Other Business, and in particular cheque number 63372 on cheque write no. 04/23/15-1, and asked that the cheque be removed from the register as the cheque was payable to his employer. Councillor Cyr declared an indirect pecuniary interest with respect to cheque number 71890 and 63452 on cheque write no. 05/07/15-1, and asked that the cheque be removed from the register as the cheque was payable to his employer. 4. Presentation from Relay for Life coordinators re: update on the Relay for Life taking place on June 13, 2015 Presenters: Jodie Finamore and Andra Dobratz Res. 234/15 Moved By: Mr. N. Cyr That the Council of the City of Elliot Lake support the Canadian Cancer Society Northshore Relay for Life event and the activities involving entertainment starting at noon on Saturday June 13th until 12:30 AM on Sunday, taking place at the ELSS track and that the provisions of the Municipality s Anti-Noise By-law be suspended for the purposes of this event. Proclamation was read: June 7 th to June 14 th, 2015 as Relay for Life Week in the City of Elliot Lake 5.2. April 7, 2015. 7. MAYOR S REPORT The Tradeshow held May 1 st to 3 rd was well attended. The Canadian Association of Municipal Administrators recognizes Mr. Jeff Renaud for his ten years of service and his work on the board of Directors as a Director-at-large. Pearson Plaza construction crews will be commencing after the long weekend. The Anti-Bullying march took place on May 8 th and was also well attended. Spring Cleanup Week is taking place during the week of May 25 th to 29 th. Hazardous waste can be delivered to the Public works Department at 3 Timber Road on May 27 th. Our 60 th anniversary parade is taking place on Saturday June 27 th. 8. UNFINISHED BUSINESS 9. REPORTS 9.1. May 5, 2015. Report from the By-laws and Planning Committee re: Permit use of Parking Lot #2 for the Ride for Dad Motorcycle Rally Event Res. 235/15 Seconded By: Mrs. C. Nykyforak That the Council of the City of Elliot Lake authorize the temporary closure of a portion of Municipal Parking Lot #2 from 8:30 AM to 4 PM on Saturday June 6, 2015 to facilitate the Ride for Dad motorcycle rally event in support of prostate cancer research. 9.2. May 5, 2015. Report from the By-laws and Planning Committee re: New niche walls at Woodlands Cemetery Res. 236/15 Seconded By: Mr. N. Mann That Report CK2015-9 dated April 30, 2015 of the Director of Clerks and Planning Services be received; And that the quotation submitted by Sunset Memorial & Stone Ltd. in the amount of $63,503.00 plus HST for the construction of niche columbaria Estate 1 with 72 niches and the Chinook with 80 niches for a total of 152 niches, be accepted; And that the funds for this project be transferred from the Cemetery Capital Development Reserve. 3
9.3. May 7, 2015. Memo from the City Clerk re: suspend certain provisions of the Anti-Noise by-law to facilitate construction activity at Pearson Plaza site Seconded By: Mr. N. Mann That the provisions of the Municipality s Anti-Noise By-law be suspended to permit construction and excavation activities taking place at the Pearson Plaza site. An amendment to the motion was introduced. Res. 237/15 Moved By: Mr. N. Mann Seconded By: Mr. S. Reinhardt That a time limit of 11 PM be set for the construction and excavation activities at the Pearson Plaza site. Main motion as amended: Res. 238/15 Seconded By: Mr. N. Mann That the provisions of the Municipality s Anti-Noise By-law be suspended to permit construction and excavation activities not exceeding the hour of 11 PM at the Pearson Plaza site. 9.4. May 6, 2015. Memo from the Director of Finance re: amendment to authorization for signing authority for the payment of money Res. 239/15 Moved By: Mr. S. Reinhardt That in accordance with our policy to have dual signatures from Council and Administration for the payment of money, Councillor Mann be authorized to sign cheques and documents for the payment of money in the absence of the Mayor or Deputy Mayor, and that the Deputy Treasurer or the Chief Administrative Officer be authorized to sign in the absence of the City Treasurer. 4
9.5. May 5, 2015. Report from the Chief Administrative Officer re: request for flag raising from the Regroupement des Associations Francophones de l'ontario (RAFO) Res. 240/15 Seconded By: Mr. N. Mann That the Council of the City of Elliot Lake approve the application from Regroupement des Associations Francophones de l'ontario (RAFO) Rive Nord to fly the Franco-Ontarian flag at City Hall and the Civic Centre for "Semaine franco" the week of June 20th to 27th 2015. 9.6. May 5, 2015. Report from the Chief Building Official re: appointment of a new By-law Enforcement Officer Res. 241/15 That Report CBO2015-01 of the Chief Building Official dated May 5, 2015 be received; And that Irene Drouin be appointed as By-law Enforcement Officer for the City of Elliot Lake. 9.7. May 11, 2015. Council Brief on waterfront development re: mining claims As this matter deals with the acquisition of property by the Municipality, it may be discussed in closed session under Section 239.(2)c) of the Municipal Act. Res. 242/15 Moved By: Mr. N. Mann That the brief dated May 11, 2015 concerning waterfront development be discussed in closed session under Section 239.(2)(c) of the Municipal Act as this matter deals with the acquisition of property by the Municipality. 5
9.8. May 5, 2015. Report from the Recreation and Culture Committee re: 16th Annual HiRail Leasing North Shore Challenge Drag Race contracts Res. 243/15 Seconded By: Mr. L. Cyr That Report R&C2015-01 of the Manager of Recreation and Culture dated April 28, 2015 be received; And that the City of Elliot Lake enter into an agreement with the North Shore Cruisers Car Club at a cost of $8,500 and Luskville Dragway Company Ltd. at a cost of $31,000 plus taxes to host the 16th Annual HiRail Leasing North Shore Challenge Drag Race at the Elliot Lake municipal Airport on July 16-19th, 2015; And that the necessary by-laws be passed, as recommended by the Recreation and Culture Committee in their resolution 17/15 dated May 5, 2015. 9.9. May 5, 2015. Report from the Recreation and Culture Committee re: Elliot Lake Nuclear and Mining Museum Restructuring Res. 244/15 That Report R&C2015-02 of the Manager of Recreation and Culture dated May 5, 2015 be received; And that the City of Elliot Lake Nuclear and Mining Museum operate on a seasonal basis from the May long weekend until the September long weekend from 10:00 AM to 5:00 PM beginning in 2015 with off season visits available by appointment; And that the Museum Advisory Board be dissolved and absorbed into the Recreation and Culture Advisory Committee as recommended by the Recreation and Culture Committee in their resolution 22/15 dated May 5, 2015. 10. re: City of Elliot Lake Flag Policy Res. 245/15 Whereas the City of Elliot Lake's flag policy follows the Federal Government's Canadian Heritage protocol which contains the Department of National Defence protocol, and also follows the Ontario Government's protocol, and also the Canadian Legion protocol; Therefore be it resolved that the Council of the City of Elliot Lake has reviewed the current flag policy, and will continue to endorse said policy. 11. OTHER BUSINESS 11.1. Cheque Write No. 04/23/15-1 - $1,308,340.29. Councillor Mann and Cyr withdrew from their positions at the Council table. Res. 246/15 That cheque number 63372 be removed from cheque write no. 04/23/15-1. Res. 247/15 That cheque number 63372 on cheque write no. 04/23/15-1 be received. 12. BY-LAWS 12.1. By-law No. 15-28 Being a by-law to appoint a Municipal Law Enforcement Officer Res. 249/15 Moved By: Mr. N. Mann That By-Law No. 15-28, being a by-law to appoint Irene Drouin as a Municipal By-law Enforcement Officer, be passed. 12.2. By-law No. 15-29 Being a by-law to authorize an agreement with the North Shore Cruisers Car Club for planning and hosting the Drag Race Event Res. 250/15 Seconded By: Mr. L. Cyr That By-law No. 15-29, being a by-law to authorize an agreement with the North Shore Cruisers Car Club for planning and hosting the drag race event to be held July 16th to 19th, 2015 at the Elliot Lake Municipal Airport, be passed. 12.3. By-law No. 15-30 Being a by-law to authorize an agreement with Luskville Dragway Company Limited for facilitation and provision of equipment, services and personnel for the Drag Race Event Res. 251/15 That By-law No. 15-30, being a by-law to authorize an agreement with the Luskville Dragway Company Limited for facilitation and provision of equipment, services and personnel with respect to the drag race event to be held July 16th to 19th, 2015 at the Elliot Lake Municipal Airport, be passed. 8
