Note 2: Germany signed the Torquay Protocol on 1 September and Peru on 7 September, These two countries will therefore apply the Agreement and their Schedules as from 1 and 7 October respectively to -all governments which are at that time contracting parties and to other governments as and when they become contracting parties.
