CALL TO ORDER - Ms. Hinman called the Reorganization /Workshop Meeting of the Wharton Borough Board of Education to order at 7:00 p.m. and read the following: II. OPEN PUBLIC MEETING STATEMENT Read by Ms. Pamela Hinman The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed and acted upon. In accordance with the provisions of this act and Board of Education Bylaw 0160, the Wharton Borough Board of Education has caused notice of this meeting to be sent to the Daily Record, posted on the bulletin board in the Wharton Public School, filed with the Wharton Borough Clerk, and mailed to all those people who have requested individual notice and paid the required fee. III. IV. PLEDGE OF ALLEGIANCE ELECTION RESULTS Ms. Hinman reported on the results of the November 6, 2012 election: For seats on the Board of Education: Candidate Votes For Two (2) Three-Year Full Terms 1151 Write In- 38 V. NOMINATION: Mr. was nominated by Mr., seconded by Mr.. Mr. accepted his nomination. Mr. nominated himself and commented that President should be written ballot. WHEREAS 18A:18A-2 provides that a board of education shall assign the authority, responsibility and accountability for the purchasing activity of the board of education to a person or persons who shall have the power to prepare advertisements, to advertise for and receive bids, and to award contracts as permitted by this chapter, and WHEREAS 18A:18A-3 permits an increase in the bid threshold if a Qualified Purchasing Agent is appointed as well as granted the authorization to negotiate and award such contracts below the bid threshold; and WHEREAS, N.J.A.C. 5:34-5 et. seq. establishes the criteria for qualifying as a Qualified Purchasing Agent; and WHEREAS, Pamela Hinman possesses the designation of Qualified Purchasing Agent as issued by the Director of the Division of Local Government Services in accordance with N.J.A.C. 5:34-5 et. Seq.; and WHEREAS, the Wharton Board of Education desires to increase the bid threshold as provided in N.J.S.A. 18A:18A-3; and WHEREAS 18A:18A-3. provides that all contracts that are in the aggregate less than 15% of the bid threshold may be awarded by the qualified purchasing agent without soliciting competitive quotations if so authorized by board resolution, NOW THEREFORE BE IT RESOLVED, the Wharton Board of Education does hereby authorize and increase the bid threshold to $36,000; and be it FURTHER RESOLVED, the Wharton Board of Education hereby appoints Pamela Hinman as its duly authorized Qualified Purchasing Agent to exercise the duties of a qualified purchasing agent pursuant to N.J.S.A. 18A:18A-2b, with specific relevance to the authority, responsibility and accountability for the purchasing activity of the Wharton Board of Education; and be it 6 Wharton Borough Public Schools- January 3, 2013 Reorganization -Minutes

FURTHER RESOLVED, that Pamela Hinman is hereby authorized to award contracts on behalf of the Wharton Board of Education that are in the aggregate less than 15% of the Bid threshold ($5,400) without soliciting competitive quotations, and be it FURTHER RESOLVED that Pamela Hinman is hereby authorized to seek competitive quotations, when applicable and practicable before awarding contracts, when contracts in the aggregate exceed 15% of the bid threshold ($5,400) but less than the bid threshold of $36,000. 9. Upon the recommendation of the Superintendent, the Board designates that the Wharton Public School District Media Learning Center, 137 East Central Avenue, Wharton, NJ 07885 as the Official Meeting Place of the Board for the 2012-2013 School Year. 12. Upon the recommendation of the Superintendent that the Wharton Board of Education adopts and shall be governed in all actions and business to come before this Board by the written Board Policies, Regulations, and Job Descriptions previously duly adopted and contained in the Board of Education Policy Book. 13. Upon the recommendation of the Superintendent, the Board authorizes the Business Administrator to advertise for bids as needed during the school year as required by Public School Contracts Law. 14. Whereas, the Wharton Board of Education desires to authorize its purchasing agent for the 2012-2013 school year to make any and all purchases necessary to meet the needs of the school district throughout the school year. 15. PRESIDENT S COMMENTS Time Capsules This is a reminder that there are two time capsules sealed in the stairwell of the new MacKinnon Middle School. The original time capsule, a welded rectangular solid, the size and shape of a cinder block, is to be opened in the year 2024, the 50th anniversary of the original MacKinnon School.
