Training - Fall Training Session had over 100 people present for the Training Special Denise Amber Lee session @ Motorola HQ last week (50 people) Training - CISM - IL APCO partnered w/ the Northern Illinois Critical Incident Stress Management Team - sponsored (6) chapter members at $300/each ($525 class) for a 3-day training class during the International Critical Incident Stress Foundation. Executive Council Report by Jason Kern: Since our last general meeting which was in August at Minneapolis at the Annual Conference the 2012-2013 Board of Directors/Executive Committee are o Terry Hall (President) o Gigi Smith (1st Vice President) o John Wright (2nd Vice President) o Gregg Riddle (Immediate Past President) o Julie Righter (North Central Regional Representative) o Don Whitney (CAC Rep) Sept 10, APCO Director of Govt Relations Jeff Cohen addressed the Illinois Institute of Technology Real-Time Communications Conference in Chicago. He provided an overview of legislation, current status and technical aspects of FirstNet. He also served as a panelist for 911 technical/policy session. Sept 14, APCO Government Relations Manager Roger Wespe attended an event with the White House Office of Science & Technology Policy & the Department of Transportation -- "Safety Datapalooza". This event provided a forum for entities to showcase products, services & apps that advance public safety. Driving people to http://safety.data.gov website contains 850 federal data sets available to the public. FirstNet Board was announced at the 78th Annual APCO Conference in MN by Acting US Commerce Secretary Rebecca Blank o Chairman - Samuel Ginn (Pacific Telesis & AirTouch) o Members (11) Tim Bryan, Charles Dowd, F. Craig Farrill, Paul Fitzgerald, Jeff Johnson, William Keever, Kevin McGinnis, Ed Reynolds, Susan Swenson, Teri Takai & Wellington Webb o The Board held their first meeting on Sept 25th, number of actions taken and posted on the NTIAs website including adopting bylaws, resolution calling for a subgroup SAFECOM (public safety advisory committee). The NTIA released a Notice of Inquiry on behalf of FirstNet to seek public comment on the conceptual network architecture presentation made at the meeting. Comments are due to the NTIA by November 1st. Narrowbanding - Jan 1, 2013 deadline, FCC reported in July that there were more than 40,000 public safety licensees that have not met requirements. In response the AFC sent out e-mails to public safety reminding them on the impending deadline. TERT - on August 30 Texas TERT deployed 6 TERT members and 2 TERT Team Leaders to St John the Baptist Parish Louisiana for Hurricane Isaac. Worked 2-12 hr shifts for 7 days and returned on September 6. Renew your membership for 2013. Renewals went out around October 1st and all expire on December 31st. Nominations & Award Deadlines o Jan 15 - deadline for nominations for First or Second Vice President of APCO International. Consult Policy Manual section 6.4 for details o Feb 1 - deadline for Life Member nominations. (Senior Members are considered on a rolling basis). Director Steve Rauter- No report Director Jeanine Chiappano- No report Director Mike Midiri No report Al Marquardt No report APCO Past President Gregg Riddle Emerging technologies conference in the spring will be an opportunity to cover technologies such as LTE,etc. Group membership can save agencies money and give your employees access to the electronic versions of APCO media. Hopefully hitting 20,000 will make us the largest public safety organization above the police chiefs. New Executive Director Derek Poarch and Special Counsel Jeff Cohen have been very positive additions to APCO. Broadband and LTE is a huge thing along with FirstNet announced by the Acting Commerce Secretary at APCO 2012. The Broadband advisory board has 4 direct public safety members are part of the FirstNet board. Riddle expressed regret on the loss of the T-band frequencies. Public Safety alliance is working on the T-band problem and hopes to resolve the issue. Riddle would like to challenge the Illinois Chapter to make certain that ALL members vote in the National elections. We were not in the top 4 in the 2012 election. Training standards Brian Tegtmeyer will hold an IPSTA session update at conference. Legislative Ralph Caldwell reminded members of the IPSTA session and reported negotiations continuing and trying to work with ICC for support. TIA continues to oppose. Caldwell is hopeful. Sunset clause will go forward before it expires in April 2013. Kern expressed his complete frustration with this process in 2012 but the ICC has been helpful but the TIA continues to be a problem. Many members have called to get information we are doing our best. We need to improve on our presence for events like 9-1-1 Goes to Springfield. Dec 20 th Holiday Luncheon Terrace Room, William Tell Holiday Inn CISM Chiappano updated membership on CISM for dispatchers. Jeanine reviewed the recent class and highlighted ILAPCO support on this issue. 10 dispatch personnel were added to the team through this class. Extensive discussion. Rauter State narrowband deadline is approaching and we ve done our best with trying to get information out. ILEAS has been sending out surveys for agencies and MABAS has been doing spot visits by regional representatives. IDPH is also checking on MERCI. We are also still seeing digital formats at times on license modifications. Also some power issues in Fireground frequencies. ISPERN Conversion is still awaiting equipment. New Business New website Milam, Kern and O Connor have been working on the new website through Civic Plus which we hope to unveil in December. 700 MHZ interop Rauter spoke on the organization of 700 Mhz interop channels, SIEC is meeting next month in Springfield and ideas are welcomed. With so many people going to STARCOM these could be used for backup when it goes down. Bill Carter stated the SIEC is the local authority by rule and therefore has jurisdiction on this issue regarding deployments and operations. Kern Introduced the ILAPCO Challenge coin and recognizing past international presidents from the Illinois Chapter. Motion to adjourn the meeting by Brent Reynolds, 2 nd by Chris Kindelspire.
