deputy Mayor P. Marion and Seconded by Councillor D. Levy THAT the Planning & Development Services Section direct the Town Planning Consultant to schedule an Open House and statutory Public Meeting regarding updates to Town of Penetanguishene Zoning Bylaw 2000-02, as amended, related to the matters substantively outlined in this report; Page 7 of 25

AND THAT the Town Planning Consultant report back to Planning & Development Services Section Committee regarding the input received at the Open House. i Report from the Town Planning Consultant re: Hancock Z.A. 4/2013 The Planning Consultant updated Section on the upcoming Public Meeting for the Hancock - Z.A. 4/2013. Discussions at the County will impact Penetanguishene's settlement boundary. Marion THAT the Finance & Corporate Services Section recommends to Council that a Special Council working meeting be held on Wednesday February 5, 2014 for the purpose of working on the Town s strategic plan and to: - reviewing collected data; - to draft a mission and vision statement; - identify core values; - identify top 5 council priorities for the next 5 years. v Report from the CAO/Town Clerk re: Branding/Slogan Contest Submissions The CAO/Town Clerk summarized the Branding/Slogan results. vi Report from the Municipal Law Enforcement Officer re: Election Sign By-law The Municipal Law Enforcement Officer provided a summary of the changes made to the proposed By-law to Regulate the Use of Election Signs in the Town of Penetanguishene. There was an error located in item: 5.11: There was a discussion regarding the clarification for schedule A. Changes will be made accordingly prior to the By-law being presented to Council on January 29 th, 2014. Moved by Councillor E. Chapelle and Seconded by Deputy Mayor P. Marion THAT the Finance and Corporate Services Section recommends to Council the approval of By-law 2014-XX to Regulate the Use of Election Signs in the Town of Penetanguishene. ix) Report from the CAO/Town Clerk re: Proposed Amendments to the Town s Procedural By-law The CAO/Town Clerk updated Section on the proposed changes to the Town's Procedural By-law. There was a discussion regarding the wording of the designate and other items within the document that needed clarification. The CAO/Town Clerk will make the necessary changes for clarity. The CAO/Town Clerk provided a summary to Section regarding the addition to the Procedural By-law to include the Museum Committee Structure and Governance. Moved by Councillor E. Marion THAT as per the recommendation of the Recreation & Cultural Services Section, the Finance & Corporate Services Section endorses the addition of the Penetanguishene Centennial Museum & Archives Committee structure and governance to the Town's procedural By-law as presented. xi) Report from the HR Assistant and CAO re: Council Remuneration Survey (Updated) The CAO/Town Clerk updated the final amounts for the Council Remuneration Survey. There was a discussion regarding the amounts and changes related to the Mayor specifically. Moved by Councillor E. Chapelle and Seconded by Deputy Mayor P. Marion THAT Finance and Corporate Services Section recommends to Council that, base on the 2013 survey, the level of compensation, benefits and method of indexing Council remuneration be confirmed as recommended within this report for the upcoming 2014-2018 Council term, including the one third tax free allowance; AND THAT this report and recommendations be presented at the next Council Meeting; AND FURTHER THAT Staff be directed to prepare the necessary By-laws and policies for Council review and approval; AND FINALLY THAT the next Council remuneration survey be conducted in the year prior to the next election year (2017) with a report to come forward to Council in fall of 2017 outlining the recommendations for the following Council term and prior to the 2018 budget being passed. Chapelle THAT the Finance & Corporate Services Section recommends this report be referred to Council for full discussion on the following matters related to Ojibwa Landing: - Proposed future use (in general); - Land evaluation; - Brownfield Study phase 3; AND THAT following Council discussion, Staff be directed to hold a public consultation to gather input from the community on their long term vision for Ojibwa Landing; AND FURTHER THAT Staff obtain a professional land evaluation to determine the existing and future value of the property; AND FINALLY THAT all existing and future proposals for the development of the property be held in abeyance until Council has reviewed the information as noted above.
